GENTEXT/REMARKS/1.  Purpose.  This message shall serve as instruction for the conversion of Civilian Marksmanship Program (CMP) and National Rifle Association (NRA) service rifle and national match rifle scores into a current Annual Rifle Training (ART) table one score.  The intent of this message is to:
1.a.  Encourage Marines to seek self-improvement through off duty marksmanship competitions that further enhance their individual lethality with a service rifle.
1.b.  Encourage Marines who are exempt from firing, per the reference, to maintain proficiency with the service rifle.
2.  Background.  Marines who take it upon themselves to compete in off duty rifle competitions will have an avenue to convert scores earned in competition into an ART table one score.  This will satisfy the annual training requirement for non-distinguished shooters to qualify on ART table one.  Per the reference, Marines must still complete ART table two in order to achieve an aggregate score.  The 2019 Combat Marksmanship Symposium carefully considered this proposal and after determining that the national match course of fire was both more challenging and sufficiently similar to the ART table one course of fire, the proposal was unanimously approved by the Executive Steering Committee comprised of senior representatives from the Total Force.  The proposal was similarly endorsed by the Commanding Generals of Training Command and Training and Education Command.
3.  Instructions
3.a.  Marines must participate in sanctioned matches hosted by either a CMP or NRA affiliated club.  Marines may use a stock Marine Corps issued rifle with government ammunition and applicable paperwork from the parent unit authorizing use and transport.  Marines may also use a personally owned rifle and personally procured ammunition that complies with the applicable rules for service rifle competition under either CMP or NRA requirements.  Eligible matches must be in either a 500 or 800 point format.  Aside from minor differences in rules between the 2 organizations, the 500 point course of fire consists of:
3.b.  Ten rounds standing slow fire in a time limit of 10 minutes at a distance of 200 yards.
3.c.  Ten rounds sitting rapid fire in a time limit of 60 seconds at a distance of 200 yards.  Upon firing two rounds, shooters must conduct a reload and re-engage the target prior to the command of cease fire.
3.d.  Ten rounds prone rapid fire in a time limit of 70 seconds at a distance of 300 yards.  Upon firing two rounds, shooters must conduct a reload and re-engage the target prior to the command of cease fire.
3.e.  Twenty rounds prone slow fire in a time limit of 20 minutes at a distance of 600 yards.
3.f.  The 800 point aggregate course of fire format adds an additional 10 rounds standing for a total of 20 rounds, and 1 additional rapid string of fire is added at the 200 and 300 yard lines, respectively.
4.  Conversion formula.  To convert a competition score the formula is:
4.a.  For the 500 point aggregate course of fire, take the Marine's achieved score and subtract 250 points.  The remaining points will be the Marine's ART table one score.
4.b.  For the 800 point aggregate course of fire, take the Marine's achieved score and subtract 545 points.  The remaining points will be the Marine's ART table one score.
5.  Tasks
5.a.  The unit S3 shall be responsible for verifying and updating the Marines ART table one score.  Once the Marine satisfies table two training and evaluation for an aggregate rifle qualification score, the unit S3 will make the appropriate entry through the Marine Corps Training Information Management System.
5.b.  Per the reference, rifle qualification is a fiscal training requirement.  Qualification on tables one and two must occur in the same fiscal year.
6.  Coordinating Instructions
6.a.  Questions on the validity of club affiliation with either CMP or NRA may be forwarded to the USMC Shooting Team; Weapons Training Battalion, 27211 Garand Rd, Quantico, VA 22134, or COMM (703) 784-5275.
6.b.  If commands authorize Marines to compete with their issued service rifle and government ammunition it is recommended they compete with Department of Defense Identification Code AA53.
7.  This MARADMIN is applicable to all Active and Reserve Marine Corps Commands.
