GENTEXT/REMARKS/1.  Purpose.  To provide administrative instructions for the assignment of the 3450 Planning, Programming, Budgeting, and Execution (PPBE) Officer MOS to those meeting the prerequisites established in reference (A).
2.  Summary.  Assignment of MOS 3450 identifies officers with experience in a PPBE related billet supporting the development and review of the Marine Corps Program Objective Memorandum (POM).  This MOS may be assigned as an additional MOS to any commissioned officer meeting the prerequisites.  Officers with PPBE experience are an integral part of the POM process and assignment of the 3450 MOS serves to identify those officers who can be assigned to a major command-level PPBE-related billet during a future tour of duty.
3.  Prerequisites:
3.A.  Secret security clearance eligibility.
3.B.  Not less than one year of PPBE experience in a related billet with primary responsibility for the development and review of the POM within any HQMC department or division, MCCDC, MARFOR commands, the Joint Staff, OSD, or the DoN Secretariat.  Examples of qualifying billets include PEB chairs, PEB direct support staff, and P&R analysts who spend the majority of their time in direct support of the POM.
4.  3450 MOS Assignments.  PPBE Officers may be assigned to a subsequent tour with any department or division at HQMC, Combatant Commands, the Joint Staff, the OSD, the DoN Secretariat, or other Service staff.
4.A.  3450 MOS Billets.  PPBE Officers may be assigned as a branch or division head, project manager, staff officer, or a project officer assigned responsibility for management of a specific aspect of the POM.
4.B.  3450 MOS Responsibilities.  The responsibilities may include all or a part of the following tasks:  budget plans and coordination (all appropriations), budget operations (program development and formulation), budget execution, budget analysis, budget reports coordination, financial systems liaison, supporting area assessment and coordination, investment balance review coordination and analysis, blue dollar in support of green dollar analysis, program development and coordination, program review analysis, and program decision support.
5.  The 3450 MOS must be recommended by the Deputy Commandant for Programs and Resources (DC P&R), or designated representative.
6.  Coordinating instructions for obtaining the DC P&R recommendation.
7.A.  A commissioned officer meeting the prerequisites will formally apply for assignment of the 3450 MOS in writing (appropriate letter format) to the DC P&R with the endorsement of their immediate supervisor.  The request will include:
7.A.1.  Applicant grade/rank, first name, middle initial, last name, EDIPI, electronic mailing address, and telephone number.
7.A.2.  Identify the command or organization where the requisite PPBE experience was obtained.
7.A.3.  Identify the inclusive dates during which the requisite PPBE experience was obtained.
7.A.4.  Identify the billet held during which the requisite PPBE experience was obtained.
7.A.5.  Describe the nature of PPBE-related duties performed ISO the development and review of the POM.
7.A.6.  Submit the application via electronic mail to the Program Development Branch (RPD) organizational mailbox (pr_rpd@usmc.mil) NLT 31 May 2019 to be considered during FY 2019.  Applications received after the deadline will be considered the following year.
7.B.  RPD will validate the submissions and present a roster of qualified individuals to DC P&R for final approval.
7.C.  DC P&R will approve assignment of the 3450 MOS in writing.
8.  Officers approved for designation of the 3450 MOS who are assigned to commands or organizations outside of HQMC are required to submit the signed approval documentation through their local personnel administration office.  RPD will take this action on behalf of those Marines assigned within HQMC.
9.  A list of officers currently assigned the 3450 MOS may be obtained by following the instructions below:
9.A.  Access the Command Profile website at (https://www2.manpower.usmc.mil/ncp/index1.html#/news).
9.B.  Click "Change Unit Filter" in the left column, uncheck "DC PROG AND RES DEPT (P&R) HQMC" under "Currently Selected Units", and click "Apply Filter".
9.C.  Click "Staffing" in the left column, "MOS Distribution", scroll down to "3450 PPBE OFFICER" and click the number in the furthest-right column.
9.D.  Click the number to the right of "TOTAL" to display a list of names of Marine officers who have been assigned the 3450 MOS.
9.E.  Click the "Excel Export" button above the chart to download.
