GENTEXT/REMARKS/1.  The AR SEP Selection Board will convene in coordination with the Academic Year (AY) 2020-21 Reserve Professional Military Education (RPME) Board on 16 Sep 19.
2.  One opportunity exists every three years for an Active Reserve (AR) officer to receive a Master of Science in Management from the Naval Postgraduate School (NPS) in the Manpower Systems Analysis (MSA) 847 curriculum and receive an 8840 Additional Military Occupational Specialty (AMOS).  The MSA program uses economic theory and statistical techniques to teach students valuable methods in manpower forecasting and management at the enterprise level.  Prior knowledge in statistics will ease the study load.  Participation in the SEP prepares the officer for duty as the Manpower Plans Section Head, Reserve Affairs Division, Manpower and Reserve Affairs.
    a.  Eligibility Criteria
        (1)  Career Designated AR Majors and AR Captains selected for promotion to Major who will have at least 30 months of service in the AR program by 1 Jul 20 may apply.
        (2) AR officers selected for promotion to Lieutenant Colonel and AR Lieutenant Colonels promoted on or after 1 Feb 19 are also eligible to apply.
        (3) AR Captains in the FY 21 in-zone population for Major may apply; however, subsequent failure of selection for promotion will result in disqualification.
        (4) AR Officers who have been previously passed for selection will not be considered.
        (5) Applicants must have two-years Time on Station (TOS) Prior To 1 Jul 20.  TOS waiver requests from qualified applicants will receive positive consideration.
        (6) Preference will be given to qualified applicants with a previous HQMC manpower tour.
3.  The AR SEP application process is a two part process and the following guidelines apply to the AR SEP application:
    a.  All AR applicants will be screened by NPS for the MSA discipline.  No other disciplines are available for AR SEP applicants at this time.  Applicants must complete the NPS online application located at https:(slash)(slash)www.nps.edu/admissions/ams/login.aspx.  Official sealed transcripts from all colleges and universities attended must be submitted directly to NPS from the institutions attended.  The transcripts need to include all credits and letter grades.  Mail transcripts to Naval Postgraduate School Admissions Office, 589 Dyer Road Root 100, Monterey, CA 93943-5100.  Applicants are responsible for ensuring their official transcripts arrive to NPS NLT 7 Aug 19.  Any questions regarding the NPS process may be addressed via email at admissions@NPS.edu.
    b.  Applicants must also complete the RA application.  The application format and privacy act statement may be found in reference (a) and on the www.manpower.usmc.mil webpage under “top requests” by clicking on “Reserve Officer PME.”  Letters of recommendation may be included as enclosures.  Applicants can either email their application to brennett.ford@usmc.mil or mail their application to Headquarters U.S.  Marine Corps Manpower and Reserve Affairs (RAM-3), (Attn: Mr.  Brennett Ford), 3280 Russell Road Quantico, VA 22134-5103.  FedEx or other means of tracking is recommended.  Applicants are responsible for ensuring their application arrive at CMC (RAM-3) NLT 28 Aug 19.
    c.  Participants in the SEP MSA curriculum will incur a four year service obligation.
        (1) The following statement must be included in the application:  “If selected, I agree to remain on active duty for at least four years after completion of my training.  I agree not to transfer from the Active Reserve program or request separation or retirement while participating in the program.”
    e.  Photographs.  A current official photograph is required by the SEP Board.  The photograph must be prepared per the requirements listed in reference (b).
    f.  The AR officer selected for this opportunity will be assigned to a utilization tour in RA immediately upon graduation.
    g.  Upon release of the results MARADMIN, PCS orders will be issued for the selected officer to attend the MSA NPS curriculum reporting for the summer semester in Jul 2020 and graduating in Spring 2022.  Officers must ensure a sincere, dedicated interest in the SEP program before applying.
5.  Waivers to eligibility requirements set forth in this MARADMIN will be considered at the discretion of the Director of Reserve Affairs Division on a case-by-case basis.
