SUBJ/CALL FOR NOMINATIONS FOR THE 2019 NCOA MILITARY VANGUARD AWARDS//
GENTEXT/REMARKS/1.  The Non Commissioned Officers Association (NCOA) annually honors one enlisted member from each of the uniformed services for a particularly heroic act that resulted in saving a life or the prevention of serious injury.
2.  Recipients will be recognized during an awards ceremony on 17 July 2019 at the Holiday Inn Airport Hotel in San Antonio, Texas.  Recipients will receive the NCOA Military Vanguard Award named for recipients of the Congressaional Medal of Honor of their respective service.  The recipient's individual service will pay the travel expenses to and from the conference/reception (16-18 July).  NCOA will pay the cost of recipient and guest lodging and the round trip transportation of one family member (spouse, mother, father).
3.  Selections are based on the following criteria:
    a.  Serving on active duty or member of Reserve/National Guard.
    b.  Serving as E-1 through E-9 at time the act is performed.
    c.  Serving on active duty at the time the award is presented.
    d.  Act must have been voluntary not by direction or orders.
    e.  Action to save life/prevent serious injury to person/persons.
    f.  Action brought credit to individual/service/enlisted ranks.
    g.  Action occurred within the previous calendar year.
    h.  Previous recipients of this award are ineligible.
4.  Each nomination package should contain the following:
    a.  One single-spaced, biographical page with the following information:  full name, grade, duty title, organization, office symbol, duty station, official and personal mailing address, duty station phone numbers, and a brief biographical sketch to include family, military history, and military/civilian education and awards.  Also include a consent for release of personal information in accordance with the privacy act.
    b.  A copy of narrative or summary of action.
    c.  A cover letter from the nominee's commanding officer providing a positive statement about the nominee.
    d.  One 8x10 high resolution photograph, head and shoulders view, in service alpha or Navy equivalent uniform without cover.
5.  Submit nominations to:  Executive Director, Non Commissioned Officers Association not later than 31 March 2019.  Incomplete packages will not be considered.  Submit nominations via email with high resolution attachments or via the U.S. Postal Service as follows:

6.  The (3) day conference is an interactive event and recipient participation is highly encouraged.  If the unit is unable to fund travel the award may be mailed to the recipient using the unit's mailing address provided in the package.
7. The selection panel is comprised of NCOA board members.  The final Marine Corps nominee is briefed to the Office of the Sergeant Major of the Marine Corps prior to awardee notification.
