GENTEXT/REMARKS/1.  Purpose.  To cancel MARADMIN 291/19, publish guidance to consolidate requirements set forth in the references, establish the DEOCS as the Marine Corps instrument for surveying command climate, and clarify the frequency of command climate assessments.
2.  Background.  Per reference (A), each of the Military Services are required to establish a command climate assessment process.  References (B) and (C) outline the frequency of organizational assessments and additional requirements for the completion of command climate assessments.
3.  DEOCS frequency.  In support of the requirements established in the references the following is directed and effective immediately.  The DEOCS will be conducted within 120 days of assumption of command, and annually thereafter.  The 90 prior to relinquishing command DEOCS is no longer required.  All other provisions of Ref (C) remain the same.
4. This update will be incorporated into the next revision of MCO 5354.1
