GENTEXT/REMARKS/1.  Purpose.  To provide guidance for the Active Duty Fund Drive in support of Navy-Marine Corps Relief Society (NMCRS).  Per reference (a), this message initiates the assigned commands’ coordinating actions and preparations in support of execution of the FY 20 Active Duty Fund Drive in support of NMCRS beginning 1 March 2020.
2.  Mission.  Commanders will organize and execute a successful fund drive in support of the NMCRS from January to April 2020 by ensuring 100 percent contact with assigned active duty service members in order to inform them about the support available from the NMCRS and by facilitating an opportunity for service members to make a voluntary donation.
3.  Execution.  Commanders will initiate the organization and planning for the 2020 Active Duty Fund Drive in support of NMCRS NLT 27 January 2020.  Commanders will identify and assign coordinators at the appropriate level of organizations and unit key personnel to be the primary executors of the campaign NLT 1 February 2020.  Coordinators will be responsible for organizing and training command representatives that will execute in concert with the installation NMCRS field office staff coordinators.  Assigned personnel will receive training and promotional resources in February 2020 in preparation for the kick-off of the fund drive.  The fund drive kick-off will commence on 1 March 2020.  Unit key personnel will establish means to ensure contact with each member of their assigned command to educate Marines on the support and services provided by the NMCRS and afford an opportunity for Marines to contribute to the fund drive.  Progress of the fund drive will be monitored through weekly updates that will be submitted to the office of the Director Marine Corps Staff (DMCS) point of contact (POC), via the respective chain of command.
3.a.  Tasks
3.a.1.  Marine Corps Component Commanders:  Coordinate and supervise the organization and execution of the 2020 Active Duty Fund Drive in support of NMCRS for assigned operational forces.
3.a.2.  Marine Corps Installation Command:  Coordinate and supervise the organization and execution of the 2020 Active Duty Fund Drive in support of NMCRS for assigned personnel in addition to installation tenant commands not assigned to the operating forces.
3.a.3.  Marine Corps Recruiting Command:  Coordinate the organization and supervise the execution of the 2020 Active Duty Fund Drive in support of NMCRS for assigned personnel.
3.b.  Coordinating Instructions.
3.b.1.  Commands tasked in this message will identify and forward contact information for their Active Duty Fund Drive Coordinator to the DMCS POC NLT 27 January 2020.  Coordinators identified are expected to organize the coordinators of Major Subordinate Commands, Regions or Districts assigned to their respective commands.  Subordinate coordinators will oversee and support unit key personnel running the Active Duty Fund Drive in support of NMCRS.
3.b.2.  NLT 24 February 2020 provide confirmation of assigned structure, completed training of coordinators and key personnel, and an execution plan to the DMCS POC.  Confirmation will inform this headquarters that the appropriate execution structure has been identified and subordinate fund drive coordinators and unit key personnel have been notified of their roles and responsibilities.
3.b.3.  Ensure fund drive training and execution plans are coordinated with Installation NMCRS Office Staff Coordinators to acquire promotional resources, use of best practices, and a unity of effort between commands and the on-site NMCRS staff.
3.b.4.  On 1 March 2020 initiate the Active Duty Fund Drive in support of NMCRS and run this campaign through 15 April 2020.  If required by operational commitments, commands can initiate fund drives prior to 1 March 2020 to accommodate units that may be unavailable during the primary fund drive period, and may extend the campaign beyond 15 April as necessary.
3.b.5.  Commanders at all levels, along with Senior Enlisted personnel, are expected to engage and participate in the promotion and execution of the 2020 Active Duty Fund Drive in support of NMCRS.
3.b.6.  Coordinators at the MEF and installation Regional level should be prepared to participate in a coordination conference with HQMC coordinators prior to the start of the active duty fund drive in February 2019.  Scheduling of this event will be made with identified MEF and Regional level POCs for an on-site session at their respective location or via teleconference.  Details for this coordination session will be released via separate correspondence by the DMCS POC.
3.c.  Official Participation in NMCRS.
3.c.1.  Pursuant to references (a)-(c), Marines are permitted to officially endorse and participate in membership drives and fundraising events for NMCRS.  Marines are authorized to provide their personal support to ensure an effective call for contributions and to inform Navy and Marine Corps Personnel of the work of the NMCRS and the value of supporting that work.  All participants must uphold the policy of truly voluntary giving during the Active Duty Fund Drive in support of NMCRS.
3.c.2.  The purpose of the annual Active Duty Fund Drive in support of NMCRS is to increase Navy and Marine Corps personnel awareness regarding the availability of financial assistance and other support services administered by the NMCRS, as well as to obtain funds essential for the NMCRS to continue to provide assistance.
3.c.3.  To this end, authorized Active Duty Fund Drive fundraising activities include, but are not limited to:  official endorsement of NMCRS and personal solicitation by Navy and Marine Corps personnel, to Navy and Marine Corps personnel; command-sponsored raffles, lotteries, and carnival-type games of chance, provided the proposed games comply with the requirements set forth in references (a) and (b); speeches, meetings, videos and other methods of communication used to facilitate meaningful contact with Navy and Marine Corps personnel; limited appropriated fund support, to include kickoff events, award ceremonies, and non-solicitation events to build support; and setting command goals for 100 percent meaningful contact with Navy and Marine Corps personnel.
3.c.4.  The following prohibited activities are counter to this policy and include, but are not limited to:  coercive solicitations or goal-setting activities tied to raising a threshold dollar amount; actions that do not allow, or create the appearance that Sailors or Marines do not have a free choice to give or not to give; actions that do not allow, or create the appearance that Sailors and Marines do not have a free choice to publicize their gifts or keep them confidential; casino-type games of chance; and solicitations outside the Government.
3.c.5.  Unit coordinators for the Active Duty Fund Drive in support of NMCRS should coordinate with an ethics counselor for further guidance with regard to specific questions.
4.  Administration and Logistics
4.a.  Coordinators will ensure that execution plans are in compliance with legal and ethical standards through a legal review when necessary.
4.b.  In addition to the pre-kick-off reporting assigned above, weekly reports of contact engagements will be submitted to the DMCS POC identified in this message.  A web-based reporting tool developed by the NMCRS will be used to report progress on a weekly basis during the execution period.  Instructions on the use of this application will be provided in future correspondence.
4.c.  Promotional resources and training for coordinators and unit key personnel will be provided by the Installation NMCRS Office Staff.  Personnel from this office will be prepared to support the fund drives taking place aboard their installations and must be leveraged for the preparation and execution of this fund drive.  Success of this fund drive is dependent upon a cooperative and collaborative relationship between assigned coordinators and the NMCRS field offices aboard the installations.
4.d.  An ALNAV will be released in February 2020 to officially announce the kick-off of the fund drive and provide additional guidance for the execution.
5.  Command and Control
5.a.  Office of Director, Marine Corps Staff will have oversight of the Marine Corps’ efforts for the 2020 Active Duty Fund Drive in support of NMCRS for the Commandant of the Marine Corps.
5.b.  Communications.  Commanders will utilize traditional channels of communication in support of the Active Duty Fund Drive in support of NMCRS with reporting requirements to the DMCS POC.  Upon identification of coordinators the DMCS POC will provide additional instructions pertaining to the systems and means to be used for contact reporting.
5.c.  All questions regarding this message should be addressed to the POC.
