GENTEXT/REMARKS/1.  Per the references, the purpose of this MARADMIN is to solicit applicants for the FY19-01 MASS Panel.  The MASS Panel is conducted semi-annually to screen and slate qualified applicants to fill Acquisition Command and Command Equivalent Key Leadership Positions (KLPs) and Critical Acquisition Positions (CAPs).  KLPs are senior acquisition positions that require special ASN(RDA) attention with regard to qualifications and accountability.  CAPs are senior acquisition positions with significant responsibility, primarily involving supervisory or management duties, in acquisition systems.
The MASS Panel implements processes identified in the references and complies with all statutory and regulatory requirements.  The DON Director, Acquisition Career Management (DACM) provides oversight into the process.
2.  The following two (2) Command Equivalent KLPs are open to qualified Marine Acquisition Officer (MAO)- Ground (PMOS 8061) O6 or O6(S)(read in one column):
Portfolio Manager (PfM) Ground Combat Element Systems (GCES), Marine Corps Systems Command (MCSC) Quantico, VA (Summer 19)
PfM Logistics Combat Element Systems (LCES), MCSC Stafford, VA (Summer 19).
3.  The following one (1) KLP is only open to Department of the Navy (DON) Civilian Acquisition Personnel who must qualify at the senior NH-IV/GS-15 or equivalent pay band as a lateral reassignment (read in one column):

4.  The following one (1) Command Equivalent KLP is open to qualified DON O6 & O6(S) military members and Civilian Acquisition Personnel who must qualify at the senior NH-IV/GS-15 or equivalent pay band as a lateral reassignment (read in one column):

5. The following two (2) PM (Command Equivalent) CAP, one (1) Product Manager (PdM) CAP, and two (2) Team Lead (TL) CAP billets are open to qualified MAO-Ground (PMOS 8061) O5, O5(S) and MCSC/PEO-LS Civilian Acquisition Personnel who must qualify at the senior NH-IV/GS-15 equivalent pay band as a lateral reassignment (read in one column):

6.  The following six (6) TL CAP and two (2) PdM CAPs are open to qualified O5 and O5(S) PMOS 8061 and and qualified civilian applicants at both the NH-0343-III and NH-0343/0340-IV pay band level within MCSC/PEOs.  Selection of an NH-0343-III employee will result in a promotion opportunity and selection of an NH-0343/0340-IV employee will result in a lateral reassignment only with no salary increase (read in one column):

8.  Additional billet vacancies (KLP and/or CAP) within the PEOs or MARCORSYSCOM may occur prior to FY19-02 MASS Panel.  Out of cycle vacancies will be advertised via official solicitation.
9.  Applications are due 1600 EST 25 Feb 2019.  Qualified DON military and civilian personnel may obtain official solicitation from the message POC.
10.  MARCORSYSCOM, as the Executive Agent for Acquisition Training and Education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the panel.
11. This MARADMIN is not applicable to the Marine Corps Reserve.
