GENTEXT/REMARKS/1.  This MARADMIN provides supplemental Corona Virus Disease of 2019 (COVID-19) guidance to references A through M and O as thosereferences related to COVID-19 Related Class Cancellations and Schedule Changes and actions required for authorized travelers.  This message is coordinated with Manpower and Reserve Affairs, Training and Education Command (TECOM) and its major subordinate commands.
1.A.  Background.
1.A.1.  Per the guidance contained in references N and P, TECOM  identified the necessity to support local force protection measures by affording Marine travelers to formal courses still scheduled during COVID-19 restrictions the opportunity to quarantine in place at the location of the course when required by the local commander. 
1.A.2.  As this period of COVID-19 related travel has been extended to 30 June 2020 per reference Q, it is necessary to provide amplifying guidance for travelers to advanced formal school courses during and immediately subsequent to this period.     
2.  Mission.  No Change.
3.  Execution.
3.A.  Commander’s Intent.
3.A.1.  Purpose.  Promulgate updated guidance to the active duty continental United States (CONUS)-based force for pre-formal school attendance travel health procedures in order to reduce the risk of further exposure to, or spread of COVID-19.
3.A.2.  Method.  No Change.
3.A.3.  End State.  No Change.
3.B.  Concept of Operations.  The Marine Corps will institute the guidance contained in this MARADMIN, and comply with the temporary duty (TDY) restrictions contained herein.  This MARADMIN applies to all active duty CONUS-based Marines attending advanced formal school training as an exception to the stop movement order outlined in references P and Q.
3.C.  Tasks.  All active duty CONUS-based Marines will:
3.C.1.  Review and comply with tasks outlined in references A-Q.
3.C.2.  Institute the following travel guidance:
3.C.2.A.  Effective immediately, all Marines traveling to attend scheduled formal courses from outside the local area of the course may be required to arrive an additional 14 days prior to the scheduled convening of the course to accommodate local commanders’ restriction of movement (ROM) for COVID-19 related local quarantine.  The “local area” is determined by the base commander where the course is located.  Guidance regarding specific courses follows.
3.C.2.A.1.  Basic Recruiter Course (BRC) 4-20.  No outside CONUS Marines will attend BRC 4-20.  CONUS-based Marines traveling on permanent change of station (PCS), permanent change of assignment (PCA), or temporary duty under instruction orders (TEMINS) will have orders modified by their departing command to report 14 days prior to the scheduled convening date of the course that is listed in the Marine Corps Training Information Management System (MCTIMS) Student Registrar Module for the class.  Marines traveling on temporary duty orders will arrive 14 days prior to the convening date of their class.  Contact BRC point of contact (POC) or the Special Duty Assignments (SDA) Recruiting Monitor.
3.C.2.A.2.  BRC 5-20.  All Marines traveling on PCS, TEMINS or PCA orders will have orders modified by their departing command to report 14 days prior to the scheduled convening date of the course.  Marines traveling on TDY orders will arrive 14 days prior to the scheduled convening date of their class.  Contact BRC or the SDA Recruiting Monitor.
3.C.2.A.3.  Basic Career Planner Course 3-20.  All Marines traveling on PCS, PCA, or TEMINS orders will have orders modified by their departing command to report 14 days prior to the convening date of their class.  Marines traveling on TDY orders will arrive 14 days prior to the convening date.  Contact Career Planner School or the Career Planner Monitor.
3.C.2.A.4.  Drill Instructor West/East 4-20.  All Marines traveling on PCS, PCA, or TEMINS orders will have orders modified by their departing command to report 14 days prior to the convening date of their class.  Marines traveling on TDY orders will arrive 14 days prior to the convening date of their class.  Contact Drill Instructor School East/West or the Drill Instructor Monitor.
3.C.2.A.5.  School of Infantry (SOI) East/West Combat Instructor Course 4-20.  All Marines traveling on PCS or TDY orders will have their orders modified by their departing command to arrive 14 days prior to the convening date of their class.  All Marines traveling on PCA orders will report on the original report date.  Contact SOI East/West POC or the SOI Monitor.
3.C.2.A.6.  Security Force Training 9-20 and 10-20.  All Marines traveling on TEMINS or TDY orders will have their orders modified by their departing command to arrive 14 days prior to the original convening date of their class.  Contact the Marine Corps Security Forces School or Marine Corps Security Forces Monitor.
3.C.2.A.7.  Marine Security Guard Students.  Marine Security Guard School and Marine Corps Base Quantico have determined that no ROM is necessary for CONUS based students prior to convening of classes, and those Marine Security Guard students should report on the scheduled report date for their classes.
3.C.2.B.  Marine students who are enrolled in formal school courses not listed in paras 3.C.2.A.1 through 7 should immediately contact the school to determine if a ROM and/or quarantine period is required and for what amount of time.  All Defense Travel Service travel requests for classes that require a ROM period must be modified by the departing command to include any required ROM period prior to the published convening date for the class they will be attending.  For all TECOM funded travel, the per diem for the ROM period will be authorized only when required by the local commander.  Any required ROM period will be included in TECOM Formal Schools Training Support funding.  Marine travelers must report to the school commander immediately upon arrival to the TDY location, to include early arrival for ROM.  
3.C.2.C.  Sponsors who enroll students in formal schools courses are responsible to inform all Marine travelers that the Marine traveler is responsible for contacting the school in advance of travel for updates to local ROM orders.
3.D.  Coordinating Instructions.
3.D.1.  Local base commanders have the authority to determine any required ROM.  If a base commander determines that no ROM or a reduced ROM is required by CONUS-based travelers to their bases, the formal schools will communicate which classes are affected to TECOM G3 via Commanding General (CG), Training Command or the first general officer in the formal school’s chain of command for promulgation via the TECOM G3 Sharepoint site:  https:(slash)(slash)vcepub.tecom.usmc.mil/SitePages/Home.aspx 
3.D.2.  During the funded ROM period, Marine travelers will strictly adhere to the local ROM guidelines.
3.D.3.  None of this guidance should be construed as modifying previously released guidance in the references regarding students traveling from Center for Disease Control (CDC) Threat Health Notice (THN) Level 3 or Level 2 countries.
3.D.4.  Marine Reservist travelers should contact Marine Forces Reserve for travel guidance.
4.  Administration and Logistics.
4.A.  Terms and Definitions.
4.A.1.  CDC THN Level 3:  Widespread sustained (ongoing) transmission.  Avoid non-essential travel to the destination.  The outbreak is of high risk to travelers and no precautions are available to protect against the identified increased risk.
4.A.2.  CDC THN Level 2:  Sustained (ongoing) community transmission.  Practice enhanced precautions for this destination.  The THN describes additional precautions added, or defines a specific at-risk population.
4.A.3.  CDC THN Level 1:  Risk of limited community transmission.  Practice usual precautions for this destination, as described in the THN and/or on the destination page.  This includes being up-to-date on all recommended vaccines and practicing appropriate mosquito avoidance.
5.  Command and Signal.
5.A.  Command.  This MARADMIN applies to the Active Duty CONUS based Marines only.
5.B.  Signal.  This MARADMIN is effective upon release.
