GENTEXT/REMARKS/1. This is a Manpower and Reserve Affairs and Training and Education Command coordinated calling message announcing Manpower Officer Course (MOC) Mobile Training Team 1-20 (MTT 1-20) taking place aboard Marine Corps Base Quantico from 23 March through 3 April 2020.
2. The MOC is a nine-day course that provides formal skills progression training for restricted and unrestricted officers (PMOS 0102 and 0170) and staff non-commissioned officers (PMOS 0111) as well as Civilian Marine counterparts. The MOC focuses upon manpower functions at the major subordinate command G-1 level, enabling students to improve their understanding of the Human Resource Development Process; the Global Force Management process; Force Deployment Planning and Execution; Commander’s Decision Cycle; Information Management; the Marine Corps Planning Process; Annex E development; Joint Personnel Support; Personnel Readiness Reporting; and Human Affairs Programs Management.
3. The following paragraphs describe the primary training audience for MOC MTT 1-20.
3.a. Unrestricted officers (PMOS 0102): Captain through Lieutenant Colonels serving in manpower or operations billets or serving on the staff of Marine Corps training and educational commands in the National Capital Region (NCR).
3.b. Restricted officers (PMOS 0170): Chief Warrant Officer-3 through Chief Warrant Officer-5 serving in manpower or operations billets in the NCR.
3.c. Staff Noncommissioned Officers (PMOS 0111): Gunnery Sergeant through Master Gunnery Sergeant serving in manpower or operations billets in the NCR.
3.d. Civilian Marines serving in manpower or operations billets in the NCR are authorized to attend with advanced permission from the Commanding Officer of Personnel Administration School.
3.e. MOC MTT 1-20 is a non-funded Training and Education Command course for personnel currently stationed in the local NCR. Marines and Civilian Marines assigned to commands outside the NCR are eligible to attend the MOC however no billeting will be reserved; travel expenses incurred as a result of attending the course will the responsibility of a Marines’ parent command.
4. Registration Procedures. Students will be registered for the course by providing their name, grade, PMOS, EDIPI, Current Billet Assignment, work phone number, and email address to the Personnel Administration School staff listed below.

4.d. PAScol will register students in the MCTIMS (course identification number M03KCH8) and send welcome aboard instructions no later than 10 March 2020. The class capacity is (30) students. PAScol reserves the right to cancel the course if the minimum enrollment of (20) students is not achieved by 13 March 2020.
5. Reporting Procedures. The uniform for Marines, to include check-in, will be seasonal woodland Marine Corps combat utility uniform. Attire for civilian attendees is business casual. Attendees are required to report no later than 1400, on Monday 23 March 2020 to Geiger Hall, 2077 Geiger Rd, Quantico, VA 22134. The check-in process will take approximately two-hours to complete.
6. Administration and Logistics. All student handouts will be electronic and posted in MarineNet Moodle. Students are required to bring a portable computer that is able to access common access card sites utilizing Wi-Fi.
7. This MARADMIN is applicable to the Marine Corps Total Force.
