GENTEXT/REMARKS/1.  This MARADMIN announces the Fiscal Year (FY) 2020 Fellowship, Scholarship, and Special Education Program (SEP) Review Board (FSSRB) Working Group (WG), designates WG assignments, and tasks appropriate departments and commands to provide input and support to the FSSRB-WG.
1.A.  Per reference (a), the FY 2019 FSSRB met on 22 to 23 January 2019 to validate existing billets and requirements.  It recommended establishing an associated WG as a standing group to convene annually or on-call.  The FY 2020 FSSRB-WG will meet 13 to 14 November 2019 to evaluate the utility of and prioritize approximately 75 Fellowships and approximately 400 Graduate Education Program (formerly referred to as SEP/Advanced Degree Program) billets.  Regional Affairs Officers and Foreign Area Officers, foreign professional military education, and scholarship programs will not be included in this FSSRB-WG but will be reviewed at a later date.
1.B.  WG members will begin initial coordination 1 October 2019 on a virtual platform in order to conduct initial program reviews in advance of the FY 2020 FSSRB-WG.  Further coordination for this effort will be conducted separately.
2.  Tasks
2.A.  FSSRB-WG.  Per references (a) through (d):
2.A.1.  President, Marine Corps University will host and assign a meeting Chair for the FY 2020 FSSRB-WG.
2.A.2.  Evaluate the utility of all Fellowships and the Marine Corps Graduate Education Program Order (MCGEP) assignments with respect to institutional costs to the Marine Corps and return on investment.
2.B.  Commands/Departments (CMD/DEPT) listed below are asked to assign a major/lieutenant colonel or civilian equivalent for the WG.  Occupational Field managers, program managers, and members from the FY 2019 FSSRB are preferred.  More than one member may be assigned to the WG if desired.  Provide name(s) and contact information to the point of contact (POC) no later than 15 September 2019 (Read in two columns:  CMD/DEPT and Fellow/SEP Military Occupational Specialty):
