GENTEXT/REMARKS/1. Situation. This message announces the convening of the Marine Corps Manpower and Personnel Administration (MPA) Symposium taking place aboard Marine Corps Base Quantico (MCBQ) from 6 to 10 May 2019.
2. As outlined in reference (a), the Deputy Commandant for Manpower and Reserve Affairs (DC, M&RA) is the advocate responsible for identifying and prioritizing capabilities required for Manpower Personnel Policy, Planning and Administration for the active and reserve component and Civilian Marines.
2.a. To inform and enable DC, M&RA to execute his duties as advocate for the MPA occupational field, a symposium of senior manpower and personnel officers, senior enlisted administrators, and their civilian equivalents will convene during the week of 6-10 May 2019 aboard MCB Quantico.
2.b. The symposium provides a forum for stakeholders within the MPA community associated with lines of effort outlined in reference (b) to effectively and efficiently establish a common operational picture and develop a long term vision. The theme of this year’s symposium is: “Supporting Future Force 2030: How Manpower and Personnel Administration can Modernize, Operationalize and Professionalize to Increase Lethality and Readiness.”
3. Enduring Tasks
3.a. Operational Advisory Groups (OAG) will continue to identify issues that require service-level action and/or resolution through the Advocacy Process, an iterative construct which provides DC, M&RA with ideas and input from the MPA community of interest in both the Operating Forces and Supporting Establishment. Issues and solutions will be presented to the Manpower and Personnel Administration Executive Board chaired by ADC, M&RA, or DC, M&RA as appropriate. Resolution is defined as an update to policy, doctrine, manuals, a program of instruction, budget lines, submission of table of organization and equipment change requests, or other similar quantifiable action that implements a solution.
3.b. Personnel within the community of interest will continue to provide the required functional area expertise so that Tables of Organization, Tables of Equipment, Training and Readiness Manuals, Marine Corps MPA doctrine, and MPA policy issues are fully integrated in the M&RA Advocacy Process.
4. Symposium Events. The following paragraphs provide a preliminary list of symposium events. A comprehensive schedule is posted on the Manpower & Reserve Affairs website located at http:(slash)(slash)www.manpower.usmc.mil. The banner “2019 Manpower Symposium Schedule” will appear on the webpage, directing users to a Symposium schedule that will be periodically updated as events become finalized.
5. Monday, 6 May 2019
5.a. Opening Remarks, Discussion of Symposium Objectives, Future Challenges And Opportunities and Talent Management, Little Hall, MCBQ. DC, M&RA will provide his thoughts regarding challenges and opportunities impacting the MPA community.
5.b. Lieutenant Colonel John Berry (USMC, Ret) Concepts Branch Head, Marine Corps Warfighting Lab will provide a presentation concerning manpower and personnel administration in future operating environments.
5.c. Representatives from the United States Army Talent Management Task Force will discuss strategies and organizing concepts behind future-focused human capital management practices.
5.d. Other proposed events for this day include briefs from Manpower Management Officer Assignments and Enlisted Assignments regarding optimization and modernization of policy and procedures.
6. Tuesday, 7 May 2019
6.a. Guest speaker: Dr. Tim Kane, Hoover Institution, Little Hall, MCBQ. The presentation will be attended by Staff Noncommissioned Officers (SNCO) and Officers permanently assigned to M&RA. SNCO and higher serving in the National-Capital Region (NCR) with a PMOS of 0111, 0170, and 0102 will receive an electronic invitation to attend.
6.b. Lieutenant General Michael Dana, Director Marine Corps Staff, Little Hall, MCBQ will discuss innovation with audience members outlined in paragraph 6.a.
6.c. Focus panel: Marine Corps Manpower and Personnel Administration Awards Program (MCMPAAP) recipients will share best practices, thoughts and perspectives concerning opportunities for tactical-level improvement and innovation. The focus panel will take place at the Marsh Center with an audience comprised of personnel attending the MPA Symposium.
7. Wednesday, 8 May 2019
7.a. The Calendar Year 2018 MCMPAAP Awards Ceremony will take place mid-morning at Harry Lee Hall, MCBQ. Plaques, provided courtesy of the Marine Corps Association Foundation, will be presented to award recipients and personnel representing the Personnel Administration Center of the Year. A small reception will follow.
7.b. OAG planning teams will commence initial planning during the afternoon of Wednesday, 8 May at the Marsh Center, concluding with an in-progress review to the Secretariat and occupational field senior leadership.
7.c. Upon completion of scheduled events symposium participants are invited to participate in a no-host social taking place at The Clubs at Quantico.
8. Thursday, 9 May 2019. OAGs continue planning at the Marsh Center. The day will conclude with an in-progress review to the Secretariat and occupational field senior leadership.
9. Friday, 10 May 2019. OAG planning teams will refine out-brief products during the morning. The ADC or DC, M&RA will receive OAG out-briefs from planning team leads during the MPA Executive Board which will begin at 13:00.
10. Coordinating Instructions
10.a. The Secretariat will coordinate with OAG Co-Chairs, Leads, and Action Officers to ensure coordinated planning and cross-functional integration throughout the Advocacy process.
10.b. Non-local symposium participants are requested to confirm attendance no later than 2 April 2019. Lodging has been reserved at Crossroads Inn and, upon receipt of symposium attendees, will be equitably distributed amongst non-local commands.
