GENTEXT/REMARKS/1.  Background.  Ref A directs planners to identify casualty replacement requirements to support Time Phased Force Deployment Data (TPFDD) using a Casualty Estimation (CASEST) model in order to develop casualty estimations for each campaignComponent Commanders to utilize in the development of replacement requirements for operational plans under development in respective AORs.  The newly updated Medical Planners Toolkit (MPTk) contains a Casualty Rate Estimation Tool (CREstT) that will stratify estimations by pay grade and military occupational specialty.  MPTk was designed and developed to help the medical planner better estimate casualty numbers, theater hospitalization requirements, and Class 8A requirements.  The MPTk suite consists of:
1.a.  Patient Condition Occurrence Frequency.  Provides a comprehensive range of military operations spanning baseline probability distributions for illness and injury, based on empirical data, allowing the planner to store, edit, export, import, and manipulate these distributions to better fit planned operations.
1.b.  CREstT.  Provides the capability for planners to emulate the operational plan to calculate the combat and non-combat injuries and illnesses expected during military operations.  Casualty estimates can be generated for ground combat, ship attacks, fixed facilities, and natural disasters.
1.c.  Expeditionary Medical Requirements Estimator.  Estimates the operating room, intensive care unit bed, ward bed, evacuation, and blood product requirements for theater hospitalization based on a given patient load.
1.d.  Estimating Supplies Program.  Estimates the quantities of consumable medical supplies necessary to treat a patient stream (based on CREstT scenarios).
2.  Intent.  MARFOR AND MEF level operational planners receive training on MPTk 1.4 upgrades.
3.  Coordinating Instructions.
3.a.  The Naval Health Research Center will send trainers to conduct training at four locations; each course will be broken into two sessions lasting two full and one half training days.  Space is limited.  Those wishing to attend a session must contact the POC (listed above) for their location.  Attendees will be prioritized by the POC.
