GENTEXT/REMARKS/1. Purpose. This message announces the HQMC hosted 2019 USMC Space Operations Working Group, scheduled 23-26 April 2019 at MCB Quantico. The endstate of this working group is to ensure the Marine Corps is prepared to fight a war in and through a contested and degraded space environment.
2. Background. All Marines holding MOS 8866 and 0540 are explicitly invited to attend. In addition, the working group is open to all appropriately cleared Marines and civilian Marines. Participants will be required to speak on behalf of their organization regarding service policy for operations in this domain.
3. Execution. The working group will consist of a series of discussions of current and future operational requirements. Discussions will include recent updates for the overall DoD Space Operations effort, to include U.S. Space Command, Space Development Agency, and the implications to the Marine Corps. The deliverables from this working group are to determine optimal structure requirements to support current and future operations, to provide training and education updates, and to provide refined updates to the Marine Corps Order on Space Operations. These deliverables will be briefed to Director, Strategy and Plans, on Day Three of the working group.
3.A. Dates and Location: The 2019 USMC Space Operations Working Group is scheduled 23-26 April 2019 at Marine Corps Intelligence Activity, Marine Corps Base Quantico. Travel days are Monday, 22 April 2019, and either Friday, 26 April 2019 or Saturday, 27 April 2019. Friday, 26 April 2019, will be an optional laboratory tour in the National Capital Region. Detailed schedule will be published via separate correspondence.
3.B. The working group is open to all interested Marines or civilian Marines on a seat-limited basis. This event is not open to contractors. Invitations are extended to any current or past 8866 or 0540 MOS billet holder. Current NPS students in the Space Systems Operations curriculum are encouraged to attend depending on class schedules and funding availability. Demand to attend 2018 Working Group exceeded the capacity and registration does not guarantee attendance.
3.C. Attire is woodland MARPAT with sleeves up for Marines and business casual for civilians.
4.Administration and Logistics.
4.A. Visit Requests. The working group will be held at the TOP SECRET SENSITIVE COMPARTMENTED INFORMATION (TS SCI) level. Visit and clearance request information must be passed NLT two weeks prior to start of working group. 4.B. Funding: All TAD (M&IE, Lodging, Transportation) and travel costs must be approved and funded by the parent command/organization. There is no fee to attend. HQMC will not provide funding.
4.C. Register on the USMC Space Cadre milSuite webpage, https:(slash)(slash)www.milsuite.mil/book/DOC-589584. Registration is not complete until visit request is submitted. Registration will be vetted by PPO. Registration does not guarantee attendance.
4.D. Conference exception: This working group is designated a Title 10 function and is therefore conference exempted. It has been formally vetted and meets exemption 4B on page 12 of DOD Conference Guide v4 dtd 26 June 2016, as an internal agency business matter held on a military installation.
4.E. Mission Critical Travel: Although invitee attendance is highly encouraged, mission criticality for the 2019 USMC Space Operations Working Group attendance is established by the individual traveler command.
5. This MARADMIN is applicable to the Marine Corps Reserve.
