GENTEXT/REMARKS/1. Per reference (a), Total Force Structure Division (TFSD) has updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 2019 through FY 2039 Tables of Organization and Equipment (TOE). The Total Force Structure Management System (TFSMS) was updated 8 March 2019 and incorporates all approved changes to the Marine Corps force structure for planning purposes since the previously published ASR. This MARADMIN cancels reference (d) and will remain in effect until the publication of the August 2019 ASR.
2. Reference (b) establishes the policy for manning levels of Marine Corps units, according to precedence levels Excepted, Operating Forces, Priority, and Pro-Share. Per reference (g), CMC outlined guidance directing a 1-percent reduction in enlisted manning levels concurrent with the implementation of Marine Corps Force (MCF) 2025 and stabilization of future force levels. The enlisted manning precedence levels for Operating Forces, Priority, and Pro-Share are 96-, 94-, and 93-percent, respectively.
3. Major force structure changes. This ASR includes the results of the FY 19 MCF 2025 Grade Structure Review (GSR) in accordance with reference (f). Paragraphs (3.a) through (3.f) summarize the major Total Force structure changes since the previously published ASR.
3.a. Command Element. Changes include the reorganization of 6th Communication Battalion, to include the relocation of Direct Support Company from Farmingdale to Brooklyn. Additional changes include the redistribution of Active Component Civil Affairs structure throughout the enterprise to optimize planning capacities and new structure to establish a Marine Corps Regional Hub Node within MARCENT. Furthermore, the planned re-designation of Marine Corps Security Cooperation Group to Marine Corps Advisor Regiment, to include the activation of two Marine Corps Advisor Battalions planned for FY20, and FY22 will not be executed.
3.b. Aviation Combat Element (ACE). Changes include the accelerated stand up VMFAT-502 in FY20 and the delay of VMFA-225s transition to Joint Strike Fighter to FY21. This change increases the F-35B pilot production capacity in support of the TACAIR transition plan. Other changes include new structure to support Group 5, MQ-9 Operations at VMU-1, and additional structure for 2d and 3d LAAD to support the crew requirements of the new Marine Integrated Air Defense System (MADIS). This ASR will reflect the relocation of Early Warning and Control Detachment, MACS-2 from MCAS Cherry Point, NC to MCAS Beaufort, SC, and the deactivation of Detachment MCAGCC ATC, MACS-1, MACG-38 at MCAGCC, 29 Palms, CA. The planned activation of the Wing Intelligence Support Companies will not be executed, leaving in place existing ACE intelligence structure.
3.c. Ground Combat Element. Light Armored Reconnaissance Battalion will be reorganized to align with Service guidance and National Defense Strategy. Headquarters Company, 4th Marine Regiment received additional structure to manage its additional equipment requirements from 3d Combat Assault Battalions deactivation in 1st Quarter, FY19.
3.d. Logistics Combat Element. Combat Logistics Battalion 3 received additional structure to meet its general engineering requirements.
3.e. Supporting Establishment. The Office of U.S. Marine Corps Communication was re-designated Communication Directorate. Marine Corps Detachment Fort Belvoir was deactivated and structure realigned with Marine Corps Detachment Dam Neck.
3.f. FY19 Grade Structure Review (GSR). Subject to TOE Change Request (TOECR) policy in paragraph 7 of this message, submission of military manpower TOECRs for any structure requiring a GSR Primary Military Occupational Specialties (PMOS) may recommence with the exception of 3521 and 3531, which are currently undergoing analysis and remain subject to the TOECR moratorium outlined in reference (f). GSR actions on the following PMOSs are deferred for continued analysis: 0321, 6252, and 7315. The results of the GSR are as follows:
3.f.1. Starting in FY22, the following PMOSs implemented changes to correct grade pyramid imbalances: 0205, 0231, 0261, 0431, 0451, 0481, 0491, 0605, 1316, 2146, 2147, 2161, 2602, 2621, 2631, 3052, 3112, 3451, 4130, 5502, 5954, 6046, 6092, 6124, 6132, 6216, 6256, 6257, 6287, 6314, 6326, 6332, 6336, 6338, 6432, 6672, 6694, 7236, 7257, 7291, and 7314. The majority of the 0491 grade and MOS changes from E7/0491 to E6/0431/0481 will be implemented as early as FY19.
3.f.2. The following PMOSs initially identified for consideration in reference (f) will not implement grade changes at this time, as appropriately justified by the MOS Sponsors and Occupational Field Managers: 0302, 0511, 1710, 2125, 4502, 5524, 6218, 6222, 6252, 6324, 6602, and 7242.
4. Updated TOEs are available at the TFSMS website: https:(slash)(slash)tfsms.mceits.usmc.mil. Users must request access by following the instructions on the TFSMS homepage under the section titled, --Request New or Reactivation of Account.-- Normal response time for access is less than 24 hours.
4.a. Instructions for downloading current FY TOE report: After log-in, enter all or part of UIC, unit name, Monitored Command Code or Reporting Unit Code in the --Run TOE Report-- and clicking --Show-- to display the units current TOE.
4.b. Instructions for downloading planned or future FY TOE reports: After log-in, click on --Reports-- link, then --TFSMS Cognos Reports Portal.-- A units TOE is located in the --Standard Reports (Published, structure data current as of last ASR--) folder. After entering the folder, click on --Unit TOE Report-- and select the applicable FY and Unit Identification Code (UIC). User must enable compatibility view settings for usmc.mil to select criteria for TOE report.
5. Readiness Reporting. The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a units readiness report with force structure requirements from the current published FY TOE resident in TFSMS. Units should validate the force structure requirements in their units readiness report using the current published FY19 TOE in TFSMS or use the TOE link in a units readiness report in DRRS-MC.
6. MOS Manual changes, per reference (c), which involve significant MOS conversions, consolidations, and creations of Primary MOS, and/or significant structure redistributions within or between UICs must be reviewed by the DOTMLPF/C WG. A detailed implementation and/or phasing plan must be submitted. Contact the DOTMLPF/C WG Secretariat (para 8.c below) for a determination regarding whether the initiative will require subsequent DOTMLPF/C WG review. Based on the timeline included in references (c) and (h), initiatives of this type must be presented to the DOTMLPF/C WG for review and assessment no later than 9 May 2019 in order to be considered for the FY21 MOS Manual.
7. TOECR Policy.
7.a. Marine Corps military manpower TOECRs. Submission of TOECRs must conform with the policies and procedures set forth by reference(a). Additional guidance is set forth below:
7.a.1. Per reference (a), proper endorsements from the chain of command up to and including the MARFOR Commander (or applicable Lieutenant General) are required to process all TOECRs.
7.a.2. Per reference (a), all TOECRs that change grade and MOS will be programmed to occur three years after the current fiscal year (FY21). Changes inside this window have the potential to adversely impact the MCF 2025 build, manpower plans, and associated formal school training planning factors and readiness reporting. Requests for changes inside this window, with detailed justification, will be considered on a case-by-case basis only and staffed to Deputy Commandant, Manpower and Reserve Affairs for final determination of supportability.
7.a.3. UICs established, re-designated or reorganized by MCF 2025, shall not be changed by TOECR until Full Operational Capability (FOC) is achieved and reported as defined by the initiating MCBUL 5400. This restriction also applies to billet-level initiatives executed under MCF 2025. Billet-level initiatives are considered FOC when the DOTMLPF/C WG, the forum chartered to track MCF 2025 implementation, determines that all relevant actions have been properly completed.
7.a.4. Per reference (j), Deputy Commandant, Combat Development and Integration has chartered a General Officer Force Optimization Review Group (GO FORG) that will screen and evaluate major unit force structure changes involving Service level adjustments within existing end strength that deviate from the current CMC-approved Force Structure baseline. Re-phasing and/or other modifications intended to optimize the implementation of an MCF 2025 initiative must be properly vetted by a GO FORG.
7.a.5. TOECRs that do not explicitly meet the conditions listed above will be returned without action.
7.a.6. All military manpower TOECRs must be received by TFSD NLT 1 June 2019 in order to be considered for the August 2019 ASR. Military manpower TOECRs received after that date will continue to be processed, but for inclusion in the February 2020 ASR.
7.b. Per reference (a), Advocates are responsible for review and update of UIC mission statements not to exceed every three years. For UICs that require mission statements (reference (a), Fig 2-1 Unit-Type Matrix), no TOECR of any kind will be accepted if the UIC mission statement is missing or outdated. TOECR submission on these UICs may continue once a revised mission statement package has been forwarded to TFSD via workflow in TFSMS. Please refer to the References tab in TFSMS (https:(slash)(slash)tfsms.mceits.usmc.mil) for additional information concerning the status of an individual UIC and instructions on how to submit new mission statements through workflow in TFSMS.
