GENTEXT/REMARKS/1. The FY20 Staff Sergeant (SSgt) Selection Board will convene on Tuesday, 21 July 2020 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 9 weeks. This Marine Administrative Message (MARADMIN) supersedes reference (a) and should be read in its entirety. It provides updated guidance and instructions pertaining to the submission of material for the board due to disruptions caused by COVID-19.
2. In accordance with ref (j), all correspondence submitted to the President of the board must be received no later than 10 calendar days prior to the board convene date. Correspondence submitted to the President of the board that is received after 2359, Eastern Daylight Time (EDT) on 10 July 2020 will not be accepted. Additional details about submitting correspondence to the President of the board can be found in paragraph 13b below.
2.a. The deadline to ensure that all Marine Corps Total Force System (MCTFS) and Offical Military Personnel File (OMPF) related information is up-to-date is no later than 2359, EDT on 20 July 2020.
3. Professional Military Education (PME). Per reference (b), the PME requirements for promotion to SSgt are as follows: sergeants (Sgt) eligible for consideration to SSgt must have completed the MarineNet EPME5000AA Course and then either the Resident Sergeant's School, Sergeant's School Seminar, or Resident Two-Week Reserve Sergeant's School if previously attached to the Selected Marine Corps Reserve (SMCR) to be considered fully qualified. All Marines who are eligible for consideration by the SSgt Selection Board must have PME requirements completed no later than 2359, EDT on 20 July 2020.
4. It is critical that eligible Marines ensure PME course completion information is included in their OMPF and on their Master Brief Sheet (MBS). Marines that are PME incomplete or missing evidence of PME completion in their record will be ineligible for promotion and selection.
5. Per reference (c), all Marines who are serving or have served in a Special Duty Assignment (SDA) billet MOS of 0911, 8411, 8156, 0913, 8152, and 8154 will be exempt from completing resident PME course requirements for a period not to exceed 365 days after completion from the SDA tour. In accordance with references (b) and (c), the PME waiver applies to Marines who have been Relieved For Cause (RFC) or Good Of Service (GOS). Marines serving in an SDA are still required to complete all non-resident PME requirements.
6. All sergeants who have been properly recommended for Accelerated Promotion on a fitness report with periods ending between 10 July 2019 through 20 July 2020 will be considered for Accelerated Promotion by the SSgt Selection Board. Identification and eligibility of these Marines is contingent upon compliance with reporting procedures as outlined in reference (g) and the timely receipt of the fitness reports by the CMC Manpower Management Records and Performance Branch (MMRP-32), i.e. within 30 days after the end of the reporting period. Placement into the below zone by virtue of an accelerated fitness report does not guarantee your record will be briefed. Per reference (d), paragraph 3105.2, the selection board President may select a maximum of five percent of the allocations for each Intended Military Occupational Specialty (IMOS) from the below zone, but is not required to.
7. Commanders Responsibilities:
7.a. Ensure this MARADMIN is available to all Marines under your command.
7.b. Ensure each eligible Marine within your command is notified of their promotion eligibility.
7.c. Encourage all eligible Marines to review their OMPF, MBS, and MCTFS information prior to the convene date of the board.
7.d. Ensure each eligible Marine submits a photograph in accordance with references (e) and (f). Marines unable to submit a photograph via a Combat Camera (COMCAM) section or Department of Defense (DOD) photographic unit due to COVID-19 restrictions should submit photographs in accordance with reference (f) and as outlined in paragraph 15 below.
7.e. Remind Marines to prepare for their board prior to deployment.
7.f. Encourage Marines to contact the Enlisted Career Counselors, CMC (MMRP-50) for assistance prior to the convene date of the board.
7.g. Ensure the accuracy of data elements in MCTFS for those Marines eligible for promotion consideration regardless of zone. Specific data elements include, but are not limited to Date Of Rank (DOR), Armed Forces Active Duty Base Date (AFADBD), PME, service schools, billet description, Primary Military Occupational Specialty (PMOS), IMOS, training scores, personal awards, assignment to and removal from the Body Composition Program (BCP), etc. Any corrections should be reported in MCTFS and submitted as correspondence to the President of the board by the eligible Marine NLT 2359, EDT 10 July 2020. In accordance with reference (l), Marines who have not conducted a PFT in calander year 2020 due to COVID-19 will have their PFT from 2019 viewed by the FY20 SSgt Selection Board. This will not be a discriminator or disqualifer for promotion and selection.
6.c. Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled per reference (d) and submit their requests in the proper format. Paragraph 3102.2 also outlines additional responsibilities for commanders regarding the counseling of Marines on the promotion process.
7.h. Assist eligible Marines in correcting incomplete fitness reports in accordance with the procedures outlined in chapter 8 and Appendix I of reference (g).
7.i. Ensure all reporting officials comply with the fitness report timelines noted in reference (g).
7.j. Assist Marines with missing fitness reports or corrections to fitness reports.
7.k. Immediately notify the CMC (MMPR-2) via naval correspondence of eligible Marines who have an erroneous DOR, AFADBD, or component code in MCTFS to preclude erroneous consideration or non-consideration.
7.l. Promptly report to CMC (MMPR-2) via naval correspondence any approved MOS changes for eligible Marines that occur during the board, this includes reporting failures of MOS producing schools.
7.m. Promptly report any Marine eligible for this board who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on an earlier fitness report. Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary or court-martial results of trial is released by military justice officer, or a Marine is found guilty at Non-Judicial Punishment (NJP) and punishment is reported on unit diary, or civilian court proceeding, or counseling documentation is placed in a Marine's OMPF. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request. Naval Correspondence will be submitted to CMC (MMPR-2) giving a full, detailed accounting of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command. Naval Correspondence should also be submitted regarding any eligible Marine who is administratively reduced, discharged, or is assigned to the BCP. Commanders are also eminded to make appropriate MCTFS entries, if warranted.
8. Prior Service Consideration. Marines who believe they should be considered eligible for the below zone by virtue of prior service, per paragraph 3202 of reference (d), must submit a request for prior service consideration with required source documents to CMC (MMPR-2) no later than 2359, EDT on 10 July 2020. Figure 3-4 of reference (d) contains the format for the request. Late submission of requests for consideration based on prior service will be filed without action. Command endorsement is not required.
9. The table below lists the PMOS that "feed to" the IMOS at the next higher grade indicated. Marines serving in a basic MOS will be considered in their IMOS. Marines who have a PMOS listed in column (a) as a feeder MOS will compete for promotion in the IMOS listed in column (b), provided they meet the eligibility requirements listed in paragraph 10. Note: As zones and allocations are subject to change prior to or during the board, all Marines are reminded of their responsibility for the completeness and accuracy of their records.

Marines who have a DOR that is earlier than the DOR identified for a zone are eligible for consideration in that zone for that IMOS. When an AFADBD is specified, it pertains only to those Marines with the listed DOR. The AFADBD is not applicable for determining eligibility of those Marines whose DOR is earlier than the DOR listed. 10.a. The above zone contains Marines who have previously received consideration in the promotion zone and failed selection.
10.b. Marines who have made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
10.b.1. Marines who have lateral move requests approved MUST accept and sign their lateral move approval in order to properly reflect in MCTFS and be eligible for promotion. These Marines will be considered in the MOS/IMOS for which the lateral move has been approved.
10.b.2. Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/IMOS and will be deleted from the board population. These Marines will compete on the following years board, if eligible.
10.b.3. Marines who are selected in the incorrect IMOS by the board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS. Paragraphs 3100.3 and 3602.5 of reference (d) apply.
10.b.4. All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the MOS assigned on the convening date of the board per paragraph 3100.3 of reference (d).

12. Eligibility:
12.a. Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
12.b. Beginning July 2020, Marines who are selected to the rank of SSgt must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
12.b.1. Upon release of the SSgt Selection list, Marines who are selected will submit to CMC (MMEA), via the Total Force Retention System, the necessary reenlistment or extension request to acquire the obligated service requirement. CMC (MMEA) will approve the request prior to the Marine’s eligible promotion date.
12.b.2. Any selectee that fails to request and/or gain the obligated service will not be promoted until they meet this requirement. Failure to do so at the end of the Marine’s current contract will indicate to the service the Marine’s desire to end active service and transition out of the Marine Corps.
12.c. The above listed tentative zones are subject to change by virtue of ongoing grade-MOS structure changes and realignments. Any adjustments to the above listed zones will be announced prior to the convening date of the board. Additional changes that occur during the board session will be announced in the selection MARADMIN.
12.d. Enlisted Active Duty Service Limits and High Year Tenure. Reference (h), MARADMIN 408/19, supersedes the ECFC Programs MARADMINs and provides information regarding enlisted active duty service limits and high year tenure.
12.e. Promotion consideration in conjunction with request to transfer to the Fleet Marine Corps Reserve (FMCR). Per references (h) and (i), Marines who must and have requested transfer to the FMCR due to ECFC or service limits may request special promotion consideration via correspondence to CMC, Manpower Management Separation and Retirement, Active Duty Retirement Section (MMSR-2). Requests for special promotion consideration must be received prior to the convening date of the board. In order to qualify for special promotion consideration, the transfer to FMCR date must be requested or approved prior to the board convening date and the effective date of transfer must be after the adjournment date of the board. To clarify, and in accordance with the references, special promotion consideration will not authorize a Marine to go beyond service limits.
12.e.1. Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
12.e.2. Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) orders, or who have declined to reenlist/extend to carry out PCS or Unit Deployment Program (UDP) orders, are not eligible for promotion consideration.
12.e.3. Marines authorized early approval of transfer to the FMCR (greater than 14 months prior to their transfer date) will not be eligible for promotion consideration.
12.f. Enlisted to Officer Programs. Warrant officer selects who have not been appointed, Marines in the Marine Enlisted Commissioning Education Program (MECEP) upon graduation of Officer Candidate School, Marines accepted in the Enlisted Commissioning Program (ECP), and Marines in the Navy Medical Enlisted Commissioning Program (NMECP) are eligible for noncompetitive consideration for promotion provided they meet all other eligibility requirements. Identification of noncompetitive eligibility of Marines will be provided by Marine Corps Recruiting Command (MCRC),Officer Naval and Enlisted, or the Separation and Retirement Branch (nurse program only) to CMC (MMPR-2) who will ensure the records of all eligible Marines are forwarded to the board. Paragraph 1100.29 and chapter 3 of reference (d) apply.
13. Personal Responsibilities.
13.a. Personal Responsibilities. Marines are personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes. Marines are responsible for conducting an audit of their records per reference (e) prior to the convening date of a promotion selection board. Marines may perform a self-audit by following instructions at the MMRP home page: www.manpower.usmc.mil, then click on "Active Marine", "Records and Performance (MMRP)", then click on "MMRP-50", followed by "Enlisted Counseling" link on the left, then follow the instructions provided.
13.a.1. Obtaining and Reviewing the OMPF. The most expeditious means of obtaining and viewing the OMPF and MBS is through OMPF online via Marine Online (MOL). The MBS can also be obtained through the MMRP web site. The home screen of the MOL OMPF module states, the documents included there, with the exception of the "Field" tab and the "RS/RO Profile" tab, are the same documents that will be viewed by a promotion/selection board. Marines are responsible for ensuring any documents in their "Field" tab they want the board to view are moved into their "Commendatory/Derogatory" tab.
13.a.2. OMPF Document Submission Guidelines. Marines are personally responsible for correcting deficiencies, missing information, or illegible documents present in either the OMPF or MBS with CMC, Manpower Management Records and Performance, Records Management Section (MMRP-20). Reference (e) provides amplification to assist in determining what documents are appropriate for inclusion in the OMPF. Ensure any material sent to CMC (MMRP-20) for filing in the OMPF contains full name, grade, and the Electronic Data Interchange Personal Identifier (EDIPI). If the EDIPI is not on the material, then the material may or may not be filed in the OMPF in time to go before the selection board. Marines are reminded that any additions or deletions from their OMPF or MBS within the
12-month window should also be verified to ensure the accuracy and completeness of their record. OMPF documents may be e-mailed as a PDF attachment or faxed to CMC (MMRP-20). OMPF documents may also be mailed to CMC (MMRP-20). However, inclusion in the OMPF is substantially faster if the documents are either e-mailed or faxed. See paragraph 16 (MMRP) for OMPF inquiries and document submission points of contact.
13.a.3. OMPF Document Submission Timelines. It is imperative that documents submitted to CMC (MMRP-20) for inclusion in the OMPF be conspicuously marked "Contains Documents For The FY20 Staff Sergeant Selection Board". With the exception of fitness reports, all OMPF documents, particularly digital photos, should be forwarded to and received by CMC (MMRP-20) at least two weeks prior to the convening date of the selection board in order to allow processing time to the OMPF. Board eligible records continue to be updated until one day prior to the convening date of the board; however, Marines are highly encouraged to submit all material no later than two weeks prior to the board for which they are eligible.
13.a.4. Career Counselors. Marines concerned with specific aspects of their record are reminded that they may contact their respective career counselors CMC, Manpower Management Records and Performance, Enlisted Career Counseling and Evaluation Section (MMRP-50) by following the instructions listed on the website. CMC (MMRP-50) contact information is listed in paragraph 16.b.3.
13.b. Corresondence to the President of the board. Each eligible Marine may communicate with the President of the Board. Such personal communications must be received or hand-delivered to Harry Lee Hall no later than 2359, EDT on 10 July 2020 in accordance with reference (j). Reference (j) states, in part, that Marines may send a written communication to the board, to arrive not later than 10 calendar days before the date the board convenes. See paragraph 16 for physical mailing address, e-mail address and fax number.
13.b.1. Marines may submit communications via U.S. Mail, priority or next day mail, or fax. However, Marines should be aware that U.S. Mail, priority mail and next day U.S. mail is not delivered directly to Harry Lee Hall. Therefore, anticipate a 2-3 day lag time for further delivery to Harry Lee Hall. Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays. Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC (MMPR-2). Ensure the e-mail subject line reads "Update Material for the FY20 Staff Sergeant Selection Board".
13.b.2. Update Material. Marines may submit any information or material they deem important for consideration before the board. Be advised that OMPF material sent directly to the President of the board does not become part of a Marines OMPF. Update material sent to the President of the board is destroyed upon final approval of the board. Do not send fitness reports directly to the selection board.
13.b.2.a. Update material must be submitted under cover letter
with the update material as enclosures (a sample cover letter is
available at the Enlisted Promotion home page).
13.b.2.b. The cover letter must be addressed to President, FY20
Staff Sergeant Selection Board (see paragraph 16 for complete
address).
13.b.2.c. Update material must be from the eligible Marine.
13.b.2.d. The Marine must personally sign the cover letter. Material submitted without a cover letter, unsigned, or received after 2359, EDT on 10 July 2020 will not be submitted to the board.
13.b.2.e. Update Material Receipt Verification. Marines are personally responsible for ensuring CMC (MMPR-2) has physically received update material no later than 2359, EDT on 10 July 2020 and may verify receipt of the material sent to the President of the board via the Enlisted Promotion home page or by contacting CMC (MMPR-2). This website will populate within one week of the convening date. In order to verify receipt of material sent to MMRP, (i.e. update material for inclusion to the OMPF and digital photograph,) go to OMPF online via MOL. This site updates within approximately 24 hours after the material is received. MMRP will push the information to the digital board room.
14. Height and Weight Standards. Eligible Marines must be in compliance with the height/weight standards prescribed in reference (l). Fitness reports submitted under reference (g) must contain a directed comment in the Section I of the fitness report if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits. Marines who exceed the height/weight standards, and whose fitness reports do not include body fat information, must provide official documentation reflecting body fat percentage to the President of the board. If a Marine was unable to conduct body fat measurements due to COVID-19, Section I comments of the most recent FITREP should be in accordance with reference (l). Marines within this category are highly encouraged to submit correspondence to the President of the board no later than 2359, EDT
10 July 2020.
15. Photographs. Per the instructions contained in references (e) and (f), all eligible Marines are required to submit an official
photograph taken within 12 months of the convening date of the board. While absence of a current photograph is not a reason for non-selection in and of itself, an updated photograph or letter explaining absence of photograph is one of the many elements viewed by a selection board in deliberations as to who is best qualified for selection.
15.a. Digital. Marines have a personal responsibility to ensure their photograph is submitted and processed by CMC (MMRP) prior to the board convening. Verification of photograph processing into the OMPF can be accomplished by the Marine via the OMPF tab in MOL. If a Marine has taken a photograph, and it has not processed into their OMPF within 2-3 working days after submission to MMRP, Marines should contact MMRP-60 at (703) 784-3738 to verify the photograph has been received. Marines are advised to have their photographs taken at one of the Combat Camera (COMCAM) sections or Department of Defense (DOD) photographic units. Combat cameras will email OMPF photographs to the CMC, Manpower Management Records and Performance, Operations and Integration Section (MMRP-60) organization mailbox at: smb.manpower.mmrp.ph(at)usmc.mil for processing into the OMPF. Photographs taken at a location not authorized to submit digital photographs electronically to CMC (MMRP), must be submitted by either the Marines Commanding Officer (CO), Executive Officer (XO), Inspector-Instructor, Sergeant Major (SgtMaj), First Sergeant (1stSgt), senior enlisted leader (defined as an enlisted Marine serving in a command leadership billet), from the commands organizational mailbox. Such photographswill be reviewed prior to inclusion in the OMPF. Marines are not authorized to submit their own photographs. COMCAM sections or DOD photographic support facilities should be used to the maximum extent possible.
15.b. Hardcopy. Hardcopy photographs may also be submitted directly to the CMC (MMPR-2) at the address listed in paragraph 16. See references (e) and (f) regarding when is appropriate and how to take a hard copy photo. Marines who choose to submit a hard copy photo directly to the President of the board are advised that the photo will not be included in the OMPF. Verification of hard copy photos submitted directly to the President of the board can be accomplished through the Enlisted Promotion home page (MMPR-2).
15.c. Outdated-Missing Photographs. If a photograph cannot be forwarded due to extenuating circumstances, eligible Marines are highly encouraged to submit correspondence to the board, verified by the commander, documenting height and weight. Marines who exceed height/weight standards, but are in compliance with body fat percent limits, must provide most recent certification by the command of current body fat percentage. Marines have a personal responsibility to ensure their photograph is submitted and received by the board.
15.d. Photos and Personal Responsibility. Each Marine must ensure photographs are properly taken, timely submission requirements are met and their photograph is submitted and received by the board. Marines who do not submit a current photograph or letter to explain the lack of a photograph are putting themselves at a disadvantage before the board and are highly unlikely to be selected. Marines who neglect to exercise due diligence in confirming their photograph posted to their OMPF within 2 business days of submission and who neglect to provide evidence they identified the error with MMRP before the convening date are unlikely to receive favorable endorsement for remedial promotion consideration. Marines are personally responsible for ensuring their photo posts to their OMPF within 2 business days of submission via Marine Online. If the photo fails to post, the individual Marine must contact MMRP to identify the issue for resolution in order for the promotion board to properly consider the photo.
15.e. Reviewing Photo Submission. Marines are responsible for verifying receipt of photo by CMC (MMRP-20). The primary most expeditious means of confirming photo receipt is through OMPF online via MOL. Photos will be available for viewing on OMPF online within 48 hours of photo receipt by CMC (MMRP-20). The date of the photograph, as noted on the photograph title board, is considered the primary date in determining the 12 month photograph eligibility window for selection boards. Marines are advised that, although a photo may be over 12 months old, the photo will remain in the OMPF until an updated photo is submitted.
