GENTEXT/REMARKS/1.  This message announces the Fiscal Year 20 active duty class dates for the Regional Staff Noncommissioned Officer Academies (SNCOAs).  The school dates are posted on the College of Enlisted Military Education (CEME) website under the Enlisted College Calendar link:  https:(slash)(slash)www.usmcu.edu/ceme.
2.  Coordinating Instructions
2.a.  The current version of the command screening checklist, reference (e) may be downloaded from the Enlisted College website, under the Education Resources section.  The current version of reference (e) is dated October 2018.  Previous versions are no longer valid and will be rejected.
2.b.  School Prerequisites
2.b.1.  The prerequisites for all schools are located on the Enlisted College website in the Reporting Instructions section for each regional academy.
2.b.2.  Sergeants, Career, and Advanced School students may attend in a limited duty or pregnancy status with waivers that have been approved by the Director, College of Enlisted Military Education.  See the instructions contained in reference (e) for specific guidance.  When submitting your waiver DO NOT send medical paperwork.
2.b.3.  Non-Resident PME Requirement
2.b.3.a.  Attendees must complete the Enlisted College command screening checklist.  Additionally, each attendee must use their CAC to log onto the MarineNet website at https:(slash)(slash)www.marinenet.usmc.mil/MarineNet/Home.aspx and complete the appropriate distance education courses below:
2.b.3.b.  EPME5000AA (Sergeants Course Distance Education Program) must be completed by the grade of E-5 to attend Sergeants School.
2.b.3.c.  EPME6000AA (Career Course Distance Education Program) must be completed by the grade of E-6 to attend Career School.
2.b.3.d.  EPME7000AA (Advanced Course Distance Education Program) must be completed by the grade of E-7 to attend Advanced School.
2.b.3.e.  Each distance education course requires a proctor who is at least one rank higher than the individual taking the course and not enrolled in the same course.  Proctors must take MarineNet class MNET0110PC (Proctor Certification Course) prior to being able to proctor any exams.
2.c.  School Registration
2.c.1.  Marines who must travel in order to attend PME at an academy (those who are not in the Continental United States (CONUS) and not co-located with a regional SNCOA), will register for a school seat at the Marine Corps Base (MCB) Quantico SNCOA in order to maximize the efficient use of school seats available at the SNCOAs.  Marines from inside the local area of their regional SNCOA will have priority for seat registration.  This does not apply to those students who are traveling to the Camp Butler SNCOA from other outside CONUS locations.
2.c.2.  Units must submit their nominations through their respective Marine Forces (MARFOR) representative for registration in Marine Corps Training Information Management System (MCTIMS).  All nominations, regardless of location, must be received by the respective MARFOR representative no later than 45 days prior to the school reporting date.
2.c.3.  Students who have been registered in MCTIMS, and become unable to attend a scheduled school, must cancel their registration within the MCTIMS student module.  Canceling a student's registration is the unit S-3/G-3 responsibility and shall be coordinated with their respective MARFOR representative.
3.  Joint Service Attendance
3.a.  The Enlisted College recognizes the value of joint service members attendance at the SNCOAs.  To this end, each year the Enlisted College provides 42 joint service seat allocations for Sergeants School, 24 seat allocations for Career School, and 28 seat allocations for Advanced School spread across its CONUS academies.
3.b.  Joint service personnel wishing to attend one of the regional SNCOAs must complete the prerequisites outlined in paragraph 2.b.3.
3.c.  Funding for travel, per diem, and billeting, when necessary, is the responsibility of the respective service.
3.d.  Nominations must be received by email at MCU_CEME@usmcu.edu 60 days prior to the school report dates from the Joint Service Training and Education Managers.
3.e.  Questions regarding which CONUS academies have vacant allocations or the distance education requirement, should be directed to the Enlisted College Operations Section by email at MCU_CEME@usmcu.edu or by phone at (703) 432-5293.
4.  Amplifying Instructions
4.a.  Students who request to attend with a duty status waiver must be registered in MCTIMS in accordance with their respective MARFOR registration guidelines prior to the waiver being routed and approved.  The duty status waiver does not guarantee a school seat.  Duty status waivers should be submitted no earlier than 90 days out, and no later that 5 business days prior to a school reporting date.  Commands will email the duty status waiver and the Command Screening Checklist to ceme_waivers@usmcu.edu to receive an endorsement by the Director, College of Enlisted Military Education.
4.b.  Specific instructions regarding reporting, uniforms, times, gear list, school material, messing instructions, and billeting availability is accessible via the Enlisted College website.
4.c.  Prospective students must complete a "To" temporary duty Fitness Report prior to reporting for temporary duty.  This requirement includes Sergeants School students.
4.d.  Gunnery Sergeants scheduled to attend the Advanced School must bring a copy of their Unit Commanders Training Guidance (CTG) and Commanders Training Philosophy (CTP) letter.  The CTG/CTP will be used during the one-week unit readiness planning module.
4.e.  All students are highly encouraged to bring laptops or tablet devices to download student material for ease of use while attending the academy.  Students may request a device from their S6/G6 when assets are available for temporary custody.  Student materials may be downloaded at any time from https:(slash)(slash)www.marinenet.usmc.mil/moodle/course/view.php?id=65.
4.f.  Students are encouraged to review the Enlisted College website for any additional information.
4.g.  Reserve SNCOA school dates will be announced via separate correspondence.
