1. This MARADMIN defines field conversion opportunities for pilots within the Hornet and Harrier communities who desire to convert to the F-35, and are willing to incur an obligation of three years, as outlined in paragraph 3 of this message.
1.a. F-35 field conversion is designed to be a flexible, assignments-based process managed by MMOA-2 which allows TACAIR aviators to be considered for F-35 conversion. Further, recent modifications to the conversion syllabus allow for training at the FRS to be accomplished while TAD, vice having to execute a PCS to train, ultimately allowing for increased efficiency in production, and stability for families during the transition.
2. HQMC Aviation has partnered with MMOA-2 to develop a two-part process for identifying interested conversion candidates: an online survey hosted by HQMC Aviation, and an administrative action (AA) form routed via the individuals’ chain of command to MMOA-2.
2.a. The online survey is the first step in the process. No later than 1 June 2020, conversion candidates shall complete the online survey by navigating to: https:(slash)(slash)go.max.gov(slash)dod(slash)FY21AviationBoards
2.b. In addition to completing the above survey, interested candidates will route an AA form (via their parent command to MMOA-2) with the following information:
2.b.1. Pilot Designation Effect Date (PDED) or winging date.
2.b.2. Expiration of Current Contract (ECC) or Incurred Obligated Service Date (IOSD).
2.b.3. All additional MOS (AMOS) codes indicating qualifications and designations currently held (e.g., 7533-Section Lead, 7534-Division Lead, 7577-Weapons and Tactics Instructor, etc.). Pilots are responsible for ensuring each AMOS is updated within the Marine Corps Total Force System (MCTFS).
2.b.4. A signed statement indicating an agreement to fulfill the Active Duty Service Obligation (ADSO) as indicated in paragraph 3.a. of this MARADMIN.
3. Active Duty Service Obligation (ADSO).
3.a. Pilots will be awarded the 7518 primary MOS (PMOS) following successful completion of the CAT II training syllabus and will incur a three-year ADSO.
3.b. The ADSO will run concurrently with any existing obligations (e.g., PCS, WTI).
3.c. For all selectees, a new active duty service contract (ADSC) shall be initiated with MMOA-2. The ADSC will contain the three-year ADSO or maintain the initial obligation from winging, whichever is greater.
3.d. Pilots are eligible for the three-year ADSO in accordance with the procedures outlined within this MARADMIN.
4. Additional Requirements.
4.a. Command endorsements shall indicate the preference for which quarter of FY21 the candidate would best be able to execute TAD and subsequent PCS orders, based on deployment cycles or critical training requirements.
4.b. The AA form with command endorsements will be routed to MMOA-2 NLT three to six months prior to executing TAD according to FRS class seat availability.
5. Selection results will be communicated through the fixed-wing aviation monitors.
6. This bulletin is not applicable to the Marine Corps Reserve.
7. This bulletin is cancelled 1 Oct 2020.
