GENTEXT/REMARKS/THIS IS A HQMC DC I IC4, TRAINING COMMAND, AND MCCES COORDINATED MESSAGE.  1.  Situation.  Communication Training Battalion (CTB), Marine Corps Communication-Electronics School (MCCES), and Deputy Commandant for Information, Command, Control, Communication, and Computers (DC I C4) are soliciting student nominations for the Spring 2020 blended-seminar Marine Air Ground Task Force (MAGTF) Communications Planners Course (MCPC) 1-20.  The seven-week, non-resident phase (Phase I) will be hosted through MarineNet Moodle from 3 February 2020 to 20 March 2020.  The 6-week resident phase (Phase II) will be held from 1 April 2020 to 15 May 2020 aboard Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, CA, Company HQ, CTB, MCCES.  The courses will be instructed at classification levels up to SECRET NOFORN.  MCPC is a formal skills progression training course for Military Occupational Specialty (MOS) 0602 Lieutenant Colonels, Majors, Captains, and other select communications planners.  Marine Corps Officers with the Primary MOS (PMOS) 0602 will be awarded the Necessary MOS (NMOS) skill designator 0603, upon successful course completion.  While attending MCPC, students will develop the skills necessary to plan advanced MAGTF communications architectures across the following: range of military operations; during multi-domain operations; and in denied and degraded communications, computers, command and control environments (D2C4E).  MCPC focuses on three main lines of effort: bridging experience-gaps in MAGTF Command and Control (C2) and Naval Integration, introducing concepts of Joint and Coalition C2 integration, and approaches to C2 in the Future Operating Environment.  Students will be exposed to a wide variety of military and civilian adjunct professors spanning the Joint Operational Environment while conducting case studies and discussions in space, cyberspace, and electromagnetic spectrum operations.
2.  The following student eligibility criteria applies to MCPC 1-20, as listed in the NAVMC 1200.1_ MOS Manual:
2.a.  PMOS 0602 Lieutenant Colonels, Majors, and Captains serving in the Fleet Marine Force, Supporting Establishment, and Reserves.
2.b.  Restricted Officers to include Limited Duty Officer Captains holding the PMOS 0605, and Chief Warrant Officers 3 and 4 holding the PMOS 0620, 0630, 0640, or 0670.
2.c.  Professional Military Education complete Master Sergeants and Master Gunnery Sergeants holding the PMOS 0699.
2.d.  Government Information Technology Management/Cybersecurity Civilians, GS-12 and above, in the following Occupational Field Series:  GS-0332 / 2210 / 0335 / 0390 / 0391 / 0392 / 0854 / 1550.
2.e.  Security clearance/visit requests (OPNAV 5521/27).  A secret security clearance is required and a visit request must be entered in Joint Personnel Adjudication System (JPAS).  The Security Management Office (SMO) in JPAS ID MS3305STUD.  Include full name, social security number, level of clearance/ basis, dates of visit (1 April – 15 May 2020), and purpose (MCPC 1-20), POC:  Captain May, ATTN: Security Manager.
3.  Mission.  From 3 February 2020 to 15 May 2020, Company HQ, CTB, MCCES, conducts MCPC 1-20 in order to train and educate Officers, Staff Non-Commissioned Officers, and Civilians in advanced communications concepts for planning and implementing C2 networks across all elements of the MAGTF and Joint-Force.
4.  Tasks
4.a.  Parent command will submit nominations no later than 15 January 2020 with the following information via encrypted email to all points of contact (POCs) listed in para.7.e:

5.  Coordinating Instructions
5.a.  Commands with two or more nominees will designate a POC for coordination purposes.  All requests should be forwarded from nominees’ commander via the appropriate chain of command.
5.b.  Uniform for Marines will be seasonal Woodland Marine Corps Combat Utility uniform.  Attire for civilian attendees is business casual.
5.c.  All MCPC student handouts will be electronic.  Due to the classification of course materials, students will be issued a government computer upon convening of the course.
5.d.  MCCES reserves the right to cancel MCPC 1-20 if the course does not meet the course minimum of 12 students by 15 January 2020.
5.e.  Students must complete Phase I in order to be eligible for Phase II attendance.  Phase I non-completion will result in being dropped from the course.  Students must attend both phases in the same fiscal year in order to attain the PMOS of 0603.
6.  Administration and Logistics
6.a.  The 06XX Occupational Field Manager is the POC for identifying all MCPC students.
6.b.  Class Capacity.  MCPC 1-20 class capacity is twenty-four (24) students.
6.c.  Funded Seat Allocations.  Training and Education Command will provide funding via Worldwide Travel for travel, lodging, and per diem for active duty Marines.  Individual requests for rental cars from military members will not be considered.  Civilian attendees are funded by their parent command.  Reserve Component Marines should contact Marine Corps Forces Reserve formal schools at DSN (312) 647-7323 or commercial (504) 697-7323.
6.d.  Billeting.  Reservations for billeting are the responsibility of each attendee.  The MCAGCC Twentynine Palms Roadrunner will be booked in the Temporary Additional Duty (TAD)/Temporary Duty (TDY) location in Defense Travel System (DTS):  Twentynine Palms, MCAGCC, CA.  If it is not available in DTS attendees must check with the MCAGCC Twentynine Palms Bachelor Officer’s Quarters (Roadrunner Inn) at comm (760) 830-6642/1081 for a non-availability statement prior to making any commercial lodging reservations.
7.  Command and Signal
7.a.  The non-resident phase of MCPC 1-20 will convene on 3 February 2020.  Students are required to validate they have been enrolled in MarineNet Moodle.  The non-resident phase will conclude on 20 March 2020.
7.b.  The resident phase of MCPC 1-20 will convene on 1 April 2020.  Students are required to report No Later Than (NLT) 2359, on 31 March 2020 at Headquarters, MCCES, building 1865 at Twentynine Palms, CA.  The resident phase of MCPC 1-20 will graduate on 15 May 2020.
7.c.  The POCs in para.7.e. will notify nominees selected to attend MCPC 1-20 NLT 15 days prior to the convening date of the non-resident phase of the course.
7.d.  Upon positive confirmation of registration in Marine Corps Training Information Management System, each individual will receive an email from the MCPC Chief Instructor with further directions and guidance.
