GENTEXT/REMARKS/1. This message announces the convening of the COMMSTRAT OAG to be held 21-23 April 2020.
2. The COMMSTRAT OAG is hosted by the Director of Communication (DIRCOMM), CD who serves as the doctrinal proponent of the COMMSTRAT OccFld per reference (d).
3. Purpose. Outlined in reference (a), the COMMSTRAT OAG is the Deputy Commandant for Combat Development and Integration (DC CD&I)-directed forum for interface, planning and decision between Headquarters Marine Corps, the operating forces and the supporting establishment concerning issues that affect the 45xx COMMSTRAT OccFld. The OAG strives to increase COMMSTRAT capabilities, employability, development and readiness in support of the Marine Corps’ operational and institutional missions. It provides a critical forum for the OccFld to provide input to DIRCOMM, DC I, and DC CD&I based on their current operational perspectives. The COMMSTRAT OAG is one of five concurrent OAGs supporting the inaugural United States Marine Corps Information Summit, hosted by DC I, 20-24 April 2020 at the National Museum of the Marine Corps (NMMC).
4. The COMMSTRAT OAG will take place at the NMMC, 18900 Jefferson Davis Hwy, Triangle, VA 22172.
4.A. The COMMSTRAT OAG will commence on Tuesday, 21 April 2020 with plenary briefs followed by two days of COMMSTRAT-related working groups (WGs) focused on COMMSTRAT support to DC I priority areas of combined arms and maneuver in the Information Environment with focus on naval, joint and internal integration.
4.B. The COMMSTRAT OAG will conclude Thursday, 23 April 2020 with out-briefs to DIRCOMM.
4.C. Select OAG participants will attend the Information Summit Plenary Summit Monday, 20 April and out-briefs Friday, 24 April at the NMMC. Additionally, select COMMSTRAT OAG participants will attend the concurrent information-related OAGs, as necessary, such as the MEF Information Group (MIG) OAG, Civil Affairs (CA) OAG, Marine Corps Intelligence Surveillance Reconnaissance Enterprise (MCISRE) OAG, and/or C4 OAG.
4.D. Senior COMMSTRAT leaders (via billet and rank) will attend senior leader briefings at the NMMC on 22 April hosted by DC I.
5. To effectively support the ongoing COMMSTRAT modernization, Commandant’s Planning Guidance and forthcoming Force Design, the following commands are requested to send 45XX leadership or applicable representatives resident within their commands. Relevant information-related OccFld stakeholders are also invited.

6. Command representatives are required to have the authority to speak on behalf of their respective commander on all areas of the 45XX OccFld, and if required, vote on the outcome as briefed to the OAG chair on Day 3. MIG COMMSTRAT Company representatives are highly recommended to attend. Commands are also highly encouraged to provide their respective 4503 Visual Information Officers.
7. If a command is not listed, or a command requests additional seats, contact the POC within this MARADMIN.
8. Each command should be prepared to brief the OAG on their local modernization efforts outlined with MARADMIN 534/17 including status of GCCS Marine Corps, Training Indoctrination Plan, top three command concerns/challenges/shortfalls, inventory versus structure, command reporting chain (where command’s COMMSTRAT capability reside on staff), facilities update, etc.

11. Visit Access Request (VAR) is not required for the COMMSTRAT OAG. The COMMSTRAT OAG will be conducted at the Unclassified level.
11.A. Select members attending the MIG, MCISRE, CA, C4 OAGs will be required to submit VARs according to OAG calling messages.
12. Uniform.
12.A. Uniform for the COMMSTRAT OAG is business casual for all participants.
12.B. COMMSTRAT personnel attending the concurrent DC I Information Summit and/or other OAGs should refer to specific OAG calling messages for uniform requirements.
13. Travel days are 20 April (Monday) and 24 April (Friday) for COMMSTRAT OAG-only participants. Travel expenses including lodging and rental car will be the unit’s responsibility. Due to other conferences being held aboard MCB Quantico, Government Lodging is not available. The DC I Information Summit has established room blocks for Summit and OAG participants at the following locations:

14. Video Teleconference (VTC) will not be available during the COMMSTRAT OAG.
15. Attendees and commands must comply with MCO 4600.40B concerning the government travel charge card program. DTS will identify the 2020 max per diem rate for Stafford, VA.
16. Transportation and parking. Transportation is the responsibility of the attendee. Parking is available at no cost at the OAG site.
17. Cell phones and computers are authorized within the facility.
18. Reporting costs. As sponsor of the COMMSTRAT OAG, CD is required to collect and submit actual cost information. It is mandatory for attending organizations and respective representatives to report total liquidation costs for their respective attendees via email to: M_HQMC_CD_ADMIN@usmc.mil no later than 15 May 2020.
19. RSVP’s and questions related to the COMMSTRAT OAG should be sent to the CD FDR POCs listed above. Coordinating instructions and finalized agenda will be provided to confirmed attendees no later than 1 April 2020.
20. The Marine Corps Association and Foundation (MCA&F) Information Awards dinner will be held at 1730 on 23 April 2020 in the Crystal Gateway Marriot located at 1700 Richmond Highway, Arlington, VA 22202. The awards dinner will recognize individual and unit contributions made to the Marine Corps Information Environment Enterprise (MCIEE) throughout Calendar Year 2019. COMMSTRAT OAG participants are invited to attend. Refer to MARADMIN 645/19 for RSVP and coordinating instructions.
