GENTEXT/REMARKS/1.  In an effort to meet the goals set forth in the implementation guidance outlined in references (a) and (b), it is imperative that all Marines performing defensive cyberspace operations meet the appropriate standard as set forth in the Military Occupational Specialty (MOS) Manual, reference (c).  To that end, it is critical that leadership ensure that their Marines achieve requirements set forth in the MOS Manual prior to conducting defensive cyberspace operations.
2.  If a Marine currently holds the 1721 Primary MOS (PMOS) but has a “6X” Draw Case Code (DCC), this indicates that they have not met requirements for PMOS assignment.  The two primary requirements are completion of PMOS training and maintaining the requisite adjudicated security clearance.
3.  Marines with a “6X” DCC are encouraged to self-register for training prior to 30 June 2020 via unit training managers.  The course schedule is available via Marine Corps Training Information Management System (MCTIMS) and can be found by searching for course ID A09BNO2.  Marines must also confirm clearance adjudication status by contacting the Headquarters Marine Corps (HQMC) Special Security Office (SSO) at hqmc_intel_sso@usmc.mil.
3.a.  Beginning 1 July 2020, the Occupational Field 17 (OccFld 17) MOS management team will begin registering the remaining population of Marines outlined in para 2.
3.b.  No later than 30 August 2020, the OccFld 17 MOS management team will provide a report of course registrations to Manpower Management Integration Branch (MMIB) for PMOS and DCC adjustments.  This report will inform assignment of PMOS and intended MOS (IMOS) prior to the start of FY 21.
3.c.  Effective 1 Oct 2020, personnel with a PMOS of 1721 and “6X” DCC will have the PMOS assignment removed and will be assigned a PMOS of 1700.  An IMOS of 1721 will only be assigned when a Marine is registered for requisite training in MCTIMS.
3.d.  Failure to register for training may have negative impact on promotion opportunity because no IMOS will be assigned to allow promotion consideration.
4.  Reclassification.
4.a.  Personnel who are unable to obtain the requisite security clearance within a twelve month period from initial submission to HQMC SSO will be processed for MOS reclassification in accordance with the needs of the Marine Corps.  The OccFld 17 MOS management team will initiate this process with MMIB based on HQMC SSO guidance.
4.b.  Personnel who cannot academically complete training requirements will be submitted for MOS reclassification in accordance with the needs of the Marine Corps.  This process is facilitated by Training and Education Command.
5.  Coordinating Instructions.
5.a.  Class seat prioritization will be monitored and coordinated between Training Command, Manpower Management, and the Occupational Field MOS Management team to ensure adequate seat allocation and funding as well as verification of remaining time on station and service obligation requirements.
5.b.  Marines will be notified of assigned school dates via separate correspondence.
5.c.  Request for modification of a registered school seat will require General Officer endorsement.
5.d.  “6X” DCC assignments will be removed by MMIB upon notification from OccFld management team that Marine has completed assigned course.
