GENTEXT/REMARKS./1.  Purpose.  This bulletin announces a change to reference (A) and reference (B), the SRB program and the BSSRB program authorized for FY20.
2.  Background.  The FY 20 SRB plan will change to meet the requirements of the FY retention campaign.  Other than the changes outlined in paragraph 3, all authorities directed in references (A) and (B) remain in effect.  References (C) through (E) contain amplifying information regarding the SRB program.
3.  Aircraft Maintainer Kicker Bonus changes.  The following serves to clarify the 36 month requirement at the following MCCs previously listed in reference (A):  MC8, MC9, MDT, G91, G76, 1TL, G12, G16, G17, G58, G36, G63, G42, G30, or G32.  Reference (A) states that Marines must meet current time on station requirements to be eligible for PCS orders.  The reference date for time on station is based on the Date Joined Present Unit.  For example:  A Marine with an eligible PMOS, rank, and active qualification executed PCA orders to MCC MC8.  This Marine’s 36 month time on station requirement begins at the Date Joined Present Unit at MCC MC8; the time served at the previous unit which the Marine executed orders from does not count toward the 36 month requirement.
4.  Coordinating Instructions.  The FY20 SRB program statement of understanding (SOU) is available for download from the Total Force Retention System (TFRS) and the enlisted retention manpower page.
5.  If SRB funds are obligated faster than currently planned or a change in retention requirements is necessary, HQMC will suspend or terminate the FY20 SRB program as needed prior to 30 Sep 2020.
6.  This bulletin is not applicable to the Marine Corps reserve.
7.  This bulletin cancels on 30 Sep 2020.
