GENTEXT/REMARKS/1.  Purpose.  To provide guidance for the Early Reenlistment Authority program.
2.  Background.  In order to retain the highest quality Marines, the Commandant of the Marine Corps approved the authority for highly qualified FY22 cohort Marines to reenlist during the FY21 Enlisted Retention Campaign per reference (a).  Manpower and Reserve Affairs will execute this policy as a pilot program during the FY21 Retention Campaign and subsequently assess the success of the program to determine continued execution for future fiscal years.
3.  The authority to conduct early reenlistments will allow a select number of computed Tier 1 FY22 FTAP Marines to submit for reenlistment one year prior to their eligibility period.  For example, this program will allow qualified FY22 cohort FTAP Marines to submit for reenlistment during the FY21 submission period and receive fiscal and duty station incentives.  Marines will complete current assignment obligations prior to receiving new duty station incentives.  Contract lengths will be 48 months in addition to the remaining time on their current contract in order to allow Marines to maximize their time-in-service as well as ensure they receive the maximum fiscal incentives.
4.  Concept of Operations
4.a.  Under current policy, an FTAP Marine with an end of current contract (ECC) in FY22 is considered an FY22 cohort Marine and is currently required to wait until July 2021 to submit for reenlistment.  Under Early Reenlistment Authority, select FY22 cohort Marines, if computed Tier 1 Marines with no jeopardy on current contract, will be allowed to reenlist as early as July 2020 during the FY21 Enlisted Retention Campaign.  Additionally, these Marines will be eligible for any reenlistment incentives available to the FY21 cohort.
4.a.1.  All early reenlistment authority approvals will count against FY22 boatspace authorizations.
4.a.2.  CMC (MMEA), in coordination with CMC (MPP), will determine the allocation of boatspaces.
4.a.3.  CMC (MPP) will determine the total number of allocations for the early reenlistment program.
4.b.  Eligibility Requirements
4.b.1.  Marines must be a computed Tier 1 FTAP Marine.  CMC (MMEA) will conduct an FTAP Quality Comparison for FY22 Marines in June 2020.  The Commander’s Tier evaluation of a Marine shall not override the computed Tier evaluation required for MSC Commander approval.
4.b.2.  Marines seeking early reenlistment must not have any jeopardy on their current contract.  Jeopardy, for the purposes of this program, is defined as any 6105 counseling, Non-Judicial Punishment, courts-martial conviction, or conviction in a civilian court in accordance with reference (b).
4.e.  Routing Procedures
4.e.1.  Marines seeking early reenlistment must have an endorsement from their Commanding General.  Only Commanding General, or approved “Acting” Commanding General, endorsements will be accepted.
4.e.2.  Upon receipt of the Commanding General’s endorsement, the reenlistment request will be routed to CMC (MMEA) via the Total Force Retention System for adjudication.   
4.e.3.  If a Marine does not receive an endorsement from their Commanding General, they will be required to submit for reenlistment during the FY22 Enlisted Retention Campaign beginning on 6 July 2021.
5.  Coordinating Instructions
5.a.  CMC (MMEA) will approve early reenlistments as soon as the FY21 Retention Campaign begins.  Priority will be given to historically under-submitted PMOSs.  The early reenlistment program will close once all early reenlistment boatspace allocations are executed or at the beginning of the FY22 Enlisted Retention Campaign.
5.c.  CMC (MMEA) will continue to conduct “on-the-spot” early reenlistments for qualified FY21 Marines during the CMC (MMEA) Roadshows as long as boatspaces remain.
5.d.  Marines who are approved for early reenlistment will rate the FY21 Selective Retention Bonus Program (SRBP) incentives.  FY22 Marines approved under the FY21 Early Reenlistment Authority willbe ineligible for FY22 SRBP incentives.
5.e.  Marines who apply, and are approved for early reenlistment that rate a Duty Station Incentive will be required to complete current time-on-station requirements before they are eligible to receive Permanent Change of Station Orders.
6.  This MARADMIN is not applicable to the Marine Corps Reserve.
