GENTEXT/REMARKS/THIS IS A HQMC C4, TRAINING COMMAND, AND MCCES COORDINATED MESSAGE.
1.  Situation.  Communication Training Battalion (CTB), Marine Corps Communication-Electronics School (MCCES) and HQMC C4 are soliciting student nominations for the Summer/Fall 2019 blended Marine Air Ground Task Force (MAGTF) Communications Planners Course (MCPC) 2-19.  The eight-week non-resident phase will be held from 29 July to 15 September 2019, and hosted through Marine Net Moodle.  The resident phase of the course will be held from 24 September – 1 November 2019 in Twentynine Palms, CA, instructed at classification levels up to SECRET NOFORN.  MCPC is an advanced formal skills progression training course for Military Occupational Specialty (MOS)0602 Majors, Captains, and other select communications planners.  Officers with the Primary MOS of 0602 will be awarded the New MOS (NMOS) Skill Designator 0603 upon successful course completion.  While attending MCPC, students will develop the necessary critical thinking skills to plan advanced MAGTF communications architectures spanning the full Range of Military Operations in a Contested, Denied, Degraded, Command, Control, Communications, and Computers Environment (D2C4E) for multi-domain operations, including the electromagnetic spectrum (EMS), Space, and cyberspace.  Integration of MAGTF Communications into Operations in the Information Environment (OIE), naval, Joint, and coalition systems are specifically emphasized in MCPC.  Students will receive training in program management, coordination for systems integration for air, ground, and logistics command and control systems, and conduct case studies in D2C4E for the EMS, Space, and cyberspace.  Students will also be exposed to a wide variety of military and civilian adjunct professors spanning the Joint Operational Environment (JOE).  Upon graduation, students will become MAGTF Communications Planners.
1.  The following student eligibility criteria applies to MCPC 2-19:
1.a.  MOS 0602 Majors and Captains serving in the Operating Forces, or Supporting Establishment.
1.b.  Restricted Officers to include Limited Duty Officer Captains holding the 0605 MOS, and Chief Warrant Officers 3 and 4 holding the 0620, 0630, 0640, or 0670 MOS.
1.c.  Professional Military Education complete Master Sergeants and Master Gunnery Sergeants holding the 0699 MOS.
1.d.  Government Information Technology Management/Cybersecurity Civilians, GS-12 and above, in the following Occupational Field Series: GS-0332/2210/0335/0390/0391/0392/0854/1550.
2.  Mission.  From 29 July to 1 November 2019, Company D, CTB, MCCES, conducts MCPC 2-19 in order to provide MAGTF Communications Planners to the Operating Forces capable of planning and employing advanced communications Architecture spanning OIE at the Major Subordinate Command, Marine Expeditionary Force, and Marine Expeditionary Brigade Levels in support of MAGTF Operations.
3.  Tasks
3.a.  Parent command will submit nominations NLT 1 July 2019 with the following information via encrypted email to all POCs listed:
(1) Lname, Fname, Mi
(2) Grade
(3) Primary MOS
(4) EDIPI
(5) Unit MCC
(6) Unit POC to receive Funding Approval (E-Mail Address)
(7) Current/Future Billet Assignment
(8) Security Clearance/Date (Secret Required; submit re-inspection as required)
(9) Work Phone Number (DSN and/or Commercial)
(10) Email Address
(11) Mode of Travel
(12) Will Ground Transportation Required During the Course? (Y or N)
(13) Does Nominee Possess GTCC (Y OR N)
(14) Security Clearance/Visit Requests (OPNAV 5521/27) A secret security clearance is required and a visit request must be entered in Joint Personnel Adjudication System (JPAS).  The SMO in JPAS ID MS3305STUD.  Include Full Name, Social Security Number, Level of Clearance/Basis, Dates of Visit (24 September – 1 November 2019), and Purpose (MCPC 2-19), POC: Captain May, ATTN: Security Manager.
4.  Coordinating Instructions
4.a.  Commands with two or more nominees will designate a POC for coordination purposes.  All requests should be forwarded from nominees’ commander via the appropriate chain of command.
4.b.  Uniform for Marines will be green MARPAT, Service “A” and “C” uniform.  Attire for civilian attendees is business casual.
4.c.  All MCPC student handouts will be electronic.  Due to the classification of course materials, students will be issued a government computer upon convening of the course.
4.d.  MCCES reserves the right to cancel MCPC 2-19 if the course does not meet the course minimum of 12 students by 1 July 2019.
4.e.  Due to the speed at which technology advances and the ever changing nature of MCPC, students must attend both phases in the same fiscal year in order to attain the MOS of 0603.
5.  Administration and Logistics
5.a.  The 06XX OCCFLD Manager is the POC for identifying all MCPC students.
5.b.  Class Capacity.  MCPC 2-19 Class Capacity is (24) Students.
5.c.  Funded Seat Allocations.  TECOM will provide funding for travel, lodging, and per diem for active duty Marines.  Individual requests for rental cars from military members will not be considered.  Civilian attendees are funded by their parent command.  Reserve Component Marines should contact Marine Corps Forces Reserve formal schools at DSN (312) 647-7323, or Comm (504) 697-7323.
5.d.  Billeting.  Reservations for billeting are the responsibility of each attendee.  Attendees must check with the Twentynine Palms Bachelor Officer’s Quarters (Roadrunner Inn) at Comm (760) 830-6642/5583 for the availability of government billeting prior to making any commercial lodging reservations.  If government billeting is not available, local lodging Information may be obtained from the Sleepy Tortoise Lodge at Comm (760) 830-6583.  Use of government messing is directed, if available.  Traveler must attach a Statement of Non-Availability within the Defense Travel System.  The Per Diem must reflect government rates.
6.  Command and Signal
6.a.  The nonresident phase of MCPC 2-19 will convene on 29 July 2019.  Students are required to validate they have been enrolled in Marine Net Moodle.  The nonresident phase will conclude on 15 September 2019.
6.b. The resident phase of MCPC 2-19 will convene on 25 September 2019.  Students are required to report in Service “A” uniform NLT 0730, on 24 Sept 2019 at Headquarters, Company D, CTB, MCCES, Bldg 1761 Twentynine Palms, CA.  The resident phase of MCPC 2-19 will conclude on 1 November 2019.
6.c.  The POCs will notify nominees selected to attend MCPC 2-19 NLT 15 days prior to the convening date of the non-resident phase of the course.
6.D.  Upon positive confirmation of registration, each individual will receive an email from the MCPC Course Coordinator with further directions and guidance.
7.  This MARADMIN is applicable to the Marine Corps Reserve.
