GENTEXT/REMARKS/1.  Purpose.  This message announces the Marine Corps’ intent to fully leverage the Defense Enterprise Office Solution (DEOS) SharePoint offering when it becomes available.
2.  Background.  The DoD enterprise collaboration and productivity services (ECAPS) portfolio is a key component of the DoD’s digital modernization strategy, explained in ref G. Projected for 2nd quarter FY21, DEOS will be the first of three capability sets delivered through ECAPS.  DEOS will provide a cloud based, collaborative information environment centered on SharePoint online (SPO) that will improve operational effectiveness, cybersecurity, and efficiency.  This represents a paradigm change from the Marine Corps legacy, federated SharePoint development and operations model to a modernized infrastructure that will enable enterprise data and document sharing and collaboration. The DoD cloud DEOS environment will enable the Marine Corps to realize cost savings through the divestment of legacy infrastructure and licenses necessary to support existing capabilities in the legacy environment.
3.  Action.
3.A.  Per existing policy, no new investments on SharePoint will be authorized unless there is an approved Information Technology Procurement Review and Approval System (ITPRAS) request from DCI, IC4.  Marine Corps SharePoint instances must be registered in DoD Information Technology Portfolio Repository-Department of Navy (DITPR-DON).  Marine Corps organization that are responsible for funding SharePoint hardware and infrastructure, SharePoint site collection(s), or SharePoint development must ensure that their SharePoint instance is registered in DITPR-DON, NLT 15 March 2020 to DCI, IC4.
3.B.  Marine Corps organizations with legacy SharePoint implementations must begin planning the migration of their legacy SharePoint instances to the DoD cloud based SharePoint environment under DEOS. Once the DEOS contract is awarded, further guidance will be published to address governance, processes, training, and migration to the DoD enterprise solution.
