GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce the revision of Ref A and publication of refs B and C.
2.  Effective August 16, 2019, ref A had been cancelled by ref B.  Ref B is a complete revision of ref A and is now referred to as the Secretary of the Navy Instruction (SECNAVINST) 1650.1J, Department of the Navy Military Awards Policy.  Ref C is a companion document to ref B and is known as the Navy and Marine Corps Awards Manual SECNAV M-1650.1.  However, the policies and procedures for DON Campaign, Expeditionary, and Service (CE&S) awards listed on Table 32 (pg 8-6) of ref A remain in effect; therefore, the reader must still refer to ref A for those CE&S awards no longer being issued.
3.  While refs B and C were signed on different dates, the effective date for both documents is August 16, 2019.
4.  Refs B and C direct a number of significant policy changes and should be reviewed in their entirety.  The manual, ref C, assumes the reader is familiar with the policies and directives in ref B.  It includes specific criteria for each DON Military Award and procedures for recommending and approving awards.  Refs B and C apply to all Navy and Marine Corps activities, installations, commands, ships and stations, as well as to the Office of the Secretary of the Navy, and the offices of the Chief of Naval Operations and Commandant of the Marine Corps.
5.  Both refs B and C are published electronically and can be accessed online via www.secnav.navy.mil/doni/default.aspx.  Links to these documents can also be found on the Military Awards Branch website, which can be accessed from the Active Marine section of the Manpower Homepage www.manpower.usmc.mil, and also through www.marines.mil.  For commands without access to the internet, hard copy and CD-ROM versions of Navy and Marine Corps directives can be obtained through the Marine Corps Publications Distribution Systems.
6.  Ref D is currently being revised to align with the SECNAV’s policy and guidance as directed in refs B and C.  In the interim, commanders are encouraged to refer to refs B and C for the most up to date policy and guidance on all personal and unit awards.
