GENTEXT/REMARKS/1.  Per the reference, the purpose of this MARADMIN is to solicit applicants for the Director of Contracts / Competency Director, Marine Corps Systems Command (MARCORSYSCOM).  The MASS Panel is conducted semi-annually or as required to screen and slate qualified applicants to fill Acquisition Key Leadership Positions (KLPs) and Critical Acquisition Positions (CAPs).  KLPs are senior acquisition positions that require special ASN(RDA) attention with regard to qualifications and accountability.  The MASS Panel implements processes identified in the references and complies with all statutory and regulatory requirements.  The DON Director, Acquisition Talent Management (DATM) provides oversight into the process.
2.  A KLP position, the Director of Contracts (Supervisory Contracts Specialist) is open to qualified DON Civilian Acquisition Professionals and Marine Corps Colonels (O6 or O6 Select) who hold the 3006 MOS, Operational Contract Support Officer.  The Director of Contracts is responsible for executing all duties required as Head of the Contracting Activity, serves as a Contracting Officer with unlimited authority to obligate the Marine Corps to a specific course of action and serves as Competition Advocate and Command Ombudsman.  A complete list of qualifications and duties is provided via official solicitation.

5.  MARCORSYSCOM, as the Executive Agent for Acquisition Training and Education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the panel.
6.  This MARADMIN is not applicable to the Marine Corps Reserve.
