GENTEXT/REMARKS/THIS IS A HQMC DCI IC4, TRAINING COMMAND, AND MCCES COORDINATED MESSAGE.
1. Situation. Communication Training Battalion (CTB), Marine Corps Communication-Electronics School (MCCES) and Headquarters Marine Corps (HQMC), Deputy Commandant for Information, Information, Command, Control, Communication, and Computers (IC4) are soliciting student nominations for the Fall 2020 blended-seminar Marine Air Ground Task Force (MAGTF) Communications Planners Course (MCPC) 2-20. The seven-week non-resident phase will be hosted through MarineNet Moodle from 27 July 2020 to 13 September 2020. The seven-week resident phase will be held from 22 September 2020 to 6 November 2020 aboard Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, CA, at MCCES CTB. The courses will be instructed at classification levels up to SECRET NOFORN. MCPC is an advanced formal skills progression training course for Military Occupational Specialty (MOS) 0602 Majors, Captains, and other select communications planners. Marine Corps Officers with the Primary MOS (PMOS) of 0602 will be awarded the Necessary MOS (NMOS) skill designator 0603, upon successful course completion. While attending MCPC, students will develop the skills necessary to plan advanced MAGTF communications architectures across the following: the range of military operations; multi-domain operations; and in denied and degraded command and control, communications, and computers, environments (D2C4E). MCPC focuses on three main lines of effort: bridging experience-gaps in MAGTF Command and Control (C2) and Naval Integration; introducing concepts of Joint and Coalition C2 integration; and approaches to C2 in the Future Operating Environment. Students will be exposed to a wide variety of military and civilian adjunct professors spanning the Joint Operational Environment while conducting case studies and discussions in space, cyberspace, and electromagnetic spectrum operations.
2. The following student eligibility criteria applies to MCPC 2-20.
2.a. PMOS 0602 Majors, and Captains serving in the Fleet Marine Force or Supporting Establishment.
2.b. Restricted Officers to include Limited Duty Officer Captains holding the PMOS 0605, and Chief Warrant Officers 3 and 4 holding the PMOS 0620, 0630, 0640, or 0670. If class population reaches maximum, priority will go to 0602 personnel.
2.c. Professional Military Education complete Master Sergeants and Master Gunnery Sergeants holding the PMOS 0699. If class population reaches maximum, priority will go to 0602 personnel.
2.d. Security clearance / visit requests (OPNAV 5521/27). A secret security clearance is required and a visit request must be entered in Joint Personnel Adjudication System (JPAS). The SMO in JPAS ID MS3305STUD. Include full name, social security number, level of clearance / basis, dates of visit (22 September – 6 November 2020), and purpose (MCPC 2-20), POC: Captain Sampson, ATTN: Security Manager.
3. Mission. From 27 July 2020 to 6 November 2020, Company Hq, CTB, MCCES, conducts MCPC 2-20 to train and educate Officers and Staff Non-Commissioned Officers, in advanced concepts of planning and implementing C2 networks across all elements of the Joint-Force integrated MAGTF, in order to ensure MAGTF communicators are prepared to meet the challenges of the present and future operating environments.
4. Tasks. Parent commands will submit nominations no later than 14 July 2020 with the following information via encrypted email to all points of contact (POC) listed:

5. Coordinating Instructions
5.a. Commands with two or more nominees will designate a POC for coordination purposes. All requests should be forwarded from nominees’ commander via the appropriate chain of command.
5.b. The uniform for Marines will be the Woodland Marine Corps Combat Utility uniform.
5.c. All MCPC student handouts will be electronic. Due to the classification of course materials, students will be issued a government computer upon convening of the course.
5.d. MCCES reserves the right to cancel MCPC 2-20 if the course does not meet the course minimum by 14 July 2020.
5.e. Students must complete Phase I in order to be eligible for Phase II attendance. Phase I non-completion will result in being dropped from the course. Students who complete the Phase I, but due to extenuating circumstances can no longer attend their scheduled resident portion immediately, may be considered on a case by case basis for a waiver to attend the next MCPC resident iteration.
6. Administration and Logistics
6.a. The 06XX OccFld Manager is the POC for identifying all MCPC students.
6.b. Class Capacity. MCPC 2-20 class capacity is identified in MCTIMS.
6.c. Funded Seat Allocations. Training and Education Command will provide funding via Worldwide Travel for travel, lodging, and per diem for active duty Marines. Individual requests for rental cars from military members will not be considered. Rental cars, if desired, must be funded by the student’s parent command. Reserve Component Marines should contact Marine Corps Forces Reserve formal schools at DSN (312) 647-7323 or commercial (504) 697-7323.
6.d. Billeting. Reservations for billeting are the responsibility of each attendee. Attendees must check with the MCAGCC Twentynine Palms Bachelor Officer’s Quarters (Roadrunner Inn) at comm (760)830-6642/1081 for the availability of government billeting prior to making any commercial lodging reservations. The MCAGCC Twentynine Palms Roadrunner will be booked in the lodging portion of the Defense Travel System (DTS). If government billeting is not available, local lodging information may be obtained from the MCAGCC Twentynine Palms Sleepy Tortoise Lodge at comm (760) 830-6583. Use of government messing is directed, if available.
6.e. Funding letter. Once the students are registered in Marine Corps Information Training Management System (MCTIMS) the POC provided in 4.g. will be responsible to generate the funding letter from MCTIMS.

6.e.3. In student registrar search insert course ID and click search (i.e. M09DRX1).
6.e.4. In the class list tab, find the correct class number (class 2020020).
6.e.5. Click down arrow and select view allocations.
6.e.6. Click class roster (bottom of the page).
6.e.7. Locate student name.
6.e.8. Check the funding status, ensure it states approved. If the column is blank or pending, contact IC4.
6.e.9. Click the down arrow and select generate funding letter.
6.e.10. Click save funding letter
7. Command and Signal
7.a. The non-resident phase (phase 1) of MCPC 2-20 will convene on 27 July 2020. Students are required to validate they have been enrolled in MarineNet Moodle prior to the start of the non-resident phase. The non-resident phase will conclude on 13 September 2020.
7.b. The resident phase (phase 2) of MCPC 2-20 will convene on 22 September 2020. Students are required to report NLT 2359, on 21 September 2020 at Headquarters, MCCES, building 1865 at Twentynine Palms, CA. The resident phase of MCPC 2-20 will graduate on 6 November 2020.
7.c. The POCs in para.7.e. will notify nominees selected to attend MCPC 2-20 NLT 10 days prior to the convening date of the non-resident phase of the course.
7.d. Upon positive confirmation of registration, each individual will receive an email from the MCPC Chief Instructor with further directions and guidance.
