GENTEXT/REMARKS/1. This MARADMIN announces changes to the allocations and zone cutoffs established by reference (a) for the convening of the FY 2020 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Selection Board. These changes are reflective of the current requirements of the Marine Corps. This MARADMIN pertains to members of the Career Designated Active Reserve (AR) Program only.
2. In correction of reference (a), the PME requirements for promotion to master gunnery sergeant through staff sergeant are as follows:
2.a. Master sergeant to master gunnery sergeant: complete a Regional Master Sergeant/First Sergeant Seminar.
2.b. Gunnery sergeant to master sergeant: Complete the Marinenet EPME7000AA Course and a Resident Advanced Course or the College of Distance Education and Training (CDET) Regional Advanced School Seminar.
2.c. Staff sergeant to gunnery sergeant: Complete the Marinenet EPME6000AA Course and a Resident Career Course or the CDET Regional Career School Seminar.
2.d. Sergeant to staff sergeant: Complete Marinenet EPME5000AA Course and a Resident Sergeants Course or the CDET Regional Sergeant School Seminar.
3. Professional Military Education (PME). The selection guidance (precepts) for Marines includes a reminder of the requirement for PME. Marines are advised to ensure that course completion information is included in their Official Military Personnel File (OMPF). Additionally, Marines are encouraged to review their Master Brief Sheet (MBS) to ensure their PME completion is reflected. The MBS is only a tool to summarize a Marine's record. It is not an official part of a Marine's record, therefore, it is not considered official source documentation. As a reminder, Marines "eligible for selection" missing evidence of required PME will be briefed as "not fully qualified" for selection. It is critical that eligible Marines ensure their record includes evidence of PME completion.
4. FY 2020 AR 2P SNCO Continuation Board. Reserve Affairs Management Branch (RAM) will convene the FY 2020 AR 2P Continuation Board immediately following the FY 2020 AR SNCO Selection Board. All AR SNCOs who have been passed twice or more for promotion and have less than 18 years of active service will be considered for continued service on the AR Program. Marines with multiple passes who were previously approved via a continuation board to be retained on the AR Program up to the end of their current contract will also be screened for continued service. Upon release of the promotion board results, AR SNCOs passed twice or more for promotion are directed to enroll and complete transition readiness requirements. Chapter 3, paragraph 9 of reference (b) applies to sergeants who have been passed twice for promotion.
4.a. Post Continuation Board Process. Reserve Affairs (RA) will publish a Marine Administrative Message (MARADMIN) with the Marines selected for continuation. RA will adjust the End of Active Service (EAS) of AR Marines who are not selected for continuation to 1 November of the same calendar year and will be assigned a Draw Case Code (DCC) of BP, “AR CONTINUATION BOARD RELEASED”. Marines selected to be retained will be assigned or maintain the DCC of BT “TWICE PASSED OVER FOR PROMOTION (AR)” and will be eligible for future promotion opportunities. Marines approved for continuation and not selected for promotion will be screened each year on the continuation board to determine eligibility of further service on the AR Program.
4.b. Involuntary Separations Pay Process. Per reference (c), AR Marines who meet the criteria for involuntary separations pay will submit a reserve retention request via the unit Career Planner by utilizing the Total Force Retention System (TFRS). The reserve retention request will include the completed involuntary separations pay checklist and applicable documents in accordance with the Reserve Reenlistment, Extension and Lateral Move (RELM) processing and submission guidelines TFRS message. Career Planners will utilize the involuntary separations pay checklist that is located within the TFRS Reserve Form section. Per reference (d), paragraph
3.1.a. (5), Marines approved for involuntary separations pay will sign the mandatory disclosure statement by completing a page 11 entry. The command will enter the page 11 entry into the Marine's OMPF and include a copy within TFRS prior to archiving the RELM.
4.c. Continuation in the Reserve Component. Per reference (b), contractual time in the Reserve Component does not guarantee continued service in the AR Program. Any determinations for continuation in the AR Program are based on the current needs of the AR program. A transfer from the AR to a drilling status in the Selected Marine Corps Reserve (SMCR) or the Individual Ready Reserve (IRR) is not a discharge from the Marine Corps Reserve and is non-punitive. Marines who are not approved for continuation are encouraged to continue participating in the Reserve component to include mobilizations in support of valid Marine Corps requirements. SMCR, Individual Mobilization Augmentee (IMA) and IRR promotion opportunities may be available based on the needs and annual requirements of the Marine's Primary Military Occupational Specialty (PMOS).
5. As zones and allocations are subject to change prior to or during boards, all Marines are reminded of their responsibility for the completeness and accuracy of their records. The PMOS allocations and modified zones for the FY 2020 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Selection Board are listed below:

6. RAM-3 Career Advisory Cell provides OMPF review and career counseling for all members of the Reserve Component (AR, SMCR, IMA, IRR). To request counseling services, send an email to "SMB_MANPOWER_CAC@usmc.mil" with your name, Electronic Data Interchange Personal Identifier (EDIPI), contact information and service you are requesting. More information can be found by accessing www.manpower.usmc.mil. Click on "Reserve Marine", "Personnel Management (RAM)", "Individual & Reserve Programs (RAM-3)", and "Career Counseling".
7. Current policy requires that all update material must be received no later than 10 calendar days prior to the board convene date. Communications received after 2359 Eastern Standard Time (EST) on 11 January 2020 will not be submitted to the board. This change only applies to personal correspondence submitted to the President of the board. All other material that is properly updated to the Marine's official record prior to the board convene date, e.g., course completion certificates, photos, etc., will still be viewed by the board.
