GENTEXT/REMARKS/1. The purpose of this MARADMIN is to provide awareness of the eligibility and reimbursement process for relicensure/recertification portability for military spouses, per references (a) and (b).
2. Headquarters Marine Corps, Manpower and Reserve Affairs may reimburse Marines for qualified State relicensing and/or recertification costs of a spouse arising from relocation to another state due to a permanent change of station (PCS).
3. Reimbursement to a Marine under this subsection may not exceed 500 dollars for each change of station.
4. Per reference (a), the term “qualified relicensing/recertification costs” includes costs of exam and registration fees that:
a. Are imposed by the State of the new duty station to secure a relicense or recertification to continue working in the same profession that the spouse of the Marine engaged in while in the State of the previous duty station.
b. Are paid or incurred by the Marine or spouse to secure the relicense or recertification from the State of the new duty station after the date on which the orders directing the reassignment of the member are issued.
5. A Marine may be reimbursed up to 500 dollars for qualifying relicensing/recertification costs of their spouse when the following criteria are met:
a. The PCS movement of the Marine’s dependents was authorized
b. The spouse obtained the same relicense/recertification for the same profession at the previous duty station, in the new State
c. Completion of relicense/recertification was successful
6. Factors not eligible for reimbursement include:
a. Costs associated with initial assignment orders which are not considered PCS orders
b. Costs associated with unsuccessful attempts to transfer relicensure or recertification
c. Costs associated with separation or retirement orders which are not considered PCS orders
d. Costs associated with travel to testing site
7. Effective date:
a. Reimbursement eligibility is effective as of 12 December 2017 through 31 December 2022
b. Requests for reimbursement relicensing/recertification fees associated with PCS orders issued between December 2017 through May 2019 shall be submitted NLT May 2021
c. Requests for reimbursement of applied relicensing/recertification fees associated with PCS orders issued after May 2019 shall be submitted NLT 24 months after issued date of PCS orders
8. Required documentation needed for reimbursement:
a. A copy of PCS order
b. A copy of old certification/license
c. A copy of new recertification/relicensure
d. Receipt showing recertification/relicensing fees
9. All requests shall be submitted through the local Personnel Administration Office/Center

12. This MARADMIN is applicable to active duty and active reserve Marines.
