GENTEXT/REMARKS/1.  This is a Deputy Commandant for Combat Development and Integration (CD and I), Marine Corps Systems Command (MCSC), Deputy Commandant for Programs and Resources (DC P and R), and Deputy Commandant for Information Command, Control, Communication, and Computers (HQMC C4), coordinated message.
2.  Purpose and intent.  This is the first message in a series of messages to provide guidance to the Operating Forces (OpFor) and Supporting Establishment (SE) on how to procure, configure, sustain, and account for tablets that complements the references, specifically reference A.
3.  Situation.  While units may purchase tablets, and tablets that are components of a system, with unit funds, this message does not provide a list of devices and configurations.  The Marine Corps does not have a contract vehicle for a sole trusted integrator that will: manage device and software accreditation, conduct centralized configuration management, integrate a device with other Command and Control (C2) systems, and conduct supply chain management to protect against counterfeit devices.  Therefore, the following guidance is provided to the OpFor and SE.
4.  Definitions.  The following definitions are meant to complement those provided by reference A.
4.a.  Programmatic.  The term programmatic refers to Marine Corps, inter-service, or Joint Programs of Record (PoRs).  Marine Corps Systems Command (MCSC) centrally manages all PoR-related procurement, fielding, sustainment, refresh, and disposal efforts.  Examples of PoRs include Marine Corps Common Hardware Suite (MCHS), Target Handoff System (THS), and Joint Battle Command-Platform (JBC-P) Family of Systems (FoS).  PoRs are considered centrally-managed investments, and therefore, can only be purchased with procurement funds (see paragraph 4c).  While programmatic devices are centrally-managed and sustained by MCSC, units maintain the responsibility for accounting for equipment in accordance with unit Standard Operating Procedures (SOP) and applicable physical security and Classified Material Control Center (CMCC) regulations including, but not limited to, references B through E.
4.b.  Non-Programmatic.  The term non-programmatic refers to any item or system that is not a Marine Corps, inter-service, or Joint PoR.  Non-PoR devices and services can be procured and refreshed using unit Operations and Maintenance (O and M) funds so long as they meet the requirements set forth in reference A (see paragraphs 4d and 6 of this MARADMIN).  Units maintain responsibility for sustaining, accounting for, and disposing of non-programmatic equipment IAW unit SOP and applicable physical security and CMCC regulations including, but not limited to, references B through E.
4.c.  Procurement Marine Corps (PMC) and Aircraft Procurement Navy (APN) Funds.  Per reference A, costs budgeted in the procurement appropriations, PMC and APN, are considered investments.  For the purposes of this guidance, only MCSC has access to PMC funds, and only Naval Air Systems Command (NAVAIR) have access to APN funds.  Reference A defines the situations that require PMC or APN funds to purchase items or systems.
4.d.  O and M Marine Corps and O and M Navy Funds.  Per reference A, costs budgeted in the O and M appropriations are considered expenses.  Units may use O and M Marine Corps or O and M Navy funds to procure tablets, and tablets that are components of a system, so long as the item or system meets the requirements defined in reference A and paragraph 6 of this MARADMIN.
4.e.  Multifunction Mobile Device (MMD).  The Department of Navy established the MMD designation in reference F.  MMDs can assume any number of form factors including, but not limited to, a smartphone, Personal Digital Assistant (PDA), or small form factor wired or wireless tablets.
5.  Approved Products.  Todays consumer electronics market is interconnected globally with manufactured components, hardware, integrated chips, and/or source code that can compromise military integrity.  Units must strive to mitigate vulnerabilities posed by the proliferation of rogue devices by limiting future procurement of tablets and systems to only those provided by a Commercial Solutions for Classified (CSfC), Defense Information Systems Agency (DISA), or National Information Assurance Partnership (NIAP) approved trusted integrator.
5.a.  Current Programs of Record.  There are currently three Marine Corps programs that integrate tablets:  MCHS, THS and JBC-P Dismounted Product.  Each have their own Approved Acquisition Objective (AAO) and fielding strategy.  Units can influence their Table of Equipment (T/E) allocation, fielding priority, and capability development by submitting either a Table of Organization and Equipment Change Request (TOECR) IAW reference G, or by submitting a Universal Need Statement (UNS) IAW reference H, through Combat Development Directorate (CDD).  If a program does not provide the required capability and the capability is available commercially, then units should refer to paragraph 6 for tablet procurement governance.
5.a.1.  MCHS sources Win10 devices authorized to operate on the Marine Corps Enterprise Network (MCEN).  POC for MCHS is Captain Richard L. Swihart, richard.swihart@smc.mil, 703-784-3582.
5.a.2.  THS is a man-portable equipment suite which enables the user to perform various targeting functions and then hand targets off to fire support agencies via tactical data system interfaces using current and emerging communications equipment.  POC for THS is Major Adrian Solis, adrian.l.solis@usmc.mil, 703-784-6206.
5.a.3.  JBC-P Dismounted Product is a Handheld Command and Control (H2C2) support system that provides a dismounted Command and Control Situational Awareness (C2/SA) system that enables seamless exchange of digital information across tactical networks to multiple units and organizations throughout the operational environment.  POC for the JBC-P Dismounted Product is Captain Michael Trombitas, michael.trombitas@usmc.mil, 703-784-6177.
6.  Governance.  Units may purchase non-programmatic standalone tablets, or tablets that are components of a system, so long as the purchase request satisfies the below criteria and the guidance provided in reference A.
6.a.  Authorization To Operate (ATO) and Authorization to Connect (ATC).  Per reference I, all Information Systems (IS) and DoD Information Technology (IT) that receive, process, store, display, or transmit DoD information require a Marine Corps Authorizing Official (AO) approved ATO to operate and an ATC to connect to government networks.  This includes standalone systems.  Consult your G-6s Information System Security Manager (ISSM) or Officer (ISSO) for more information about ATO/ATCs and the Marine Corps Compliance and Authorization Support Tool (MCCAST).
6.b.  Information Technology Procurement Request (ITPR).  Per reference J, all IT purchases, both programmatic and non-programmatic, require an approved ITPR prior to purchase authorization.  Per reference K, all standalone tablets, or tablets that are components of a system, require DCI C4 approval.  In order for a unit to gain approval to purchase IT equipment, the item(s) requested must have an approved ATO or ATC from the Marine Corps AO.  Consult your Unit Command Coordinator (UCC) for more information about the ITPR Approval System (ITPRAS).
