GENTEXT/REMARKS/1.  Purpose. This is the Deputy Commandant for Information, Information Command, Control, Communications, and Computers Division (IC4) Iridium Policy update that supersedes ref (a).
2.  Background. Enhanced Mobile Satellite Services (EMSS), Iridium L-Band service is a satellite-based wireless communications network providing global voice, data, and paging services through a dedicated, Air Force Space Command (AFSPC)/Defense Information System Agency (DISA) - controlled Defense Information System Network (DISN) EMSS gateway.  It provides the warfighter global communications by leveraging the commercial Iridium satellite constellation.  In 2014, DOD implemented a fixed cost allocation EMSS airtime contract with Iridium.  On September 15, 2019 a new EMSS/Iridium contract was awarded.  The updated contract features unlimited air-time on an unlimited number of devices at a fixed rate.  Using units will only be required to pay for any additional equipment purchases, maintenance, and selected activation fees of new devices and Subscriber Identification Module (SIM) cards. 
3.  Policy
3.a.  Ref (b) mandates all DoD components with a requirement for Mobile Satellite Service (MSS) shall:
3.a.1.  Use contract vehicles prescribed by the Commercial Satellite Communications Office (CSCO), United States Space Force (USSF), for procurement of MSS equipment and services.  Any request for exception must be submitted to the Department of Defense (DOD) Chief Information Officer (CIO) for consideration.
3.a.2.  Leverage DoD EMSS infrastructure and capability investments by procuring Iridium-certified and DoD Gateway authorized user equipment through DISA Storefront, or when not available, from the manufacturer or authorized third-party reseller.  Use of alternative MSS solutions (i.e., MSS that does not leverage the EMSS infrastructure and capability investments) will be permitted only when EMSS cannot satisfy the user requirement.  EMSS equipment leverages the DoDs 1996 gateway investment that includes enhanced capabilities such as security and privacy features.
3.b.  IAW ref (c) any equipment or interconnected system or subsystem of equipment used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission or reception of data or information, including computers, ancillary equipment, software, firmware and similar services and related resources whether performed by in-house, contractor, other intra-agency or intergovernmental agency resources/personnel are authorized for purchase with Operations and Maintenance funds upon approval through the Director, IC4, DC I via the Information Technology Procurement Request and Approval System (ITPRAS).
3.c.  Marine Corps users involved in purchasing Iridium-certified devices or equipment may procure those devices through the DISA Direct Storefront (DDSF) process by submitting a telecommunications request (TR) through the DISA Direct website at:  https:(slash)(slash)ddsf.disadirect.disa.mil/kinetic/DisplayPage?name=DDSF_Home
3.d.  All users are highly encouraged to download and review ref (d) in its entirety.  Ref (d) is the DDSF user guide that provides information for storefront users.  (Devices and equipment may also be procured through the manufacturer or authorized third-party reseller.  It is not mandatory to procure devices and equipment through DISA Storefront, but the user must ensure the device is authorized to be used through the DoD Gateway). 3.d.3.  Instructions on how to start, change, amend, discontinue, and cancel TR.

3.e.  Prior to submitting a TR, using units must ensure the following:
3.e.1.  Establishment of a program designator code (PDC)
3.e.2.  Line of accounting (LOA) associated with the PDC
3.e.3.  DDSF appointment letter identifying roles and responsibilities with the assigned PDC
3.e.4.  DDSF account to create, submit, and or approve TRs
4.  Actions.
4.a.  Ordering: EMSS services:  The primary inventory reference for iridium services will be the individual unit’s PDC.  PDC is either a four-or six-character alphanumeric code used to identify leased services by system, network, primary user, or other category.  It is required to identify the funding activity responsible for paying the cost of leased service.  Marine Corps users must establish a PDC with a valid LOA.  Contact HQMC DCI/IC4/ICN PDC Manager Paul Washington at (703) 614-0763 Marine Corps Circuit Management Office (MCCMO) paul.washington@usmc.mil for instructions, forms, PDC establishment, funding, and a detailed list of roles and responsibility.
4.b.  Billing:  Using units will only be required to pay non-recurring cost for equipment purchases and selected activation fees of new devices and subscriber identification module (SIM) cards.   Units must ensure administrative information is updated  when SIM cards are transferred among units.  Ensure all point of contact and billing information is current within DISA Direct Home Page /Telecommunications Services Enterprise Acquisition Services inventory and billing information (TIBI) for each registered PDC.
4.c.  Services:  EMSS services available to customers include:  voice (including NSA Type 1 secured up to TS), circuit switch (2.4kbs) and short burst data (SBD) (including enhanced SBD), paging, router-based unrestricted digital internetworking connectivity solution (RUDICS), Global Data Broadcast (GDB), and Distributed Tactical Communications System (DTCS), also known as netted Iridium.   Users will need to have access to the DTCS Net Manager Web Portal to make configuration changes to the radios and nets; a domain admin account is required for access.  Contact the EMSS Program Office for account access request instructions.  DTCS procurement and activation are explained in paragraph 5.  Units are encouraged to incorporate Iridium capabilities into their communication plans to the maximum extent practical.

5.b.3.  Through the EMSS Program Office, request radio activations/net creations via email to disa.meade.ns.mbx.emss-program-office@mail.mil.  Activations for these devices will be paid for by EMSS.
