GENTEXT/REMARKS/1.  This is a CTB Ops, MCCES Ops, TRNGCMD G3, HQMC (C4) coordinated message.
2.  Purpose.  To announce the FY20 available Marine Corps skills and career progression training seats for the 06XX and 28XX OCCFLDS.  This message is provided as a planning factor for commands to assign and schedule for attendance.  Further clarification and guidance will be provided via separate correspondence.   Class schedules in the following paragraphs are resident in MCTIMS in the student registrar module.
3.  Senior communications officers and chiefs are encouraged to stress the requirement of attending these courses and their effect on promotion and career viability.  Historically, there are unused seats in each class.  Per ref (a), the formal learning center must submit cancellation requests to the CG, Training Command NLT 30 days prior to the class report date if class registrations do not meet the course minimum size established in the approved course descriptive data (listed in paragraphs below).  Timely registration will prevent cancellation of classes, and ensure that the Fleet Marine Force, supporting establishment and individual Marine training requirements are met.  Participation in these skills progression and career level courses is critical to retaining funding for these curricula and affords opportunity to master 2000 level events as depicted in the communications Training and Readiness (T and R) Manual.
4.  Registration.  All seats are funded by TECOM formal schools training branch for active duty Marines.  Availability is limited to the 0600 and 2800 OCCFLDS.  Government civilians may obtain command funded seats by contacting the C4 POC identified in this MARADMIN.  Unit communications/maintenance chiefs are requested to submit seat requests to the C4 POC via e-mail.  All 06XX seat requests cc:  jason.l.daniel2@usmc.mil, michael.taber@usmc.mil and all 28XX seat requests cc: Robert.chaldekas@usmc.mil.  All e-mails must be encrypted using PKI authentication via the common access card.  E-mail containing PII must be marked "For Official Use Only.”  Request must include the following information:

5.A.  MAGTF Communications Planner CID M09DRX1.
5.A.1.  MAGTF Communications Planner course is an 82 (blended resident/nonresident) training day advanced, formal skills progression training course for MOS 0602 Majors, Captains, and other select communications planners.  Officers with the PMOS of 0602 will be awarded the NMOS skill designator 0603 upon successful course completion.  While attending MAGTF planner’s course, students will learn the advanced skills required for the planning and systems employment for DOD information network operations (DODIN Ops) and Defensive Cyberspace Operations (DCO).  Students will also learn the application of DODIN Ops and DCO in support of Major Subordinate Command (MSC) and Major Subordinate Element (MSE) level Marine Air Ground Task Force (MAGTF) exercises and operations.  Once complete, students will become MAGTF communications planners.
5.A.2.  Prerequisites.  MOS 0602 Majors, Captains, and Captain Selects serving in the operating forces or supporting establishment and LDO Captains holding MOS 0605 and Chief Warrant Officers 3 and 4 holding MOS 0630/0620/0640/0670.

5.B.  Transmission Chief Course (TCC) CID M09BNL1.
5.B.1.  The Transmission Chief Course is a 70 training day course to qualify personnel to perform the duties of Transmission Chief, MOS 0629.  The Transmission Chief Course provides training to Marines holding or preparing for the 0629 PMOS.  PMOS 0629 will be awarded upon successful course completion to Staff Sergeant Selects, Staff Sergeants or Gunnery Sergeants.  Transmissions Chiefs install, operate, maintain, and supervise advanced transmissions operations; develop site plans for Line of Site (LOS), troposcatter and satellite communications systems; and  coordinate the development of the Communications Electronic Operating Instruction (CEOI).  The Transmissions Chief is responsible for training, security measures, employment of transmission equipment, system integration with networks for all elements of transmission, data communications, wireless architecture and cybersecurity.  Additionally, Transmissions Chiefs must be thoroughly familiar with frequency management, spectrum requirements, programming and planning tools, maintenance procedures, budgeting, and administration processes.
5.B.2.  Prerequisites:  Gunnery Sergeant, Staff Sergeant or Staff Sergeant Selectee with PMOS of 062X.  Must have completed the Transmission System Supervisor Course.  Must be a US citizen, possess an EL score of 105 or higher and be eligible for a Secret security clearance.

5.C.1.  Data Systems Chief Course is an 82 training day course to qualify Marines to perform the duties of a Data Systems Chief MOS 0679.  PMOS 0679 will be awarded upon successful course completion to Staff Sergeant selects, Staff Sergeants or Gunnery Sergeants.  Data Systems Chiefs support a myriad of technologies to include systems, virtualization, unified communications and application development to enable command and control.  The Data Systems Chief is responsible for training, domain infrastructure, active directory management, cloud services, disaster recovery, database management, scripting, hardware/software management, Storage Area Network (SAN), Network Attached Storage (NAS), virtualization and messaging.  Additionally, Data Systems Chiefs must be thoroughly familiar with security, programming and planning tools, maintenance procedures, budgeting, and administration processes.

5.D.  Network Chief Course (NCC) CID M0923X1.
5.D.1.  Network Chief Course is an 82 training day course to qualify Marines to perform the duties as a Network Chief MOS 0639.  PMOS 0639 will be awarded upon successful course completion to Staff Sergeant selects, Staff Sergeants or Gunnery Sergeants.  Network Chief Course consists of training in cable installation planning, operation, systems integration, security, and troubleshooting in order to maintain optimum secure data communication systems. They plan and supervise the installation of cabling, configuration and maintenance of all data communication systems, network services, and security in both a garrison and deployment environment. Network Chiefs plan and design local and wide area networks and link heterogeneous networks through the application of appropriate cyber and telecommunication hardware and software.  Marines attending the Network Chief Course will be instructed on the planning and implementation of the following topics; cable management, planning operations, internet protocol (IP) address engineering, interior and exterior routing protocols, local and wide area networks, network operating, network services, network security and firewalls.  Network Chiefs install, operate, maintain, and supervise Local Area Networks (LAN) and Wide Area Networks (WAN) to enable command and control.  The Network Chief is responsible for training, advanced routing/switching, locating and correcting faults, Quality of Service (QoS), implementation/management of the cable plan, long haul transport, Internet Protocol (IP) Management, encryption management, network monitoring, end to end systems integration and troubleshooting. Additionally, Network Chiefs must be thoroughly familiar with security, programming and planning tools, maintenance procedures, budgeting, and administration processes.

5.E. Cybersecurity Managers Course CID M09D3H1.
5.E.1.  Cyber Security Managers Course is a 17 training day course designed to introduce the distinct elements and aspects of Information Assurance (IA), Computer Network Defense (CND), and cybersecurity.  The instruction revolves around the establishment and management of a Marine Corps commands cybersecurity program to ensure the information and information systems are secure and provide information confidentiality, integrity, availability, non-repudiation, and authentication. Practical experience is provided in identifying threats and vulnerabilities associated with sensitive information stored in information systems and providing safeguards against unauthorized access, modification, destruction, and denial of services.  Topics presented include:  current IA, CND, cybersecurity policies, policy development, roles and responsibilities, CND solutions and activities, security assessment methodologies, risk management program, risk assessment methodologies, contingency planning, security test and evaluation, assessment and authorization process, risk management framework process, CYBERCON procedures, IA vulnerability management, physical security, malicious code protection, sensitive data handling procedures, incident response and reporting procedures, connection approval processes, multiple platform level security, application level security, encryption requirements, system auditing, and development of a security training and awareness program.
5.E.2.  Prerequisites: Sergeant through Master Gunnery Sergeant officially appointed as an Information Systems Security Manager or Cybersecurity Manager.  Officers and civilians officially appointed as  Information System Security Managers or Cybersecurity Managers or whose primary or additional duties include Information Assurance may attend.  All personnel must have a valid U.S. Secret security clearance to attend.

5.F.  Communications Chief Course (CCC) CID M09CHN1.
5.F.1.   Communications chief course is a 46 training day course to qualify Marines to perform the duties of PMOS 0699.  PMOS 0699 will be awarded upon successful course completion to Master Sergeants.  The Communications Chief Course will provide the student an overall knowledge of the equipment capabilities and system integration for all elements of Transmissions, Networks, Data Systems, Cybersecurity, and Communications Security Management found within the Marine Corps.  The student will also be exposed to MAGTF and Joint Service structure, introduced to Department of Defense Information Network (DODIN) Operations, draft systems architecture and communications plans, and coordinate technical interface and restoration issues with higher, adjacent, and subordinate commands.  Upon completion of the prescribed course the student will be able to effectively plan, design, and manage all aspects of Marine Corps Communications.
5.F.2.  Prerequisites:  Master Sergeant or Master Sergeant Selectee, possessing MOS of 0629, 0639, or 0679.  Must be a U.S. citizen, have an EL score of 105 or higher and be eligible for a secret clearance.

5.G.  Joint C4 Planners Course (JC4) CID A09CGH1.
5.G.1.  In this course the student will plan and manage the integration and interconnection of diverse types of joint and allied automation and communications systems into interoperable local area and long haul information networks supporting tactical joint and combined operations.  Students learn techniques to determine the overall network architecture to support battlefield user requirements, exercise network control, and conduct recurring network analysis.  Emphasis is placed on the practical application of systems engineering principles to plan and manage communication/information networks using existing, and future military commercial off-the-shelf systems.
5.G.2.  Prerequisites.  Coordinate selection of students with CMC (CCT) DSN 223-3540.  Active or reserve component of all services with previous experience in signal duties.  Army officers, warrant officers and senior non-commissioned officers will have completed their respective signal advanced course.  In addition, U.S. Army NCOS will be MOS 31W, Marine Corps warrant officers and SNCOS will have an 06XX MOS.  SNCOs will have completed their respective chief course.  A justification to attend must be provided.  DOD civilians will have completed the army signal officer basic course or equivalent training.

5.H.  Advanced Extremely High Frequency (AEHF) mission planning element communication tactical course CID A09DS21.
5.H.1.  Trains protected Extremely High Frequency (EHF) satellite communications planning.  Course uses a detailed study of AEHF operational theory, with practical, hands-on application of technical planning principles.  Focus is on the AEHF satellite system, but includes planning for the compatible MILSTAR satellite constellation.  Course teaches low data rate, (LDR), medium data rate (MDR), and extended data rate (XDR) communications planning with T-MPSS software on the tactical mission planning element (MPE) platform.  Training is intended for noncommissioned officers, warrant officers, commissioned officers, or DOD civilians having AEHF/MILSTAR communications planning responsibilities.
5.H.2.  NCO or above assignment to or enroute to S-6 or G-6 position requiring AEHF planning abilities to support SMART-T.

5.I.  Electromagnetic Spectrum Manager Course (ESMC) CID F0224L1.
5.I.1.  ESMC provides students with maximum exposure to the fundamentals of spectrum management planning, supportability, assignment, coordination, de-confliction and utilization of the electromagnetic spectrum with emphasis on operational spectrum planning and employment.  ESMC provides familiarization with international, national and DOD policy, guidance and procedures for the effective and efficient management of the electromagnetic spectrum, service specific and joint organizational structures, spectrum supportability, certification and host nation coordination/authorization requirements and processes and resolution of harmful Electromagnetic Interference (EMI) and the Joint spectrum Interference Resolution (JSIR) program.  ESMC provides students with the fundamentals of communications-electronics spectrum engineering, radio theory and frequency and antenna propagation to include mathematical functions, modulation techniques, receiver sensitivity, transmission lines, antenna principles, bandwidth, High Frequency (HF), Very High Frequency (VHF) and Ultra-High Frequency (UHF) fundamentals and engineering, microwave line-of-sight and troposcatter systems, Satellite Communications (SATCOM), intelligence, surveillance and reconnaissance (ISR) systems and platforms, electronic countermeasures and electronic attack, sensors, beacons, Navigational Aids (NAVAID) and radar.  ESMC provides instruction in the management and use of the respective national spectrum management databases and communications and spectrum management automated tools to include spectrum XXI, system planning, engineering and evaluation device (SPEED), Afloat Electromagnetic Spectrum Operations Program (AESOP) and the Joint Automated CEOI system (JACS).
5.I.2.  Prerequisites.  Sergeant through Master Sergeant MOS 0629, 0699, 2651 or 5939.  Score of 105 or higher on aptitude area general test score of 100 or higher clerical.  Must be a U.S citizen and possess a Secret security clearance.

5.L.1.  The Transmissions Supervisor Course is designed to develop a proficient and fully qualified Transmissions Supervisor.  The Transmissions Supervisor Course will provide instruction on the advanced functions of the AN/PRC-150, AN/PRC-152, AN/PRC-117F, AN/PRC-117G, to include Internet Protocol (IP) addressing, Adaptive Networking Wideband Waveform (ANW2) and the Global Broadcast Service (GBS).  Students are also introduced to the proper procedures for developing a Radio Guard chart, and the Systems Planning Engineering Evaluation Device (SPEED) software during the communications planning process.  The Transmission Supervisor Course will also serve as a prerequisite for attending the Transmission Chiefs Course as a Staff Non-Commissioned Officer.
5.L.2.  Prerequisites.  Rank:  Corporal, Sergeant, Staff Sergeant; MOS:  0621, 0627.  Students must be eligible for a Secret clearance and have completed the Advanced Satellite Operator Course (ASOC) prior for attending the Transmissions Supervisor Course.

6.A.1.  Students receive instruction on the Tactical Remote Sensor System (TRSS) and all associated equipment.  Instruction includes equipment characteristics, installation, operational and performance testing, circuit operational analysis, and troubleshooting using Test Measurement and Diagnostic Equipment (TMDE) and technical publications unique to the TRSS.
6.A.2.  Prerequisites.  Must possess an EL score of 115 or higher, complete the Basic Electronics Course, complete 1 year high school algebra, must be eligible for a secret security clearance, must have normal color vision and must be a U.S. citizen.

6.B.  Electronic Maintenance Supervisor Course (SNCO) CID M09DRN1.
6.B.1.  This course provides instruction in communication-electronics capabilities of the Marine Corps and other services operating in the joint arena, structure of CMC, MCCDC and MCLB relative to procurement and program support, Marine Corps maintenance philosophy and management, general shop organization and operation, budget preparation and maintenance cost control, personnel management to include civil service and CETS, system siting, grounding and electromagnetic interference, technical control facilities and procedures, CMS policies and procedures, environmental responsibilities, pending and future communication-electronics programs and modern management and leadership concepts.
6.B.2.  Prerequisites.  Master Sergeant 2862 or Master Sergeant 2874, or selectee.  PMOS 2891 will be awarded upon successful course completion.

6.C.  Microminiature/Automated Test Equipment Repair Course CID M09E2D1.
6.C.1.  The course provides instruction on the setup, operation, and maintenance of automated test equipment (ATE).  It provides instruction in faulty component isolation on circuit card assemblies, repair and replacement of damaged conformal coating, conductors, pins, cups, multilead and surface-mounted components.  Electrostatic discharge precautions are instructed and adhered to throughout the course.  The conduct of quality assurance testing for an effective repair, the identification and causes of defective solder connections, the removal and installation of various soldered components, including microelectronic integrated circuit devices on circuit card assemblies is also instructed.
6.C.2.  Prerequisites.  EL score of 110 or higher, must possess one of the following PMOS:  28XX, 59XX, 21XX.

6.D.  Digital Wideband Technician Course CID A09DPG1.
6.D.1.  This course provides the student with satellite communication essentials ranging from multiplexing to modulation.  Students will receive a background in satellite communications to include terminology, DSCS satellite systems, overall system signal flow, antenna tracking and control, radio fundamentals associated with satellite communications and modulation principles.  Baseband and multiplexing principles to include equipment programming, patching and configuration will follow.  The course will cover identifying and correcting configuration errors in components and identifying faulty components in satellite communications systems.
6.D.2.  Prerequisite.  U.S. Marine active duty and selected Marine Corps reserve component personnel with the following minimum qualifications:  Sergeant to Gunnery Sergeant, must hold MOS 2831, EL score of 115 or higher, minimum of 1 year of high school algebra, eligible for a Secret security clearance, must have normal color vision and must be a U.S. citizen.

6.E.1.  This course provides the student with instruction in the fundamentals of the Digital Switching System (DSS), analog to digital or digital to analog conversion and transmission, and operation and maintenance of the DSS, management of the DSS through operational measurements and LOGUTIL reports.
6.E.2.  Prerequisite.  This course is intended for commands performing maintenance on government owned, fixed plant, central office telephone equipment.  Individual must possess the 28XX MOS or have digital switching equipment maintenance experience to qualify.

6.F.  Troposcatter Terminal Repair Course CID M09DR11.
6.F.1.  This course provides technical instruction pertaining to the theory, operation, and maintenance of troposcatter communications systems, to include instruction in time division multiplexing, signal formats, conditioned diphase fundamentals, and modulation techniques.  Students learn the fundamentals of narrow band FM transceivers and component level troubleshooting during the radio fundamentals portion of the course, as well as the theory and operation of special devices used in troposcatter equipment.  It encompasses in-depth instruction in the characteristics, theory of operation, block diagram analysis, detailed logic diagram analysis, alignment, performance testing and troubleshooting of the AN/TRC-170 communications system.  This course also includes interfacing ancillary equipment, the use of General Purpose Test Equipment (GPTE) for fault isolation to the piece part component level, and instruction in corrective maintenance procedures.
6.F.2.  Prerequisite.  Rank:  Private, Private First Class, Lance Corporal, Corporal, Sergeant, Staff Sergeant; MOS:  2831, 2862.  Must possess an EL score of 115 or higher, complete the Basic Electronics Course and the Digital Wideband Repair Course, complete 1 year of high school algebra, must be eligible for a secret security clearance, must have normal color vision, and must be a U.S. Citizen.  Career-level Marines must be graduates of the Advanced Electronics Course and the Electronics Maintenance Technician Course.

7.  Reporting requirements.  All nominations will be submitted through MCTIMS.  Parent commands are responsible for providing TD FITREPS to their personnel, all students will receive an academic FD report beginning on the date of their arrival or convening date whichever is later, and closing on the graduation date.  All personnel will arrive with the required clearance for the course they are enrolled and sufficient time remaining under their current investigation to complete the course, students arriving without the proper clearance or an expired clearance will be disenrolled.  All commands will ensure that students will arrive prior to the course convene date.  Course instruction will begin NLT 0730 on the convening date, travel to the school must be complete NLT 2359 the day prior to the report date of the course.
