GENTEXT/REMARKS/1.  Per reference (a), the month of October is recognized as Energy Action Month, which provides leadership an opportunity to focus on our Marine Corps energy vision, goals, and accomplishments.  This Energy Action Month could not be more timely as our Nation’s commercial power grid and, therefore, military installation energy security, have grown increasingly vulnerable to attacks from potential enemies, new and old, natural and manmade.  The Marine Corps’ ability to generate, distribute, and effectively manage reliable, resilient, and efficient energy directly impacts operations aboard installations as well as support to forces operating forward.  The observance theme for 2019 is:  “Innovation is the Road to Resilience.”
2.  The Marine Corps is setting the bar for not only the Department of Defense (DOD), but for all federal agencies, when it comes to innovative base-wide energy security projects.  From a comprehensive energy resilience and infrastructure project at MCRD Parris Island to a cutting-edge microgrid project at MCAS Miramar our installations are home to innovative projects and growing every year.  I want to recognize these efforts and more during Energy Action Month in order to build Marine Corps-wide momentum and deliberate action.  The dedication of our energy managers and public works departments keep us at the forefront of the DOD in energy resilience; and I urge everyone to learn more about these activities at your installations this month.
3.  Innovation goes beyond just technological advances and large-scale investments.  Everyone has a part to play in creating installation resilience.  This year, I call on all Marines, Sailors and civilians aboard our installations to consider how critical energy is to maintaining our ability to train, fight, win at home and abroad, and take the initiative to review emergency response plans, prepare for the potential of a prolonged power loss and share innovative ideas to meet critical mission needs through any scenario.
4.  Throughout October, Commanders are encouraged to conduct training exercises, educational programs, and promote participation in Energy Security Awareness Events within their commands and across their local communities.
