GENTEXT/REMARKS/1. Purpose. This message cancels and replaces reference (a). In accordance with the references (b, c, and d), this message provides further clarification and guidance to the Reserve draw case codes (DCCs) when Reserve Marines fail selection for promotion to the rank of staff sergeant through master gunnery sergeant or sergeant major.
2. In order to properly identify a Marine's Reserve Category after failing selection for promotion, Manpower Management Division Promotions Branch (MMPR) will report the following DCCs in accordance with the Reserve staff non-commissioned officer (SNCO) selection board results.
3. Active Reserve (AR) Marines DCC will reflect the following:
a. BW – Once failed selection for promotion.
b. BT – Twice failed selection for promotion.
4. Selected Marine Corps Reserve (SMCR) and Individual Mobilization Augmentee (IMA) Marines will reflect the following:
a. RW – Once failed selection for promotion.
b. RT – Twice failed selection for promotion.
5. Individual Ready Reserve (IRR) Marines will reflect the following:
a. IW – Once failed selection for promotion.
b. IT – Twice failed selection for promotion.
6. SMCR/IRR first sergeants are considered for SMCR sergeant major selection on the annual Reserve SNCO selection board. All first sergeants must complete the regional Master Sergeant/First Sergeant Seminar and complete the First Sergeants Course in accordance with reference (e). If they fail selection, MMPR will report an “RW” or “RT” in the Marine Corps Total Force System.
7. Active Component (AC) Marines will retain the current “AW” and “AT” codes and are not affected by this MARADMIN.
8. Reserve Marines who transitioned from the AC may retain their in-grade DCC. MMPR will remove the AC DCC after a Marine has been selected for promotion to the next higher grade.
9. A DCC will have a reported termination date of 40 years from the date of non-selection for Marines considered but not selected in the SMCR/IMA/IRR and 20 years for AR. Promotion restrictions and service limitations in-grade remain indefinite. It is possible for a Marine to reflect a combination of codes listed above depending upon the component in which they were considered but not selected for promotion. MMPR will delete all DCCs that reflect previous non-selection in the current grade and category in the event that a Marine is subsequently selected for promotion.
10. Release from the SMCR/IMA upon receipt of the “RT” DCC. Reserve Affairs Personnel Policy, Plans, and Programming and Budgeting (RA (RAP)) will temporarily waive policy for mandatory transfer to the IRR from the SMCR/IMA, for approved Marines, upon receipt of the “RT” DCC as stated in reference (b and d).
a. Marines who have twice failed selection in the SMCR/IMA, and are approved to remain in the SMCR/IMA, will be eligible for subsequent board consideration on the Reserve SNCO Selection Board.
b. Submission of retention requests:
(1) Marines who have an “RT” DCC may submit an Administrative Action (AA) form requesting a waiver of mandatory transfer to the IRR.
(2) Marines who failed to complete the PME requirement for promotion selection in accordance with reference (e) must annotate in the AA form their intent to complete the PME requirement prior to the their next promotion selection board.
(3) Submit all retention requests to RA (RAP) for adjuctication via the O5-level commanding officer or inspector-instructor. O-5 level commanding officers or inspector-instructors shall provide clear recommendations of approval or disapproval, with amplifying remarks, for continued retention on their endorsements.
(4) Endorsed requests are due to RA (RAP) no later than 30 September 2019.
(5) RA (RAP) will send approval and disapproval letters for each waiver request to Marine Forces Reserve (MARFORRES) G-1 for tracking purposes.
(6) Reserve Affairs Management RA (RAM) will report the “RS” DCC for Marines approved for “Subsequent Consideration – Twice Passed for Promotion (SMCR/IMA)”.
c. This temporary waiver is not retroactive for Reserve Marines who previously failed board selection twice in the SMCR/IMA and have already transferred to the IRR.
11. Reserve Applicability. This MARADMIN is only applicable to the Reserve Component.
12. This MARADMIN supersedes the following MARADMINs regarding the subject DCCs: MARADMINs 284/12, and 366/14.
