GENTEXT/REMARKS//1.  Purpose.  This message establishes the Marine Corps Strategic Basing Process (SBP) and applies to all basing action requests of one year or longer, on or off United States Marine Corps (USMC) installations or real property and serves as interim service guidance pending approval of a Strategic Basing Marine Corps Order.
1.A.  General.  The SBP provides an enterprise-wide transparent, defendable, and repeatable process supporting senior leadership decision-making, ensuring all strategic basing actions involving Marine Corps installations and real property support Marine Corps mission requirements and comply with applicable environmental guidance.  This message defines strategic basing thresholds, establishes the Deputy Commandant, Installations and Logistics (DC I&L) as the coordinating agency for the SBP, and requires formal basing requests be submitted before site surveys or other initial coordinating activities are conducted.
1.B.  Questions regarding whether an action qualifies as a strategic basing action are referred to DC I&L, Facilities and Services Division (LF) for assessment and determination.
2.  Strategic basing is a standardized, repeatable, transparent, and deliberate process used to determine the capacity to support or provide for a location of a unit, mission, activity, or manpower.  Coordination between DC I&L (LF) and the basing request proponent is essential to successful review and final determination of supportability/suitability.
2.A.  This process is a supporting activity to ref (e) and the Total Force Structure Division’s Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facility assessment process, as required.
2.B.  A strategic basing action is any formal request which proposes an increase, decrease, or movement of USMC or non-USMC units, missions, manpower authorizations, and/or weapon systems to a location determined to be USMC property, or must be coordinated for non-USMC property, and meets at least one of the criteria below:
2.B.1.  A weapon system or munitions change (additions, subtractions, or mission design replacement) requiring facilities and/or range support.
2.B.2.  Any organizational action which changes the number of full-time, permanent party and/or contractor personnel at an installation by at least 35.
2.B.3.  A new unit or enterprise capability established on USMC real property.
2.B.4.  A USMC unit permanently moved from one installation to another.
2.B.5.  A non-USMC organization requesting to move onto a USMC installation or USMC real property for 1-year or more.
2.B.6.  Any action by a non-USMC organization residing on a USMC installation or USMC real property resulting in a change to their primary mission, which includes any increase in airspace or range requirements/usage, a need for additional facilities support, or a change of 35 or more manpower authorizations or personnel (military, civilian, and/or contractor).
2.B.7.  A USMC or non-USMC organization with continuous presence on a USMC installation or USMC real property requiring the need for facilities support.
2.B.8.  A USMC organization movement to a non-USMC installation or real property.
2.C.  The SBP does not apply to a base realignment and closure actions, expeditionary/contingency sites, continuity of operations planning, or nonprofit non-federal entity requests (outlined in reference (g)).  Also, SBP does not apply to the Defense Policy Review Initiative (DPRI) Program of Record; however, any new basing actions/MILCON outside of the 2012 2+2 international agreement shall be subject to SBP review for inclusion into the SBP and determination of supportability.
2.D.  USMC organizations onto non-USMC installations.  USMC organizations requesting to move onto non-USMC installations shall have the proponent’s deputy commandant, three-star commander, or civilian equivalent submit a formal endorsement memorandum and basing action request (BAR) form and receive approval prior to a feasibility of support request, conducting site surveys, or actively pursuing basing options on non-USMC property.  DC, I&L (LF) will coordinate requests with the proponent, designated deputy commandant or commander, real property owner, or other service to provide a basing decision.  The proponent bar should address the reasons for needing to be located on a non-USMC installation and additional costs to the USMC if approved.
2.E.  In order to consolidate basing actions, streamline the request process, and provide oversight of the SBP, this message directs commands and organizations to route all basing action requests to DC I&L (LF) for action.
3.  Strategic basing decisions are approved by DC I&L, Commandant of the Marine Corps, or Secretary of the Navy depending on the basing request scope.
4.  A Strategic Basing Working Group (SBWG) has been established to review initial basing action requests to validate required actions and provide decision makers with the appropriate recommendations/information for adjudication.
4.A.  The SBWG is chaired by DC, I&L (LF) with members from Headquarters Marine Corps Departments, Fleet Marine Force, Training and Education Command, and Marine Corps Installations Command.  This group will meet as required.
4.B.  The SBWG will implement processes which develop and maintain a comprehensive level of awareness, direction, and advocacy of strategic basing issues supporting senior leadership and allowing informed decision making.  Ultimately, the SBWG ensures basing requests are formally vetted, assessed, and coordinated across the enterprise supporting USMC mission requirements, employing fiscal responsibility, leveraging installation planning, and meeting all applicable environmental guidance and legal requirements.
