GENTEXT/REMARKS/1. Purpose. Provide commanders and GTCC Agency Program Coordinators (APCs) information and actions to be taken regarding the implementation and use of the Visa Intellilink Data Analytics and Misuse Case Management System.
2. Background. Recent updates to ref (a) require all Department of Defense (DoD) components to implement use of the Visa sponsored data analytic tool known as Intellilink. This change was made in response to the recommendation made in DoD Inspector General’s report, “DoD Reporting of Charge Card Misuse to OMB,” released in April 2018. Component Program Managers (CPM) and designated APCs are required to utilize Visa Intellilink as a means to identify, track and report cases of potential travel card misuse, abuse, and fraud. Intellilink will also serve as the DoD repository for recording, tracking, and posting the final resolution of cases determined to be misuse, abuse, or fraud.
3. Action. Effective 1 Feb 19, the Headquarters Marine Corps (HQMC) CPM and APCs at Hierarchy Level (HL) 3 and HL4 are required to utilize Visa Intellilink to review GTCC transactions on at least a monthly basis as indicated by ref (a).
3.A. HQMC CPM will:
3.A.1. Ensure the required system access is established in Visa Intellilink for each HL3 and HL4.
3.A.2. Assist HL3 and HL4 APCs with any system problems they encounter.
3.A.3. Ensure training is available to assist APC in Visa Intellilink use.
3.A.4. Monitor usage to ensure each APC at the HL3 and HL4 levels are utilizing Visa Intellilink as required.
3.A.5. Ensure cases created at the HL3 and HL4 levels are acted on and closed in a timely manner.
3.B. HL3 APCs will:
3.B.1. Contact the CPM to create an account or reset passwords.
3.B.2. Assist HL4 APCs in creating Visa Intellilink accounts.
3.B.3. Utilize the analytics module to identify, flag, and create cases on any suspected fraud, misuse, or abuse no less than once per month.
3.B.4. When cases are created for suspected misuse or abuse in Visa Intellilink forward the associated questionnaire to the cardholder if the cardholder is within their HL3 hierarchy.
3.B.5. Review and respond to all cases pending action to ensure timely response and submission to the CPM for approval.
3.B.6. Ensure all answers to questionnaires are properly annotated including the Commander’s action, if any.
3.C. HL4 APCs will:
3.C.1. Contact appropriate HL3s to create an account or reset passwords.
3.C.2. Utilize Analytics module to identify, flag, and create cases on any suspected fraud, misuse, or abuse.
3.C.3. When cases are created in Visa Intellilink for suspected misuse or abuse forward the associated questionnaire to the cardholder if the cardholder is within their HL4 hierarchy. When the cardholder is in a lower HL, forward the questionnaire to the lowest level APC in the cardholder’s hierarchy for response by cardholder.
3.C.4. Ensure cardholders suspected of misuse or abuse complete the Visa Intellilink questionnaire associated with their case. Responses shall be accurate and include detailed annotations of whether the responsible commander was notified. When a commander is not notified an explanation is required otherwise, detail what action was or will be taken by the commander.
3.C.5. Review and respond to all cases pending action to ensure timely submission to the HL3 for review.
4. Visa Intellilink users at the HL3 and HL4 levels will be notified by email once an account has been established. The email notification will contain instructions for logging-in and setting passwords. The HQMC CPM will arrange distance learning sessions for any command upon request.
