GENTEXT/REMARKS/1.  Commanding General (CG), Training and Education Command (TECOM) sponsors the annual Training Input Plan (TIP) Requirements Working Group (WG) and the TECOM Marine Corps Student Registrar Branch (MCSRB), Policy and Standards Division (PSD), acts as the CG's agent to conduct the TIP WG.  The Fiscal Year (FY) 2021 through FY 2025 and FY 2022 through FY 2026 TIP WG will be conducted from Tuesday, 10 March 2020 through Wednesday, 11 March 2020 aboard Marine Corps Base, Quantico, Virginia.  This message provides initial TIP WG guidance, as well as guidance for sponsor's submission of formal school training requirements in preparation for the TIP WG.
2.  Background
2.a.  Per references (a) and (b), MCSRB annually solicits formal school training quota requirements from formal school requirement sponsors, as defined in reference (c), and Marine Forces (Commanders).  This information is compiled into the  TIP, disseminated, and used as a planning tool for those activities required to plan, program, resource, and schedule training capacity to meet the Marine Corps' formal school training requirements.  MCSRB requests sponsors submit their training requirements approximately two months prior to the TIP WG.  The purpose of the pre-TIP WG submission is to provide sufficient time for MCSRB to conduct requirement validation analysis prior to the TIP WG meeting and to use the TIP WG meeting as the vehicle for finalizing requirements, rather than as the vehicle for gathering them.
2.b.  While the following list of formal school requirement sponsors is not all inclusive, it captures the major Marine Corps requirement sponsor organizations with requirements submitted for the FY 2020 through FY 2024 TIP (read in one column):

2.c.  Based on historic training requirement submission trends, MCSRB anticipates these sponsors will submit requirements for the FY 2021 through FY 2025 and FY 2022 through FY 2026 TIP.  Requirement sponsors who do not submit FY 2021 through FY 2026 requirements will not have their requirements published, resulting in FY 2021 and FY 2022 course quotas not being allocated to their sponsor codes during the FY 2021 and FY 2022 class schedule approval and posting process.
3.  TIP WG objectives
3.a.  To the greatest extent possible, finalize the FY 2021 formal training requirements by military occupational specialty (MOS) or individual course identifier (CID), sponsor, and student type; provide initial estimates of FY 2022 formal training requirements by MOS or individual CID, sponsor, and student type.  Where finalization is not possible before TIP WG adjournment, gather and validate FY 2021 formal course quota requirements.
3.b.  Confirm recognized sponsors formal training requirements by MOS, sponsor, and student type for FY 2021 through FY 2025.
3.c.  Provide face to face liaison and coordination amongst MCSRB, requirement sponsors, Fleet Marine Force, schoolhouses and other TIP WG participants in order to resolve conflicts between requirement sponsors.
4.  Action.  In preparation for the TIP WG, formal school requirement sponsors shall submit requirements per the following guidance.
4.a.  For all requirement sponsors, except active and reserve component entry level officer and enlisted, and enlisted lateral move requirement sponsors (MPP, MMOA, RAP, RAM), submit best estimate FY 2021 through FY 2025 and FY 2022 through FY 2026 requirements for courses with an active CID in Marine Corps Training Information Management System (MCTIMS) student registrar to MCSRB no later than (NLT) 15 January 2020.
4.b.  For active and reserve component entry level officer and enlisted, and enlisted lateral move requirement sponsors (MPP, RAP, RAM), submit FY 2021 through FY 2025 and FY 2022 through FY 2026 training requirements for courses with active CIDs in MCTIMS student registrar to MCSRB NLT 26 February 2020.
4.c.  Method for submitting FY 2021 through FY 2025 and FY 2022 through FY 2026 requirements.
4.c.1.  It is imperative to note that, starting this year, requirement sponsors will be required to submit two consecutive TIP-year submissions (FY 2021 through FY 2025 and FY 2022 through FY 2026) in order to facilitate the publishing of both FY TIPs.  This will allow formal learning centers to plan, produce, and publish course schedules for both TIP years via MCTIMS.
4.c.2.  Requirement sponsors shall submit their FY 2021 through FY 2025 and FY 2021 through FY 2026 requirements by entering and submitting them to MCSRB in the sponsor TIP tool sub-module within MCTIMS student registrar.  MCSRB will have a Microsoft Excel pre-TIP requirements template (FY 2021 through FY 2025 and FY 2022 through FY 2026 pre-TIP sponsor requirement submission form.xlsx) and Requirements Template instructions (FY 2021 through FY 2025 and FY 2022 through FY 2026 pre-TIP sponsor requirement submission form instructions.docx) available to distribute as an alternative submission method should any difficulties arise with the sponsor TIP tool.
4.c.3.  Sponsor TIP tool.  The sponsor TIP tool sub-module will enable sponsors to load and submit requirements to MCSRB for review and approval directly in student registrar.  It will also enable MCSRB to analyze and accept requirements or return them to sponsors for re-work or additional justification within student registrar.  This will allow MCSRB and sponsors to conduct all requirement communications within student registrar.  Thus, the sponsor TIP tool will eliminate the need to employ external templates and instructions, to manually transfer sponsor requirement data from templates to student registrar, or to communicate via external e-mail.  The sponsor TIP tool is intended to be the sole method for loading, submitting, and adjudicating requirements for the TIP.  MCSRB plans to make the sponsor TIP tool available to sponsors NLT 25 October 2019.  If needed, sponsors may contact MCSRB at tecomtqmrequest@usmc.mil to request additional guidance on the use of the sponsor TIP tool.
4.c.4.  Back-up TIP requirements template.  Should any problems occur that would preclude effective employment of the sponsor TIP tool, MCSRB will revert to the back-up submission method, and sponsors will make their requirement submissions using the pre-TIP requirements template noted in paragraph 4.c.2.  If it becomes necessary to use the back-up submission method, MCSRB will e-mail these documents to the contacts on file for the entities listed in paragraph 2.b as soon as the decision to employ the back-up is made.  All others can obtain a copy by e-mail request to tecomtqmrequest@usmc.mil.  Furthermore, sponsors may contact MCSRB at tecomtqmrequest@usmc.mil to request additional guidance on the use of the pre-TIP requirements template or for advice or referral on requirement planning.  Submit the completed requirements submission form via e-mail to tecomtqmrequest@usmc.mil.
5.  Post-submission actions.  MCSRB will review submitted requirements and compare them to MCTIMS student registrar FY 2017 through FY 2019 quota usage data, as well as corresponding data provided by the other services training management systems.  Based on review of ongoing performance, MCSRB will communicate with sponsors of requirements that appear to understate or overstate appropriate and achievable input in order to refine the requirements prior to the FY 2021 through FY 2025 and FY 2022 through FY 2026 TIP WG convene date.  As noted in paragraph 3.a., the objective is to confirm requirement validity to the greatest extent possible prior to the TIP WG convening.  This will minimize the need to adjudicate requirement validity during the conduct of the TIP WG and afterward.
6.  The TIP WG agenda and billeting information will be published in the "FISCAL YEAR 2021 THROUGH 2025 and FY 2022 THROUGH FY 2026 TRAINING INPUT PLAN REQUIREMENTS WORKING GROUP FINAL GUIDANCE" MARADMIN expected to be released in December 2019.
