GENTEXT/REMARKS/1. Protection of personnel and assets from unpredictable acts of violence is one of the most complex challenges for the Marine Corps. The intent to harm our personnel can take many forms such as; vehicle ramming, edged weapon attacks and active shooter events such as those that have recently taken place aboard US military installations located in Florida and Hawaii. These hostile acts are historically carried out by homegrown violent extremists, domestic and international terrorists and insider threats.
2. Purpose. In the wake of these events, the purpose of this message is to remind personnel to remain vigilant and increase security awareness.
3. Enhanced vigilance must go hand-in-hand with rapid reporting of suspicious activity. If you see something, say something! If on or near a Marine Corps installation, call the local eagle eyes phone number, or go to https:(slash)(slash)www.usmceagleeyes.org to make a report or upload pictures. If at a civilian establishment, or in your community, dial 911.
3.a. For law enforcement and security personnel, effective surveillance detection is key to identifying criminal or terrorist threats. Marine Corps Suspicious Activity Portal (MCSAIP) is the service-wide surveillance detection tool which supports the collection and analysis of all suspicious activity reports, whether originated by law enforcement, force protection personnel or community members via eagle eyes. MCSAIP also supports Marine Corps suspicious activity reporting into the Federal Bureau of Investigation's eGuardian program.
3.b. Equally important is the rapid sharing of suspicious/threatening information which can mean the difference between a timely and effective response and disaster. The Command, Control, Communications, Computers and Intelligence Suite (C4IS) is the United States Navy and Marine Corps combined, web-based solution to the requirement for rapid, near-real time threat information dissemination. Per reference (c), all commanders shall ensure their personnel with anti-terrorism/force protection and law enforcement responsibilities obtain C4IS accounts, are trained in its use, and monitor C4IS daily.
4. Leaders must continuously assess the local security posture, promote an increase in vigilance and security awareness, and re-enforce emphasis on reporting suspicious activity via www.usmceagleeyes.org.
4.a. Security awareness is the responsibility of individuals as well as the command. Individuals armed with both awareness and a knowledge of protective measures are the first line of defense.
4.b. The endstate is a proactive effort focused on the prevention and detection of attacks against DOD personnel, their families, facilities, installations, and infrastructure critical to mission accomplishment.
