GENTEXT/REMARKS/1.  In light of the tragic events in Fort Story, Virginia, Pearl Harbor, Hawaii, and Pensacola, Florida, the Secretary of the Navy has directed a Fleet-Wide Security Stand-down.  All Commanders, Commanding Officers, and Officers-in-Charge will execute this Security Stand-down and report completion via DoN Tracker Task No. 2019_PPO_PS_PSP_168 no later than Friday, 10 January 2020.
2.  At a minimum, this stand-down should focus on the following:
2.a.  Command review of current physical security and Random Anti-Terrorism Measures (RAM) posture, with a critical eye on the Insider Threat.
2.b.  Command wide training on indicators of Insider Threat, actions necessary to deter and mitigate potential Insider Threats, and associated reporting requirements.
2.c.  Command wide review of Active Shooter Pre-Planned Responses (PPR).  Consider the execution of an Active Shooter drill or table top exercise of an Active Shooter event to validate these PPRs.
3.  Execution of the Security Stand-Down is directed to ensure that all of our Sailors, Marines, and Civilians across all of our installations and commands are best postured, trained, and informed to prevent future incidents of this nature.
4.  Release authorized by Lieutenant General George W. Smith, Jr. Deputy Commandant, Plans, Policies, and Operations.//
