GENTEXT/REMARKS/1. This message announces publication of MCO 3400.11 Countering Weapons of Mass Destruction (CWMD) policy.  This policy provides guidance and aligns organizational roles and responsibilities within the Marine Corps for operations supporting CWMD activities.
2.  This order emphasizes that CWMD is a staff function with applications across the range of military operations (ROMO) and warfighting functions.
3. This order recognizes existing Marine Air-Ground Task Force (MAGTF) core and Special MAGTF (SMAGTF) assigned Mission Essential Tasks (METS) as the means by which the Marine Corps conducts and supports missions that enable success for CWMD activities in support of Combatant Commands (CCMDS) and designated Joint Force Commanders (JFCS).  The order describes and defines USMC CWMD construct and clarifies Chemical, Biological, Radiological and Nuclear (CBRN) defense apart from CWMD.
4. Marine leaders and planners are encouraged to read this order, consider its implications, and discuss it at Professional Military Education (PME) sessions.  While CWMD does not require new missions or capabilities, it does require a thorough understanding of how existing conventional capabilities are employed to conduct or support missions that achieve CCMD CWMD objectives.
5. HQMC Security Division (PP AND O PS) is the lead action office for CWMD policy.  Coordination meetings for identified stakeholders to discuss impacts and relationships for CWMD will be announced via separate correspondence. Agencies and commands desiring additional information are encouraged to contact PP AND O PS directly.
