GENTEXT/REMARKS/1.  This message solicits nominations for two of the 2020 Joint Civilian Orientation Conferences (JCOC).  Nominations will be accepted by Headquarters Marine Corps (Communication Directorate) until 26 Dec 2019.  Nominations will not be accepted after 26 Dec 2019.
2.  JCOC is the oldest public liaison program in the DoD and is the only secretary of defense-sponsored outreach program.  Since its 1948 inception, JCOC has provided thousands of outstanding civilian leaders with an unparalleled, hands-on experience of U.S. military operations.  The JCOC experience provides participants insight into the capabilities of the armed forces.  The program’s objectives are to acquaint participants with the strength and readiness of the armed forces through observation of Army, Navy, Marine Corps, Air Force and Coast Guard training activities, and to facilitate a candid exchange of defense matters among senior civilian and military defense officials and JCOC participants.
3.  There will be (4) separate JCOC events for 2020.  The nominations for the first two are now open.  JCOC-93 is tentatively scheduled for 29 Mar to 4 Apr 2020 and JCOC-94 is tentatively scheduled for 12-18 Jun 2020.  Both conferences will include movement to various U.S. military installations and activities.
4.  JCOC is provided at no cost to the participants.  However, each participant is responsible for the cost of his or her roundtrip transportation to the point of origin and any lodging costs exclusive of the actual conference dates.
5.  Any Marine may nominate a JCOC candidate through the appropriate chain of command with a commanding officer’s endorsement.  Nominators should focus particular attention on leaders of institutions and organizations who professionally and personally communicate on an ongoing basis with diverse audiences.  Examples of appropriate candidates include, but are not limited to:  presidents and CEOs of large corporations and organizations; presidents of universities; owners of media outlets; national association leaders, religious leaders, and medical experts; and state and local elected officials who are not in campaign status during the trips.  Nominators should focus particularly on prominent leaders who have the potential to rise to positions of increased responsibility and authority and have national-level reach.  While many individuals in this category are likely to have partisan affiliations, JCOC is a non-partisan program.
6.  Candidates must be U.S. citizens in good health and able to withstand 12 to 16 hour days of strenuous activity.  They should be recognized leaders within their field of expertise and communities, with broad areas of responsibility and demonstrated outreach capabilities.
7.  The following persons are not eligible for JCOC:  JCOC alumni; employees or retirees of the Department of Defense; employees of government contractors whose primary area of responsibility is military related; anyone who has participated in more than one trip that is military service sponsored; anyone who has served in the armed forces since 1985; anyone who has attended a service academy or military graduate course; and anyone with significant personal or professional relationships to defense officials.

9.  Nominations for this program are extremely competitive.  The Office of the Secretary of Defense will select approximately forty (40) candidates for JCOC-93 and approximately forty (40) candidates for JCOC-94, from an anticipated pool of more than 1,000 nominees.  The JCOC staff will issue invitations to selected candidates by February 2020.  The invitees will be given a deadline by which to accept or decline this invitation.  Forty (40) alternates will be selected to fill any remaining vacancies.  Nominators will receive information on the status of their candidates after the list has been finalized.
