GENTEXT/REMARKS/1. This is a coordinated Deputy Commandant (DC), Installations and Logistics (I&L) and Deputy Commandant, Programs and Resources (P&R) message.
2. Per ref (a), the Commandant of the Marine Corps (CMC) communicated his intent for the Marine Corps financial statement audit; to get "the most out of every dollar Congress allocates to us, so that we know what we have and we can buy what we need to ensure Marines are ready to fight." The FY20 financial statement audit currently underway addresses the CMC's intent and enhances readiness and accountability not only for the FY20 but also future audits as well.
3. To achieve the Marine Corps' FY20 goal of a favorable audit opinion, leadership at all levels must fully support FY20 audit efforts. While fully appreciative of past audit actions and activities, for FY20 leaders must be personally engaged in audit actions and ensure personnel receive the resources needed to meet audit requirements across the installations and logistics enterprise. This is commanders' business and your personal attention to this matter sets the tone for a successful FY20 audit.
4. Audit actions key to success include:
4.a. Engagement in audit planning, actions, and activities.
4.b. Support for Independent Public Accountant (IPA) site visits.
4.c. Timely responses to IPA requests for information (Provided By Client (PBC) requests).
5. One particular area requiring your immediate support is in Garrison Property (GP). To meet FY20 audit goals, an inventory of GP capital assets (valued >$100K) must be completed by the end of March 2020 and a wall-to-wall inventory completed by end of FY20. This inventory segment will be tested by the IPA for the first time this FY.
