GENTEXT/REMARKS/1. This MARADMIN announces a HQMC SDA and screenable billet roadshow in March 2020. The primary purpose of this roadshow is to encourage Marines to volunteer for SDA and screenable billets. The SDA monitors will also travel with the Manpower Management Enlisted Assignments (MMEA) roadshow conducted annually from July through September.
2. BACKGROUND. Historically nearly four thousand Marines have been selected for screening to fill projected SDA billet vacancies through the Headquarters Marine Corps Special Duty Assignment Screening Team (HSST) process. These assignments include Recruiting Duty, Drill Instructor Duty, and Marine Security Guard Detachment Commander Duty. Additionally, thousands of Marines will be selected for screening and issued orders to serve as Combat Instructors, Assistant Marine Officer Instructors, Staff Non-Commissioned Officer Academy Faculty Advisors, Marine Security Guard Instructor Advisors, Marine Security Guard Watch Standers and additional screenable billets in accordance with ref (a). Upon Commander’s screening and review by the HSST, qualified Marines will be assigned to the SDAs based on Commanders' recommendations, individual qualifications and preferences, and the needs of the Marine Corps. By increasing the number of volunteers for special duty assignments and screenable billets, HQMC intends to
reduce the number of Marines selected for screening by the HSST and to reduce the burden imposed on the Fleet Marine Force by the screening process.
3. From 2 to 12 March 2020, the Special Assignments Monitors and the Marine Security Guard screening team will conduct information briefs to increase awareness and encourage Marines to attend the MMEA roadshow with complete packages for SDA and screenable billets submitted through TFRS. Marines will receive information on SDA opportunities, screenable billets, incentives and submission processes. SDA monitors will be available to interact with Marines and unit leadership in order to increase the number of SDA volunteers and reduce the burden of future HSSTs.

5.a. Attendance is highly recommended for any Marine who has the potential to volunteer for SDA or screenable billets for FY21 or FY22 class start dates. The FY21 volunteer period is open through June 2020, and the FY22 volunteer period will open July 2020.
5.b. Lance Corporals that have an End of Active Service date in FY22 and all Marines who meet time on station requirements to execute Permanent Change of Station orders during FY22 are prime candidates to volunteer for FY22 assignments. These Marines face the likelihood of being screened by the FY22 HSST and missing out on volunteer incentives if they do not volunteer. They are strongly encouraged to attend the briefs.
6. Additional coordinating instructions will be published via the Total Force Retention System (TFRS). Refer all questions to unit Career Planners and POCs listed above.
7. Release authorized by MajGen David A. Ottignon, Director, Manpower Management Division.//
