GENTEXT/REMARKS/1.  Purpose.  This MARADMIN provides Active Reserve (AR) Enlisted Career Force Controls (ECFC) policy based on the current environment and is in accordance with (IAW) the provisions in the references.
2.  Background
    a.  Reference (a) authorizes the Reserve Component (RC) to maintain a cadre of Full-time Support (FTS) personnel who are primarily responsible for assisting in the organization, administration, recruitment, instruction, training, maintenance, and supply support to the RC.
    b.  The AR ECFC program is similar to the Active Component (AC) and Marine Corps Ready Reserve ECFC programs.  The AR ECFC is designed to accomplish the following:
        (1) Shape the inventory of AR Marines by grade and military occupational specialty (MOS) to the requirements of the AR program.
        (2) Standardize promotion flow points across all military occupational specialties (MOSs) and maintain career progression opportunity for AR Marines.
        (3) Retain the best and most fully qualified Marines.
        (4) Comply with Title 10 U.S.C. end strength requirements.
    c.  The end state of the AR ECFC program is to ensure the most qualified and appropriate inventory of AR Marines exists to staff AR career force requirements.
3.  Rank and Date of Rank (DOR) Adjustments
    a.  Reserve Affairs Division (CMC (RA)) will adjust the rank and DOR for some Sergeants and Corporals accessing into the AR program based on active duty service.  The implementation of these adjustments ensures that Marines’ active duty experience is commensurate with their rank upon accession in the AR program.
        (1) Lance Corporals are not affected by this DOR adjustment.
        (2) RC Corporals who are a MOS match or executing a lateral move will have their DOR adjusted to the accession date.
        (3) RC Sergeants
            (a) RC Sergeants with 4 years or more of accumulated active serve (1460 or more total active duty points) based on the Career Retirement Credit Report (CRCR) and are a MOS match will have their rank adjusted by subtracting their total active service from their accession date.
            (b) Marines approved for lateral move will have their DOR adjusted to match their accession date.
            (c) RC Sergeants who have less than 4 years of accumulated service (1459 or less total active duty points) based on their CRCR will be accessed as a Corporal with a DOR determined by Reserve Affairs Personnel Policy, Plans, and Programming (RA (RAP)).
        (4) AC Corporals who join within 90 days of being released from active duty (component code 11) will retain their original DOR.  Corporals who join after 90 days of release from active duty will have their DOR adjusted to meet the accession date.  AC Corporals who lateral move will have their DOR adjusted to the accession date.
        (5) AC Sergeants who are MOS matches and join within 90 days of being released from active duty (component code 11) will retain their original DOR.  Applicants approved for lateral moves will have their DOR adjusted to match their accession date.  MOS matches who join after 90 days of being released from active duty will have their DOR adjusted by subtracting their total active service from their accession date.  Reserve Affairs Management (RA (RAM)) will adjust the DOR of Marines who are MOS matches and join after 90 days of being released from active duty (component code 11).  RA (RAP) will apply rank and DOR adjustments to Corporals and AC Sergeants with less than 4 years of accumulated active service (1459 or less total active duty points) based on the CRCR.
4.  Promotion information
    a.  AR promotion targets are as follows:  (Read in two columns)

    b.  Variable first time in-zone selection opportunity.  Per reference (d), variable selection opportunity is applied in order to standardize promotion flow points.  The following percentages represent targeted first time in-zone selection opportunities:  (all values below are percentages and is read in four columns)

These targeted goals may not be feasible for all grades due to the small populations in some primary military occupational specialty (PMOS) communities.
    c.  Selection by PMOS.  Per reference (d), Marines are selected for promotion to the grades of Corporal and above by PMOS based on the needs of the AR program.  Marines are considered for promotion to Staff Sergeant and above based on the PMOS held the day prior to the convene date of the selection board, unless assigned to a new intended MOS (IMOS).  Marines with an IMOS will be considered for promotion in the IMOS on the convening date of the board.
    d.  Enlisted grade structure reviews are conducted with the release of the Authorized Strength Report (ASR) to ensure that each PMOS has a pyramid-shaped structure requirement that:
        (1) Supports promotion at the targets for each grade.
        (2) Defines an achievable career path through the manpower process.
    e.  Restrictions on New Accessions.  This effort ensures that new accessions are not accessed into over strength MOSs, thereby further slowing promotion flow points.
    f.  Upon accession, Corporals with four or more years of active duty service requesting reenlistment may be authorized up to 48 months.  The execution of the reenlistment must not allow the Marine to exceed nine active duty years of service.
    g.  Control of Meritorious Promotions.  The AR program continues to support the promotion of exceptional performers ahead of contemporaries, however, the desire for such promotions must be balanced with the need to promote Marines in MOSs with vacancies.  Allocations and information for non-special duty assignment meritorious promotions to Corporal through Gunnery Sergeant are provided annually to major commands via the appropriate messaging system IAW reference (d).  Special duty assignment (Drill Instructor, Recruiter, and Combat Instructor) promotions are affected through the specific command or base headquarters and are also IAW reference (d).
5.  Service limitations
    a.  Marines in the AR program will not normally complete 27-30 years of total service.  For service limit computation purposes, Marines with broken service will count all active duty service Marine Corps time in computing years of service.  For Marines with prior service in another military branch, all active duty service time will count toward completed years of service.  Current service limits policy, per reference (e), are as follows: (Read in two columns)

AR Marines approaching service limits must transfer to the Fleet Marine Corps Reserve (FMCR), if eligible, IAW reference (c) unless an ECFC waiver is approved.  Deputy Commandant, Manpower and Reserve Affairs (DC, MRA) will retain service limit waiver authority for  Master Gunnery Sergeants who request to serve beyond 30 years of total federal service.
    b.  AR Marines who are not eligible for transfer to the FMCR and requesting a waiver of ECFC in conjunction with reenlistment or extension, will submit a reenlistment or extension request through their unit Career Planner with justification via the Total Force Retention System (TFRS), with command endorsements through their first General Officer, to CMC (RA) for processing.
    c.  Marines meeting eligibility requirements to transfer to the FMCR will submit a NAVMC 10274 or standard naval letter with justification through the chain of command, up to the first General Officer, to include command endorsements, to RA (RAM) via Manpower Manangement Separations and Retirement Branch CMC (MMSR) for processing.
    d.  Sergeants may reenlist up to their service limit of 13 active duty years, provided they have not been passed for promotion, are recommended by their Commanding Officer, and meet all reenlistment requirements.  However, based on the needs of the AR program, RA (RAM) has final approval authority for retention in the AR program.  Sergeants who reach service limits without having been considered for promotion and are projected to be within zone for the next promotion board may request a waiver of service limits to allow consideration by the next board.  Sergeants who are approved for a waiver and subsequently not selected will be released from the AR program no later than the first day of the seventh month following approval of the results of the selection board.
    e.  Staff Non-Commissioned Officers (SNCOs) who have failed selection for promotion two or more times and have less than 18 years active duty may be denied further service on the AR program via a reenlistment or extension request.  Following the promotion board results, all SNCOs with two or more failed selections will be screened by a continuation board for future service consideration.
    f.  RA (RAM) will consider extension requests for service beyond 20 years for Gunnery Sergeants, Master Sergeants, and Master Gunnery Sergeants on a case-by-case basis provided they do not exceed service limits and are IAW AR program needs in the particular PMOS.
    g.  Master Sergeants and Gunnery Sergeants, twice failed selection for promotion and retirement eligible, or meeting service limits, must submit for retirement.  If current end of active service (EAS) or end of current contract (ECC) exceeds the current fiscal year corresponding with the release of the SNCO promotion board, RA (RAM) will adjust their current EAS or ECC date to 1 November following the release of the board results.  Master Sergeants and Gunnery Sergeants, who have twice failed selection for promotion, must request a retirement date prior to their newly adjusted EAS or ECC.  Failure to request retirement will result in separation in lieu of retirement.
6.  Action.  Commanders, Senior Enlisted Leaders, Career Planners and Prior Service Recruiters will familiarize themselves with the contents of this bulletin.
