GENTEXT/REMARKS/1.  Commanding General (CG), Training and Education Command (TECOM) sponsors the annual Training Input Plan (TIP) Requirements Working Group (WG) and the TECOM Marine Corps Student Registrar Branch (MCSRB), Policy and Standards Division (PSD), acts as the CG's agent to conduct the TIP WG. The Fiscal Year (FY) 2021 through FY 2025 and FY 2022 through FY 2026 TIP WG will be conducted from Tuesday, 10 March 2020 through Wednesday, 11 March 2020 aboard Marine Corps Base, Quantico, Virginia.  This message provides TIP WG guidance, as well as guidance for sponsor's submission of formal school training requirements in preparation for the TIP WG.
2.  Background
2.a.  Per references (a) and (b), MCSRB annually solicits formal school training quota requirements from formal school requirement sponsors, as defined in reference (c), and Marine Forces (Commanders).  This information is compiled into the TIP, disseminated, and used as a planning tool for those activities required to plan, program, resource, and schedule training capacity to meet the Marine Corps' formal school training requirements.  MCSRB requests sponsors submit their training requirements approximately two months prior to the TIP WG.  The purpose of the pre-TIP WG submission is to provide sufficient time for MCSRB to conduct requirement validation analysis prior to the TIP WG and to use the TIP WG as the vehicle for finalizing requirements, rather than as the vehicle for gathering them.
2.b.  Requirement sponsors who do not submit FY 2021 through FY 2026 requirements will not have their requirements published, resulting in FY 2021 and FY 2022 course quotas not being allocated to their sponsor codes.
3.  Conduct of the TIP WG.  To comply with CG TECOM's direction to divest of unnecessary actions, and given that the routine business of the TIP WG is now conducted via the TIP Sponsor Tool, the TIP WG will now focus on only those courses with multiple sponsors, and which course capacity is inadequate to accommodate requirements.  A list of courses that meet the criteria to be discussed is outlined in section 3.a.  Sponsors with requirements for contentious courses need only attend the TIP WG when those courses are discussed.  A detailed schedule will be provided via separate correspondence.  The TIP WG is scheduled from 1000 to 1630 on the first day, and 0800 to completion on the second day.
3.a.  Currently flagged courses with multiple sponsors and inadequate capacity are as follows:
        M10AHK2 - Basic Reconnaissance
N20L6H1 - Marine Corps Combatant Dive
N28L9R8 - Joint Service Training Program (JSTP)
N28M5Q1 - Survival, Evasion, Resistance and Escape (SERE)
N51M5Q1 - Survival, Evasion, Resistance and Escape
Sponsors with requirements to the above classes, are as follows:
        C476, WEAPONS TRAINING BATTALION
C47G3A, TRNGCOM G-3 AVIATION PRODUCTION SECTION
        IOP, DCMC I 02XX/26XX OCCFLD (INTELL/SIGINT/EW)

        POG-40, DCMC PP&O 03XX OCCFLD SPONSOR (RECON)
        RAM-2, RESERVE AFFAIRS PERSONNEL MANAGEMENT
        RAP, RESERVE AFFAIRS POLICY
3.b.  Sponsors not required to attend the TIP WG will have their FY 2021 through FY 2026 TIP inputs verified via e-mail prior to the TIP WG convening.  These sponsors will also be identified in the aforementioned daily schedule.
4.  Action.  In preparation for the TIP WG, formal school requirement sponsors shall submit requirements per the following guidance.
4.a.  For all requirement sponsors, except active and reserve component entry level officer and enlisted and enlisted lateral move requirement sponsors (MPP, RAP, and RAM), submissions for best estimate FY 2021 through FY 2026 requirements for courses with an active Course Identifier (CID) in Marine Corps Training Information System (MCTIMS) Student Registrar were due to MCSRB no later than (NLT) 15 January 2020 per MARADMIN 588/19.
4.b.  For active and reserve component entry level officer and enlisted and enlisted lateral move requirement sponsors (MPP, RAP, and RAM), submit FY 2021 through FY 2026 training requirements by MOS or by active CID in MCTIMS Student Registrar to MCSRB NLT 21 February 2020.  Sponsors shall make their requirement submissions using the Sponsor TIP Tool in the MCTIMS Student Registrar module.  The Sponsor TIP Tool Users Guide is available at the MCSRB public website under “TIP Working Group Files” at:  https:(slant)(slant)vcepub.tecom.usmc.mil/sites/directorates/mtesd/fs/default.aspx.  To access this SharePoint site you must use your common access card Department of Defense Authentication Certificate.  Furthermore, sponsors may contact MCSRB at tecomtqmrequest@usmc.mil to request additional guidance on the use of the Sponsor TIP Tool or for advice or referral on requirement planning.
4.c.  Any sponsor may nominate other courses, in addition to those listed in section 3.a., for inclusion at the TIP WG.  Contact one of the Points of Contact (POCs) to submit course nominations.
5.  Post-submission actions.  MCSRB will review submitted requirements and provided justifications and compare them to MCTIMS Student Registrar FY 2017 through FY 2019 usage data and corresponding data provided by the other services training management systems.  Based on review of ongoing performance, MCSRB will contact sponsors of requirements in order to refine the requirements prior to the FY 2021 through FY 2025 and FY 2022 through FY 2026 TIPs being published.  The objective is to confirm requirement validity to the greatest extent possible prior to the TIP WG convening.  This will minimize the need to adjudicate requirement validity during the conduct of the TIP WG and afterward.
6.  More information on MCSRB and TIP development can be found at the MCSRB common access website:  https:(slash)(slash)vcepub.tecom.usmc.mil/sites/directorates/mtesd/fs/default.aspx.
7.  Administration.  The FY 2021 through FY 2025 and FY 2022 through FY 2026 TIP WG will be held in the Aviation Support Branch (ASB) Conference Room on the first floor of Daly Hall, 2079 Barnett Ave., Quantico, VA 22134.  Billeting reservations can be made aboard Marine Corps Base Quantico at the Crossroads Inn, (703) 630-4444, or Liversedge Hall, (703) 784-3149, however no block reservation has been established with either facility.  Detailed directions to Daly Hall, a base closure plan, updated sponsor sequence, and any changes to this final guidance will be released via e-mail to all contacts MCSRB has on file on or around 21 February 2020.  The planned TIP WG uniform is woodland Marine pattern utilities.
