GENTEXT/REMARKS/1.  This MARADMIN provides information regarding the requirements for ALL board members participating in boards aboard HQMC, Quantico, VA requiring the use of the Digital Board Room (DBR) application in boardrooms A – F in Building 17 (A-D) and Building 2008 (E-F).  Boards include, but are not limited to, officer and enlisted promotion boards, colonel and lieutenant command screen boards, education boards (TLS, CPIB/CLEB, etc.), accession boards (e.g. Active Reserve), and various panels, etc.
2.  To fulfill the duties and responsibilities of a board member, all nominated officers and noncommissioned officers MUST have a valid and enabled Marine Corps Enterprise network-NIPR (MCEN-N) account prior to reporting at Quantico for board members’ duties.  This is the .USMC.MIL account.  If nominated board members have a current MCEN-N .USMC.MIL account, no action is required.
3.  To obtain a MCEN-N account a System Authorization Access Request (SAAR), DD Form 2875 has to be filled and submitted to the Enterprise Service Desk (ESD)

3.a.  Access to the MCEN is a privilege.  The privilege to access the MCEN requires initial training to obtain and annual refresher training to maintain.
3.b.  A current ANACI/NACLC background investigation is required for this level of access.  All Marine Corps personnel requesting MCEN-N access must fulfill appropriate initial or annual training for DoD IA/Cyber Awareness and Personally Identifiable Information (PII).  All training requirements must be completed prior to submission of this access request.  All required documentation must be properly filled out and attached prior to submission.
3.c.  Authorized Account Required Documents:
3.c.1.  User digitally signed DD Form 2875 SAAR with Authorized User Addendum.  The SAAR can be obtained form the link below

3.c.2.  Blocks 13-20b filled in with supervisor’s information and supervisor’s digital signature in block 18.
3.c.3.  Blocks 28-32 filled in with Security Manager’s information and Security Manager’s digital signature in block 31.
3.c.4.  Current Annual IA Training and DON Annual Privacy Training Certificates must be attached.
3.c.4.a.  USMC Annual Security Training is available on MarineNet for Active Duty or Reserve Marines:  https:(slash)(slash)www.marinenet.usmc.mil.  The training is the USMC Cyber Awareness Training [CYBERM0000] and DON Annual Privacy Training (DONPII010A).
3.c.4.b.  The DoD IA/Cyber Awareness and PII training is valid for 365 days from the day training is completed.
4.  In case a board member has a MCEN-N account, but it is currently Disabled due to inactivity, the member needs to contact the Enterprise Service Desk (ESD) Marine Corps Cyberspace Operations Group Marine Corps Forces Cyberspace Command Kansas City, MO Comm:  855-373-8762 / DSN:  322-915-3333 Enterprise_Service_Desk@usmc.mil to have their account enabled.  Board member must have current IA Certificates and valid SAAR on file.
