GENTEXT/REMARKS/1. Purpose. Per the reference, this MARADMIN directs commands with authorized civilian structure on their Table of Organization to conduct Civilian Command-Level Strategic Work force Planning (CLSWP). Fiscal Year 2020 command-level civilian workforce plans will be utilized to validate civilian labor budget requirements for Program Objective Memorandum (POM) 2022. Failure to properly conduct CLSWP as directed by this MARADMIN will result in civilian personnel change requests for dollars or Full Time Equivalents (FTE) not being considered by Program & Resources (P&R) and the Marine Corps Requirements Oversight Council. Additionally, those commands without an approved workforce plan will not have requirements vetted for execution of Mid-Year Review, Current Year Deficiencies or Omnibus requirement consideration.
2. Background. The reference established the requirement for commands to conduct strategic workforce planning to inform civilian workforce management decisions and processes. Deputy Commandant Manpower and Reserve Affairs (DC, M&RA) and Deputy Commandant Programs and Resources (DC, P&R) jointly developed the guidance established in this MARADMIN.
3. CLSWP. A web-based Strategic Workforce Planning (SWP) Module has been developed utilizing the Total Workforce Management Service (TWMS). The SWP Module is the only authorized tool for conducting the requirements of this MARADMIN. DC, P&R and DC, M&RA have collaborated to ensure command-level civilian workforce plans captured in the SWP Module will inform POM civilian budget cycles. Modifications to the SWP Module are not authorized. To accomplish the requirements of this MARADMIN, Commanders will utilize the SWP Module to: a) Document civilian workforce plans/requirements for current year, plus three future years. b) Identify funded/unfunded civilian positions based on authorized personnel funding budgets for civilians identified in the Program Budget Information System (PBIS). c) Document/annotate planned civilian workforce changes.
4. Action. Effective immediately, commands will conduct a review and assessment of current civilian billet requirements. The assessment must include an analysis of the existing civilian workforce structure, occupational series, grades, funding, and FTE levels across the Future Year Defense Plan. Commanders will document civilian plans/requirements utilizing the TWMS SWP module by 1 February 2020.
5. SWP Module Access/Training. SWP Module access will be granted to command-level personnel (Manpower/Civilian Personnel Officers) performing SWP responsibilities. Additional coordinating instructions and SWP Module training plans will be provided via separate correspondence.
6. This MARADMIN is applicable to Marine Expeditionary Force level and higher command elements and the entire supporting establishment with approved civilian structure.
