GENTEXT/REMARKS/1. Background. Reference A establishes Marine Corps policy, procedures, and evaluation requirements for Counter-Improvised Explosive Device (C-IED) Training and Education in order to enable commanders to effectively plan and conduct operations in environments with an IED threat. This Order directed Training and Education Command to establish a C-IED Basic Leader (CBL) and Counter-Radio Controlled Improvised Explosive Device Electronic Warfare Officer (CREWO) capability to provide Fleet Marine Forces with resident C-IED expertise as part of a C-IED training cadre in order to sustain the capability to operate in an environment with an IED threat.
2. Marine Corps Engineer School (MCES) will conduct the courses through a combination of resident courses and mobile training teams (MTT).
2.a. CBL Description. A noncommissioned officer (NCO) or above who attended the MCES provided CBL program of instruction (POI). Possesses the knowledge and skills to sustain individual C-IED skills learned from the service-provided Defeat the Device (DtD) training program and assists commanders with incorporating C-IED scenarios into training events in order to enable unit/collective C-IED training. The CBL is intended to enhance and complement the service provided DtD training program by providing commanders with an organic C-IED sustainment capability. The recommended attendance per unit is one NCO or above per company and one staff noncommissioned officer (SNCO) or above per battalion/squadron.

2.c. CREWO Description. A SNCO or above who attended the MCES provided CREWO POI, or other training course that meets the training and readiness events detailed in Reference A. Possesses the knowledge and skills to manage their unit's CREW program and is responsible for advising commanders, maintaining system readiness, training Marines, and ensuring effective employment of CREW systems. The recommended attendence per unit is one SNCO or above per battalion/squadron.

3. Registration. Nominations to Marine Corps formal schools must be made through the Marine Corps Training Information Management System (MCTIMS) to ensure enrollment. Failure to enter a nominee into the appropriate MCTIMS roster will result in the nominee being denied admittance to the course.
3.a. A secret clearance is required to attend these courses. A Joint Personnel Adjudication System visit request must be sent by requester’s security office/S-2 to the MCES Security Management Office code MS3050. In the request, reference the course name and class number. Request must be sent no later than 10 working days prior to the report date. Failure to submit a visit request will result in the student being dropped from the course upon check-in and returned to their parent command.
3.b. Requests for waivers for the prerequisites listed in MCTIMS must be submitted to MCES 30 days prior to the report date. The format for the waiver request can be obtained from the MCES points of contact listed above.
