GENTEXT/REMARKS/1.  Per reference (A), in response to COVID-19 and effective immediately, the FSMAO program has suspended all on-site unit analyses through the end of FY20.  Beginning the week of 4 May, remote FSMAO assistance visits will commence evaluating unit compliance following the current FSMAO schedule published in Ref (B).
2.  The FSMAO remote assistance visits will use abridged checklists and focus on those questions that can be evaluated remotely without on-site FSMAO presence.  Evaluation will be conducted by reviewing automated information system-generated reports, unit-provided key supporting documentation (KSD), and other means of virtual communication between FSMAO Analysts and the unit.  All documents pertaining to the execution of the remote assistance visit will be submitted to the FSMAO sharepoint site:  (https:(slash)(slash)eis.usmc.mil/sites/fsmao).
2.a.  Remote FSMAO abridged checklists are posted on FSMAO sharepoint site and contain evaluation criteria and unit KSD requirements.  Future updates to the checklist will be provided 14 days prior to the remote assistance visit per the timeline within the preceding paragraph.
3.  In accordance with the current published FY20 FSMAO schedule, the following plan of action and milestones (POA&M) timeline will be used for planning and execution purposes:
3.a.  D-30: FSMAO sends the letter of notification (LON) to the unit.  The LON will detail the dates and events for the assist visit, identify the team officer in charge (OIC), and provide FSMAO point of contact (POC) information.
3.b.  D-14: FSMAO Team OIC initiates communication with the unit's POC.  At this phase, the FSMAO checklists and unit POC forms are sent to the unit.  POCs will be from the following areas:  supply, unit user account management, maintenance management, ground electronics maintenance, engineering, motor transport, ordnance, and container management.
3.c.  D-10: The unit provides the FSMAO Team OIC with the completed unit POC form.  This ensures the respective FSMAO Analysts and unit representatives have confirmed the means and lines of communication have been established.  Continuous communication between FSMAO and the unit is encouraged and will continue throughout the entirety of the remote assistance visit.
3.d.  D-7: Sample KSD records requests are sent to the unit to include the required document naming conventions and instructions for uploading into the FSMAO digital repository.  FSMAO will provide a detailed, by question listing of the required KSDs in an excel document.  Additional guidance on the naming conventions and specific actions required by the unit will be located within each checklist.  Adherence to the naming conventions is paramount, as administrative errors may lead to delayed actions.  All KSDs are required to be uploaded by D day to ensure the necessary steps are met for the remote assistance visit to be completed as scheduled.
3.e.  D-day:  An in-brief with unit leadership and functional area representatives is conducted by the FSMAO Team OIC, and FSMAO analysts begin analyzing.  This is the final day for unit KSDs to be uploaded.
3.f.  D+1 – D+10:  FSMAO conducts remote assistance visit ICW unit POC listing.
3.g.  D+11: FSMAO Team OIC provides the out brief to the unit leadership and functional area representatives, which includes category analysis results and adverse conditions, if applicable.
3.h.  D+25:  FSMAO sends the final report to HQMC I&L for review and endorsement.
3.i.  D+35:  HQMC LP completes final report endorsement, and returns completed package to the unit via their chain of command.
3.j.  D+95:  if required and directed by Department of the Navy (DON) Tracker, the unit sends the Corrective Action Plan (CAP) via their chain of command to HQMC I&L.
3.k.  D+125: HQMC I&L/LP processes CAP. Further CAP remediation is an inherent responsibility of the Major Subordinate Command and Supporting Element Inspection Teams.
4.  Ref (C) is modified per ref (A), and the following apply:
4.a.  Remote assistance visits results will be documented and a final report will be generated and forwarded to LP, I&L, HQMC.
4.b.  Results of remote assistance visits will be forwarded to unit commanders from HQMC via the chain of command through DON Tracker.
4.c.  Formal submissions of CAPs are required for qualifying discrepancies as a result of the remote assistance visits.
