GENTEXT/REMARKS/1.  This MARADMIN announces the DTS-R project outcomes and RC DTS operational guidance after project completion.
2.  Background.  In February 2017, the Deputy Commandant for Manpower and Reserve Affairs (DC, MRA) directed the RC to utilize DTS for all supported travel.  DC, MRA tasked Manpower and Reserve Affairs (MRA) to lead the effort and stand up a project team.  MRA published reference (a) to set conditions and establish the first project phase for determining the Marine Resource Order Writing Service (MROWS) call-to-duty order type integration criteria with an associated methodology for fiscally responsible individual travel and per diem entitlements associated with RC DTS usage.  In November 2018 the DTS-Reserve (DTS-R) project team set the conditions for completing the project and transition to ongoing operations; reference (b).  On 31 January 2019, the DTS-R project team verified and unified the methodology and procedural approach for funds management and reconciliation for school/PME, Active Duty for Operational Support Reserve Component (ADOS-RC), Active Duty for Operational Support Active Component (ADOS-AC), and individual Annual Training for IMA Marines (IMA AT) MROWS orders.
3.  DTS-R Project Outcome.  As of 1 February 2019, MROWS orders-types for school/PME, ADOS-RC, ADOSC-AC, and IMA AT now use DTS for requesting, scheduling, and reimbursement of individual official travel.  Once appropriate support is established, Marine Forces Reserve will determine the enablement date for Individual Annual Training @ MROWS order types for Selected Marine Corps Reserve (SMCR) units.              
4.  For the final DTS-R project outcome, the project team prepared both procedural and system enablement considerations for all other MROWS call-to-duty order types, along with a change management and ongoing operational model capable of supporting future and potential for expanded RC usage of DTS.
5.  RC DTS Operational Guidance.
    a.  End Current Operations.  The DTS-R project set initial conditions and established a procedural and systematic foundation for Selected Reserve (SelRes) use of DTS in compliance with reference (c) and DC, MRA direction.  The DTS-R project team determined that by 1 March 2019 the SelRes community is fully capable of meeting IOC conditions, and will closely monitor and ensure the smooth functioning of the implemented solution until 22 March 2019, thereby completing the project and releasing the project team.
    b.  Commence Future Operations.  On 23 March 2019 the Deputy Commandant for Programs & Resources (DC, P&R) provides functional and fiduciary advocacy as the Total Force DTS Program Manager, which now includes oversight for DTS usage by the RC.
    c.  RC DTS Ongoing Support and Change Management.
        (1)  Deputy Commandant for Programs and Resources, Finance Branch (RFF).
            a.  Advise and assist DTS program sponsors, Headquarters Marine Corps (HQMC) staff offices, and Marine Corps field offices on financial regulations, Marine Corps pay, allowances, and travel entitlements as they relate to RC usage of DTS.
            b.  RFF, Systems directs institutional review of any systematic change requests associated with RC usage of DTS by chairing and conducting a formal Change Control Board(CCB) aligned with MROWS releases.
            c.  RFF, Travel Management Office participates in the CCB for all MROWS change requests associated with RC DTS employment and  utilization.
        (2)  Deputy Commandant for Programs and Resources, Manpower Budget Branch (RFM).
            a.  Make the Marine Corps Payroll Reconciliation Team (MCPRT) available to advise, assist, and support RC DTS usage, as conditional reviewers, when requested or where appropriate.
            b.  When required provide reconciliation support to ensure RC per diem and travel accuracy in accounting system.
        (3)  MRA, Manpower (RAM) Branch.
            a.   Advise and assist the DC, P&R DTS program sponsor on IMA Marine Program administrative and operational requirements as they relate to any current or proposed usage of DTS.
            b.  The IMA Program Manager acts as the single point of contact and will coordinate as needed with AC organizations and their designated Operational Sponsors, and relevant comptrollers supporting the IMA Program for organizational usage of DTS.
        (4)  MRA, Reserve Affairs Policy (RAP) Branch.
            a.  Provide subject matter expertise and assistance as required for any SelRes policy matters associated with or concerning reservist call-to-duty travel and travel related entitlements.
        (5)  Marine Forces Reserve (MarForRes).
            a.  Advise and assist the DC, P&R DTS program sponsor on all SMCR organizational administrative and operational requirements as they relate to any SMCR current or proposed usage of DTS.
            b.  The MarForRes Comptroller, Lead Defense Travel Administrator (LDTA) acts as the single point of contact for all SMCR unit and organizational usage of DTS.
